Correspondence: Proposed Rezoning on GA 122 at Skipper Bridge Road 2022-12-12

Update 2022-12-20:
Videos: Dollar General rezoning tabled, Troupville Nature Park land purchased @ LCC 2022-12-13.

All letters were opposed, of those sent to GLPC or LCC by December 12, 2022, about the rezoning for a Dollar General on GA 122 at Skipper Bridge Road.

Thanks to Lowndes County Planner JD Dillard for sending this correspondence on REZ-2022-20 last Monday in response to an open records request,
before I mentioned it in the Lowndes County Commission meeting Tuesday.

Letters

There are letters from Joyce Jones, Jamie Rowntree, and Gwen Rowntree.
Gwen Rowntree sent a letter to the Greater Lowndes Planning Commission (GLPC)
and followed up with a similar letter to the Lowndes County Commission (LCC).

It appears that while there may be people who have spoken to Commissioners in support of the rezoning,
as of Monday a week ago nobody had written in support.

Update 2022-12-18:
Correspondence: Proposed Rezoning on GA 122 at Skipper Bridge Road 2022-12-12.

County Manager Paige Dukes said they are legally required to table the

rezoning for a Dollar General,
because they were a day late on getting notices out,
although she twice blamed that on the Valdosta Daily Times.

County Chairman Bill Slaughter said the applicant had requested tabling,
and he recommended the second meeting in January (January 24, 2023).
Commissioner Demarcus Marshall wanted to know why.
The Chairman said, “It works out for two of the parties involved, the county and the developer.” (Nevermind the people.)
Commissioner Scottie Orenstein said “I’m not in favor of tabling something only to give the developer more time… If he has true intentions on meeting with the community and having a meeting with them, a town hall, something a little more official,
then I’m OK with that.
But not to just give them more time.”
The Chairman disagreed, “Well, I don’t think time is going to resolve anything in this particular situation.” Plus regarding the applicant, “We’re here to give them the courtesy if they make a request through that application process.”

Commissioner Mark Wisenbaker wanted clarified that the main issue was the date issue.
Alleged County Attorney G. Walter Elliott reminded them they have to vote to table
(the Chairman cannot just unilaterally table).

Lowndes County Chairman Bill Slaughter tells me the applicant for the Dollar General
at GA 122 & Skipper Bridge Road (REZ-2022-20 Teramore Development)
has requested tabling until a later meeting.
Bill says he intends to table it until the second January 2023 meeting.
So that’s January 25 24, 2023.
He asked me to tell people that.

If I were you, I would show up this Tuesday, December 12 13th, anyway,
so they see you are watching.
Also, the agenda has not yet changed, and the item has not yet been tabled.

In any case, keep them letters, telephone calls, and petition signatures going in.
Ask them to hold the public hearing and then just vote to deny it instead of tabling it.

The county did not send letters from citizens to Commissioners or staff about the Dollar General rezoning, even though those were specifically part of the request.

Most of the budget dollar items on the Lowndes County Commission agenda are recurring, but the
Purchase of Between the Rivers, L.L.C. Property
for incorporation into the proposed Troupville Nature Park
is one-time.

The most contentious item,
REZ-2022-20 Teramore Development, LLC, ~3 acres at Hwy 122 & Skipper Bridge (Part of 0067 051), E-A to C-C, Well and Septic,
for a Dollar General store in an agricultural and forestry Character Area,
has
no dollar value attached in the agenda,
even though

the potential costs to the county are large.

GLPC voted 7:1 to recommend disapproval. The actual rezoning decision will be made by the Lowndes County Commission at its Regular Session, Tuesday, December 13th, 2022, 5:30 PM. If you don’t want that store in an agricultural area, attracting still more subdivisions still farther north in the county, call or write your county commissioner or come speak against at that meeting. If somebody wants to start a petition, that might also help.

Dollar General, GA 122 & Skipper Bridge Road @ GLPC 2022-11-28

Update 2022-12-06:

A line of people protested putting a Dollar General on GA 122 at Skipper Bridge Road,
~~north across from where Wes Scruggs’ store used to be.~~
That was at the Greater Lowndes Planning Commission (GLPC) last night.

GLPC voted 7:1 to recommend disapproval, according to LAKE’s Gretchen Quarterman who was there and who was the first to speak against.
LAKE video she took will follow.

The actual rezoning decision will be made by the Lowndes County Commission at its Regular Session,

Big rezoning inside Valdosta among 5 Valdosta cases, 2 Hahira, 3 Lowndes County @ GLPC 2022-11-28

Update 2022-11-29:
Dollar General, GA 122 & Skipper Bridge Road @ GLPC 2022-11-28.

Inside the City of Valdosta,
something may finally happen with the Loch-Winn Farms property
off of James Road and Riverside Road, near the Withlacoochee River
that has been becalmed since 2008.
The inland part of the property

may be rezoned for 130 house lots.

Hahira may get a

Red Owl drive-through coffee shop with indoor and outdoor seating.
And a landowner on Hagan Bridge Road wants to

deannex some property from Hahira.

Lowndes County may get a subdivision
way out west of Snake Nation Road, near the Little River:

REZ-2022-18 Hilton, Chug A Lug Road, 0033 023B, ~8.3 acres.

Cancelled: GLPC has no agenda items

There is no meeting this month of the Greater Lowndes Planning Commission (GLPC),
due to lack of business.

However, the lists of GLPC members by Lowndes County and Valdosta do not match.

According to Loretta Hylton of SGRC there are no agenda items for Dasher or Lake Park.

According to City Planner Matt Martin, there are no agenda items for Valdosta or Hahira.

Remerton City Planner Jessica Freeman was not heard from.

But Lowndes County Planner JD Dillard summed it up: “There are no GLPC agenda items for the County either, and therefore the October meeting of the GLPC has been cancelled.”

considering that

Valdosta appointed Robert Jefferson to GLPC on November 11, 2021,
almost a year ago.

The most contentious case at the Greater Lowndes Planning Commission on August 29, 2022, was, at 28 minutes, Lowndes County

REZ-2022-15 Gary O’Neal, 2547 US 84 West, 0089-094 and 095, 3.24 Acres, Current Zoning: R-21 (Medium Density Residential) Proposed Zoning: C-H (Highway Commercial).
This was the only split vote.

I wonder if the developer at Wainwright Drive in Valdosta knows about
the repeated sewer leaks on One Mile Branch?
And will Valdosta ever fix those before something else is built near there,
putting more load on the sewer system?

Almost all of the four Remerton cases are variances,
because
Remerton does its own variances without going through Zoning Board of Appeals (ZBOA).

Hahira has a partly commercial rezoning northeast of I-75 Exit 29.

Lowndes County has one rezoning from residential to highway commercial.
