Confused bids for pest control @ LCC 2013-08-26

We get to pay some unknown amount chosen from bids we didn’t get to see for pest control with no bond. They vote tonight about what was proposed at the 26 August 2013 Work Session of the Lowndes County Commission.

7. Bid-Pest Control Service

Purchasing Director Kari L. Sands said this was a renewal for rodent and insect control for all county buildings including the fire department, beginning September 1st 2013 with first and second year renewal options. Staff recommendation. is to approve the bid (for unannounced amount) from Baird’s Pest Control and Termite Services (she didn’t mention any other bids).

Commissioner Crawford Powell wanted to know if there was a bonding requirement.

Answer: No.

Powell then wanted to know “do we need a bonding requirement for this?”

Traffic study? –John Page; Who pays? Richard Raines; Tax exemption –Demarcus Marshall @ LCC 2013-08-13

Traffic and taxes were discussed by Commissioners about REZ-2013-09 Moody Family Housing on Val Del Road, but none of them thought those topics important enough to make them conditions, and they didn’t even discuss use of local contractors or sinkholes like the one in the Phase II site, or the missing geotechnical study mentioned in the USAF Draft Environmental Assessment whose comment period wasn’t even ended when they voted at the 13 August 2013 Lowndes County Commission Regular Session.

As he had at the previous morning’s Work Session, Commissioner John Page wanted to know if that traffic study was going to be required before the development could start. Planning Commissioner Tommy Willis had also asked about that back in July. This time Page didn’t ask about GA 122 or anywhere other than “Val Del and that area”.

7.b. Lovell Eng. letter to EPD for Lowndes County @ LCC 2013-07-23

in the 22 July 2013 Work Session Here is the letter discussed (“So at this point, in order to comply with the deadline submitted by EPD, it was necessary to go ahead and work with Lovell on this.”) and approved (“The water is good, right?”) at the 23 July Regular Session of the Lowndes County Commission, obtained through an Open Records Request by April Huntley, plus a transcription. The water is good now, right? –Demarcus Marshall about Alapaha Water Treatment @ LCC 2013-07-23

A County Commissioner wanted the Utilities Director to confirm that the water was already good before the county fixes the treatment plant at Alapaha Plantation, at the 23 July Regular Session of the Lowndes County Commission.

7.b. Letter to Environmental Protection Division concerning Alapaha Water Treatment Plant Upgrade

Regarding the letter written by Lovell Engineering to GA EPD on behalf of the county, discussed in the previous morning’s 22 July 2013 Work Session, Commissioner Demarcus Marshall asked:

I just had a question regarding the timing of the letter. I know it says eight month pilot study. And I just wanted to know for the record, that the water is good now, right? It’s drinkable, and so forth, just for the public to be aware that it’s not some public health risk out there.

Wastewater violation on the Alapaha River @ LCC 2013-07-22

The County has another wastewater violation, this time at the Alapaha River, and is late in doing something about it. Don’t be surprised if we see an emergency change order in a future session. This was at the Monday 22 July 2013 Lowndes County Commission Work Session; they vote tonight.

7.b. Letter to Environmental Protection Division concerning Alapaha Water Treatment Plant Upgrade

It’s because of a notice of violation from GA EPD, said Utilities Director Mike Allen, and he’d been working with Lovell Engineering on a letter to say the problem of disinfection byproducts would be fixed by the end of March 2015.

Prisoners with Guards @ LCC 2013-07-22

State prisoners deal with water issues for Lowndes County said Public Works Director Robin Cumbus at the Monday 22 July 2013 Lowndes County Commission Work Session; they vote tonight.

7.a. Prison Detail Contracts

Three details at $39,500 each, no increase from last year, said Public Works Director Robin Cumbus.

Video of Tabling of Abandonment of Old State Road to Hotchkiss Crossing at the Alapaha River @ LCC 2013-02-12

First the Chairman talked about how many people could speak and for how long in the public hearing; then at Tuesday evening's Regular Session the Commission tabled it for two weeks, so closing the only public access to the Alapaha River in Lowndes County will be up for a vote again Tuesday 26 February 2013.

6.a. Public Hearing: Abandonment of a portion of Old State Road (CR 16)

You can see in the video that the room was packed, which is very unusual. The great majority were there to oppose closing the road. As Chairman Bill Slaughter remarked, about nine people signed up for Citizens Wishing to Be Heard to speak about this item; as he noted, anyone can speak in a public hearing without signing up. To my knowledge, only one person was there to speak for closing the road, and that was the applicant who had just agreed to ask for it to be tabled. The Chairman said:

Acree Park at Hotchkiss Landing?

How about if Lowndes County buys the land next to Old State Road at Hotchkiss Crossing on the Alapaha River and turns it into Acree Park? That would be a much better solution to the trash, tresspassing, and hunting problems there than closing the road. And Lowndes County itsels claims it has plenty of money available for just such a purpose.

As we’ve seen, Lowndes County’s own Comprehensive Plan says the county has $500,000 in Acquisition Funds Available to “Adopt, implement, and update provisions of the Greenspace Initiative Plan to include land acquisition and resource enhancement/protection.” And that it plans to “Continue preparation and implementation of the Withlacoochee River Greenway Plan.”

Why did Lowndes County do nothing about a blocked public road?

Old State Road at the Alapaha River is a county-maintained public road. How could Lowndes County not have known that it was blocked by two huge blocks of concrete at Hotchkiss Landing from late 2010 through at least early 2012? Why did Code Enforcement do nothing about it?

These blocks of concrete have to be quite heavy. This is not random litter, and no partier or hunter or 4-wheeler would have any motivation to block the road, much less with blocks this size. Who would? Why didn’t the county find out and do something about it?

This access to the Alapaha River is the only remaining public access within Lowndes County. It has great historical significance to the Naylor community. It continues to be used by boaters, fishermen and families for recreation.

The Commission decided 26 October 2010 to keep that road open but because they think they have new information have scheduled it for another public hearing and vote apparently at their next Regular Session, which is next Tuesday, 12 February 2013.
