Budget, LMIG, tractor, truck, 3 sewer items @ VCC 2018-06-21

On the Valdosta City Council agenda this Thursday, a budget public hearing (no agenda nor draft budget linked for that), and a bunch of bids, including three about the sewer system, ioncluding sewer lines on Iola Drive, manhole rehabilitation, and the Cured-In-Place-Pipe (CIPP) Lining Project. Here’s the Invitation to Bid for CIPP.

Maybe this kind of Sewer System Imprrovements is why Valdosta has not had a major spill in a hear and a half, while Tifton continues to spill. Also, over on the Flint River, Albany recently spilled quite a bit. Don’t worry: if Valdosta spills again, you’ll hear about it.

For two out of three boards, they came up with one name between Monday morning and Tuesday evening. No one applied for the Lowndes County Development Authority; instead they appointed Gary Moser who applied to be on Planning Commission. They reappointed Franklin Bailey, head of homebuilders association, to the Planning Commission, plus they appointed Ed Hightower to finish the unexpired term of Brad Folsom. They appointed Dr. Frances Brown to the Lowndes County Board of Health. And the County Manager recognized Public Works for their good work during the recent storms.

County Manager Joe Pritchard thanked county staff for their performance during the recent storms and the public for mostly staying off the roads. It will cost $450 to qualify to run for County Commissioner.

No, we don’t know what was wrong with the sound. We will try to get it better tomorrow evening.

No applicants for the Lowndes County Development Authority Board of Health, and many for the Planning Commission.

Where did they advertise for applications for the three boards on the agenda for tomorrow morning, voting Tuesday evening? Who was the mysterious term expiration on the Development Authority of Lowndes County (not the same as the Valdosta-Lowndes County Development Authority, VLCIA)? If we assume the county’s web page for the Lowndes County Development Authority is the relevant one, it doesn’t say what term expired nor who was in that slot, it just says “Vacant”. However, we can deduce that the missing board member is Jeff Reames, whose seat expired June 8, 2017. When they appointed six members to that board the next month, they did not appoint anyone to that slot, even though Commissioner Mark Wisenbaker asked about that at the time.

Brad Folsom quit the Greater Lowndes Planning Commission to join VLCIA.

Five people want to be appointed: Keven Bussey, Gary Moser, Ed Hightower, and Bart Davis. Also, Franklin Bailey wants to be reappointed.

“Mr.” Myron Faircloth (I thought he was a doctor) resigned from the Board of Health, and nobody is mentioned as wanting to be appointed.

They unanimously approved everything except the one withdrawn item, and except for the Executive Session, the whole thing took 9 minutes. They meet again 8:30 AM Monday morning 24 July 2017.

Tonight at 5:30 PM they vote on what they discussed yesterday morning at the Lowndes County Commission. But you won’t hear the Zika Presentation by Ken Lowery; that was only in the Work Session. It was by far the longest item, at seven minutes, longer than all the rest of the meeting, which took less than six minutes. The second longest item at almost a minute and a half was abandonment of a portion of Ponce de Leon Trail (CR 374).

You will see them adopt the Fiscal Year 2018 budget. See the previous post for more background about the budget requests that the county almost all denied.

They’re going to adopt the county budget Tuesday, after talking about it this morning at 8:30 AM, after complaining that nobody showed up at a budget hearing they didn’t announce. Also after refusing budget requests due to revenue continuing down for several years, and not being willing to adjust taxes.

The VDT summarized, Thomas Lynn, VDT, 23 May 2017, County Manager: Proposed budget austere; Most new funding requests denied. And Thomas Lynn, 22 June 2017, Public absent from county budget hearing. No wonder, since the county didn’t even post the meeting online until that same morning, with no agenda. The VDT wasn’t there most of the time, but Gretchen was, with the LAKE video camera.

Update 2017-06-26: the rest of the LAKE videos of this meeting. They’re discussing this budget this morning and voting on it Tuesday 27 June 2017.

“You have the packets that have been provided for you in regards budget,”, said County Chairman Bill Slaughter, but the taxpayers do not have that packet for this meeting that was not on the county calendar until this morning, had no agenda, and only popped up online also that same yesterday morning of this Budget Work Session.

Not on calendar and no agenda @ LCC Budget 2017-05-22

Not on their calendar until this morning, no agenda, and only popped up online also this morning, the same day of this Budget Work Session. And even though that says it would start at 8:45, they actually announced in the main Work Session that it would start at 9AM.

Immediately after the Work Session?

If Gretchen hadn’t been there with the LAKE camera, Continue reading
