Boards * 2, Sewer * 4, Court * 4, Beer, Computers, Pest, Fire, Grounds, Road truck @ LCC 2021-06-21

The biggest item on this week’s Lowndes County Commission agenda, for voting this eventing,
is

Grounds Maintenance
.
Planting some native shrubbery, flowers, and trees instead of all that lawn
would reduce that cost.

Three sewage system items add up, for
Whitewater Lift Station Control Panel Emergency Repair,
Bemiss Low Pressure Sewer Main Replacement Change Order,
and
the

$2,500,000.00 GEFA Loan
for the Sewer System Rehabilitation Project.
That last does not show up in the agenda sheet as BUDGET IMPACT,
but county taxpayers will pay for it over time.
However, proactive sewer system fixes are lot better than reactive
sewage spill repairs.

Four courts in three agenda items require cash match.
Plus a road work truck and pest control round out the dollar figures.

Cost What
$158,140.00 Bid for Grounds Maintenance for County Buildings
$53,140.00 Whitewater Lift Station Control Panel Emergency Repair
$48,307.21 Compute and Storage for South Lowndes Data Center
$46,777.50 Purchase of Fire Turnout Gear
$39,135.00 Office of the Governor Criminal Justice Coordinating Council Accountability Court Lowndes County DUI Court Grant Award – State Court
$33,989.00 Bemiss Low Pressure Sewer Main Replacement Change Order
$28,074.84 Purchase of a Truck for Public Works
$23,557.16 Lowndes County Accountability Court Adult Drug Court Program – Grant (Cash Match)
$10,000.00 Lowndes County Juvenile Accountability Court – Drug Court Program – Grant (Cash Match)
$6,734.40 Bid for Pest Control Service
$447,855.11 Total

There’s a reappointment to

Children’s Services
and a new appointment to the

Library Board
.

And there’s a

beer license
, which brings in fees of
$250 Off Premises + $150 Administration = $400.

The longest items at last month’s voting Regular Session were 3 minutes on 5.b. 2020 Census Resolution (due to discussion about the new initially online methods),
two minutes on 5.l. Tax Assessment for the Lowndes County School District Bonds (it’s about debt service on ESPLOST),
and 1:44 on 5.k. Industrial Authority Bond Issue and Funding (it’s complicated).

The

5.a. FY2020 USGS Joint Funding Agreement
,
which adds county funding for the Skipper Bridge Withlacoochee River USGS Gauge
to the Hahira Little River Gauge the county has been funding since 2009,
breezed through.

Surprise bonds for the Development Authority and Lowndes County Schools,
and a turn lane for Wiregrass Tech, plus a new Forestry Ranger about fire,
in these LAKE videos of yesterday morning’s Lowndes County Commission Work Session.

The longest item was five minutes about

funding the Skipper Bridge Withlacoochee River USGS Gauge

in addition to the Folsom Bridge Little River Gauge,
by
EMA Director Ashley Tye.
Valdosta apparently discovered that Skipper Bridge is not in the city limits, so Valdosta will no longer fund that gauge.
But the former funding from the Suwannee River Water Management District (SRWMD) plus more from Lowndes County will cover it,
if the Lowndes County Commissioners vote for it at 5:30 PM Tonight,
after their discussion yesterday morning.

Georgia Forestry Ranger Randy Spell talked about the use of a vehicle
in the

Rural Fire Defense Cooperative Lease Agreement And MOU

Packet: River Gauges, Roads, Alcohol, and Fire @ LCC 2019-10-21

Lowndes County is adding funding for the Skipper Bridge Road Withlacoochee River gauge to its traditional since 2009 funding of the Folsom Bridge GA 122 Little River gauge.
That’s $8,300 and $14,200, respectively, with another $5,900 for the Skipper Bridge Gauge from the Suwannee River Water Management District.
The U.S. Geological Survey (USGS) puts in $900 towards each gauge, or $1800 total.
Valdosta still funds the North Valdosta Road US 41 Withlacoochee River Valdosta gauge, and USGS completely funds the US 84 Quitman Withlacoochee River gauge.

One county case: Knudson & Son Outdoor Activities @ ZBOA 2019-06-04

Update 2019-06-10: LAKE video of the ZBOA meeting, in which the case didn’t look nearly so good when presented.

I have to admit I like this part, on page 9 of the one variance request,
a Lowndes County case, the only case on the ZBOA agenda for today:

Requirements for variances: 9.02.03:

A. Due to the size of the property it would create a financial
hardship to tear down current natural vegetation to build a fence
around the activity area. Also one of the property lines goes
through wetlands, and runs along a creek. I would have to disturb a
considerable amount of wetlands to do a fence or wall. It would also
create a hardship with my overall goals for the property. I plan to
have it setup to where for the most part if you are standing at a
property line you wont be able to see the field area. If I have to
tear down natural buffer then it will be easier for neighbors to see
the field from their property vs natural untouched woods. If we were
also required to tear up an area to plant new trees and shrubs this
would create a few hardships. The first would be financial as it
would require several trees and shrubs due to the size of the
property. The second is that it would strain the relationships with
my neighbors as they will more than likely be able to see more of
the recreation area vs if we left the vegetation that is currently
in place.
