For the Greater Lowndes Planning Commission (GLPC) meeting tonight,
City Planner Matt Martin actually recommended against

CU-2023-03 Kristie Jenkins (2525 N Ashley Street – Suites M & O) CUP for an
Event Center in C-H zoning.

The last two city cases are a

rezoning and

annexation request that go together,
for Edward Jennings LLC (1869 Madison Highway) 3.96 acres.

received in response to a LAKE open records request.

We have not yet received anything from Lowndes County.
County Planner JD Dillard did acknowledge this morning that they county has two cases, and “We’ll get those to you.”
He did not say when.

Videos: One Valdosta item for expansion of a Child Daycare and School facility @ GLPC 2023-07-31

The one case did not take long at the Greater Lowndes Planning Commission (GLPC)
at the end of July 2023, only fifteen minutes.
It was about a Planned Development amendment for a mixed-use Child Daycare and School facility in Valdosta.
They unanimously recommended approval with all seven conditions.

There will be one county item for the August GLPC meeting,
and none from the various cities.

Why does Lowndes County want the Planning Commission (GLPC) and County Commission
to vote on changes to the Unified Land Development Code (ULDC)
before the general public has a chance to review and comment on them?

When even the number of ULDC items changed from 10 to 7 in the week before the GLPC meeting?
When somebody asked for more time for citizens to review and comment on these changes,
why did the County Planning consultant toss out four straw men?
Why shouldn’t the general public have such opportunity when the Homebuilders were shown draft changes weeks ago?

Lowndes County Planning consultant Jason Davenport attempted to explain the
ULDC amendments and why the county had not shown them to the general county citizenry,
at the Greater Lowndes Planning Commission (GLPC).
He said they had a plan for six public meetings and two social media posts.

Videos: Project Viking, Reports, and CWTBH @ LCC Regular 2023-06-13

The

Project Viking rezoning
included an introduction to the new Public Hearing format:
10 minutes for each side, then 2 minutes of rebuttal.
This method is in the
draft ULDC changes.
Nobody spoke against.
The rezoning passed unanimously.
So did all the other agenda items.

updates to the Lowndes County Unified Land Development Code (ULDC),
including chickens and solar farms,
is on the agenda for Monday evening’s Greater Lowndes Planning Commission (GLPC).

Rezoning for a

boat and RV storage facility
is on the agenda for the site of the biomass plant

that was proposed a decade ago next to Valdosta’s
Mud Creek Wastewater Treatment Plant.

Lake Park has a rezoning for a

climate-controlled mini-storage facility.

Valdosta has

two housing rezonings and a church rezoning.

Some day Lowndes County will put GLPC board packets on lowndescounty.com
so no third party has to file open records requests and post the results.
Larger and smaller counties in Georgia and Florida have been doing this for years.

Videos: Five Valdosta rezonings, one Lowndes County, Lake Park Case pulled @ GLPC 2023-05-22

Last month at the Greater Lowndes Planning Commission,
the longest item was almost twelve minutes on

Tony Tong’s tattoo studio,
for which they eventually recommended approval with slightly modified conditions.

The only Lowndes County rezoning got three and a half minutes, for

8. REZ-2023-07 Project Viking, Hunt Road, Amended conservation.
Like all the others (except the retracted Lake Park item),
GLPC recommended approval.
That case comes before the Lowndes County Commission

this Monday, June 12, 2023, for a decision Tuesday evening.

These redevelopment rezonings all look unremarkable,
although one never knows who will turn out to be in opposition or support.

In addition to the five Valdosta items and the one Lowndes County item
on the agenda for Monday evening’s Greater Lowndes Planning Commission (GLPC) meeting,
there was a Lake Park item, but it was pulled.
I have included the packet materials for Lake Park anyway, for comparison
in case it turns up in a later meeting.

All four cases got recommendations from the Greater Lowndes Planning Commission (GLPC)
for approval by the Valdosta Mayor and Council.
However, all but the first and last were on split votes, and the last had one Commissioner recuse himself.
