Video of Tabling of Abandonment of Old State Road to Hotchkiss Crossing at the Alapaha River @ LCC 2013-02-12

First the Chairman talked about how many people could speak and for how long in the public hearing; then at Tuesday evening's Regular Session the Commission tabled it for two weeks, so closing the only public access to the Alapaha River in Lowndes County will be up for a vote again Tuesday 26 February 2013.

You can see in the video that the room was packed, which is very unusual. The great majority were there to oppose closing the road. As Chairman Bill Slaughter remarked, about nine people signed up for Citizens Wishing to Be Heard to speak about this item; as he noted, anyone can speak in a public hearing without signing up. To my knowledge, only one person was there to speak for closing the road, and that was the applicant who had just agreed to ask for it to be tabled. The Chairman said:

Acree Park at Hotchkiss Landing?

How about if Lowndes County buys the land next to Old State Road at Hotchkiss Crossing on the Alapaha River and turns it into Acree Park? That would be a much better solution to the trash, tresspassing, and hunting problems there than closing the road. And Lowndes County itsels claims it has plenty of money available for just such a purpose.

As we’ve seen, Lowndes County’s own Comprehensive Plan says the county has $500,000 in Acquisition Funds Available to “Adopt, implement, and update provisions of the Greenspace Initiative Plan to include land acquisition and resource enhancement/protection.” And that it plans to “Continue preparation and implementation of the Withlacoochee River Greenway Plan.”

Why did Lowndes County do nothing about a blocked public road?

Old State Road at the Alapaha River is a county-maintained public road. How could Lowndes County not have known that it was blocked by two huge blocks of concrete Seen by google earth 2012-01-24 at Hotchkiss Landing from late 2010 through at least early 2012? Why did Code Enforcement do nothing about it?

These blocks of concrete have to be quite heavy. This is not random litter, and no partier or hunter or 4-wheeler would have any motivation to block the road, much less with blocks this size. Who would? Why didn’t the county find out and do something about it?

This access to the Alapaha River is the only remaining public access within Lowndes County. It has great historical significance to the Naylor community. It continues to be used by boaters, fishermen and families for recreation.

The Commission decided 26 October 2010 to keep that road open but because they think they have new information have scheduled it for another public hearing and vote apparently at their next Regular Session, which is next Tuesday, 12 February 2013.

The County is responsible for protecting the health and safety of the public. They have made decisions to close all the county dump sites and license one out of state waste collection company with little, if any public input. There is concern among citizens of more trash being on roadways, more expense on their part, being forced to pay for a service the county should provide and not having choice in collection companies which may put small business owners out of business while backing a large out of state company.

Videos @ LCC 2013-01-07

The public defender said the county palace (that we’re still mysteriously paying on) didn’t have space for his office. The Industrial Authority request to buy some still-unspecified property “has been pulled from the agenda” by unspecified forces. The new 4-H agent spoke and a bus was discussed. One Commissioner forgot to show up until late to hear Workers’ compensation is going up and the Commission’s own schedule is being adjusted for holidays. There was little substantive discussion, and there’s no sign anything will change at the Lowndes County Commission unless enough people want it to. They vote this evening at 5:30 PM, and they do have Citizens Wishing to be Heard, although it is still at the end, after all the votes.

New Commission meets Monday morning and Tuesday evening @ LCC 2013-01-07

The Industrial Authority wants to buy some unspecified property public defender needs renewing, plus 4-H agent and school bus activity. Also workers’ compensation, and the Commission needs to approve its own schedule, since it’s a new Commission now, with two more voting members than last year, and a new Chairman.

Here’s a list of the current Commission members:

Their Commission web page still has at the top this mission statement:

“To provide an efficient, effective and responsive local government to all citizens of Lowndes County while maintaining the financial strength to meet any contingency”

The county government has apparently been pretty good about that last thing (although that $8.9 million discrepency could make some wonder). On responsiveness, not so much, considering the trash non-solution railroaded through at the last meeting of the previous Commission. Maybe this new Commission will be different.

Congratulations Dexter Sharper, Demarcus Marshall, Chris Prine, and Justin Cabral!

Congratulations to Valdosta’s new state rep for District 177 Dexter Sharper who won by 67% to 33% over opponent Glenn Gregory, who fought a spirited and clean campaign. I look forward to Representative Sharper meeting with the governor and working for our community without compromise under the gold dome in Atlanta.

I’ll come back to the other statehouse races in a separate post. Ditto the other statewide races. Meanwhile, congratulations to some local winners below.

Congratulations new Lowndes County Commissioner for District 4 Demarcus Marshall, winning 64.91% to 35.09% after spirited debate and much agreement with opponent John Gates. I look forward to Commissioner Marshall grappling with education, jobs, tourism, and personnel down at the county palace.

Congratulations on re-election, Lowndes County Sheriff Chris Prine! Challenger J.D. Yeager fought a good fight, but the voters said 63.53% to 36.47% they did not want to go back to the previous administration. I look forward to Sheriff Prine continuing to protect the safety of all the citizens of Lowndes County, including those in the cities.

Congratulations Solicitor General Justin Cabral on retaining your post 51.56% to 48.44%! Very honorable mention to challenger Jason Cain, who canvassed himself pretty close to winning.

It’s not over ’till it’s over, but so far, here’s what the Secretary of State election results page shows 45 minutes after poll closing time on this primary election day:

Allen Lane and Demarcus Marshall are neck and neck for District 4 (East) for Lowndes County Commission in the Democratic primary, while John Gates is ahead of Jamew Warren III in the Republican primary.

For District 5 (West), Jody Hall is ahead, followed by John Page in the Republican primary, and it looks like they’ll be in a runoff.
