Regional T-SPLOST, 2 ZBOA appointments, 2 rezonings, surplus, quit claim, and lift station pump, and Naylor Community Center bids @ LCC 2017-05-08 @ LCC 2017-05-08

They

list the three applicants for

ZBOA, Victoria Copeland, Michael Cooper, Mike Elkins, but they do not supply the actual applications.
These are for two slots, currently held by Dr. Willie Houseal,
who does not wish to be reappointed, and ZBOA Vice Chairman Gretchen Quarterman, who does.

Both the

rezoning cases
have different applicant names than

the Planning Commission listed two weeks ago,
this time as
REZ-2017-05 Jay Carter rezoning from R-A to R-1 for subdividing for independent sale and
REZ-2017-04 Rieffel rezoning to CON and E-A for animals.
REZ-2017-04 is located at 3621 SE Johnson Road,
which is just north of Mud Swamp Creek, which downstream joins with
Grand Bay Creek to form the Alapahoochee River, which flows into the Alapaha,
into the Suwannee, into the Gulf.

After the
regional T-Splost roundtable meeting 1PM Monday, April 17, 2017, in Pearson,
the Lowndes County Commission this week votes to

Record low attendance, not record but very short session time,
even with a full agenda;
at least you can see last month’s last Lowndes County Commission Regular Session in these LAKE videos.
They meet again 8:30 AM this morning.

Will they take longer to vote this evening at 5:30 PM than the
8 1/2 minutes for yesterday morning’s Work Session with

a full agenda?

No questions yesterday from Commissioners about that $55,979.00 in

two no-bid
items, although the County Manager did say “quotes” about the .
lift station pump.
The

County Manager’s Report
did say he’d received
an annexation request from Hahira for the W. Main St. property and he indicated no grounds for the county to protest.

The only question from a Commissioner was about which one of them
might be picked to serve with

“Ms. Andrea Schuijer”
on the

South Regional Joint Development Authority.
Answer: maybe Clay Griner.
Nobody asked why

the county’s web page on that Joint Authority
says Andrea Schruijer is already on it.
Is this a reappointment?
And which slots are vacant?
Also, what does this Joint Authority do?

For the
Southern Georgia Area Agency on Aging,
yes it’s Commissioner Joyce Evans for reappointment.

County Engineer Mike Fletcher said

the Beaver Lane closing
previously came up in 2002 and was denied,
but now some of the opponents from then are for it.

radio towers:
was it in the budget, or is this another emergency no-bid item?
Ditto the $10,379.00 for the
Kinderlou Lift Station Pump?
Each item names only one company quoting.

After

abandoning Beaver Lane, will the county vote to fix it as a private road,

like they did with

Carter Way?
And from whom did the county receive the abandonment request?
Will the

County Manager’s Report
include
the Hahira W. Main St. annexation?

Thanks to County Engineer Mike Fletcher for doing almost

what Gretchen asked

at the Lowndes County Commission Regular Session 26 April 2016.

They rattled through
the agenda
with almost no questions, unanimously approving everything, including
the $89,005 in emergency no-bid repairs.
You’d have little idea why they were doing anything if you weren’t at the
previous morning’s Work Session or you didn’t view the

LAKE videos of the Work Session,
in which we discovered for example
it’s not

Beatty Creek Bridge, rather Bevel Creek Bridge.
Nonetheless, the County Engineer still said the creek name wrong.

FY 2017 Juvenile Justice Incentive Grant was a popular topic yesterday morning, and
some Commissioners showed a little bit of scepticism about that
$89,005 in

emergency no-bid

repairs
on

the agenda for yesterday morning and for voting 5:30PM this evening.

Also

$634,800 for a bridge we can’t tell where, and

some unknown fraction of
$1,663,888.78 to resurface a road that shouldn’t be used as a highway in the first place.
Who’s in charge of budget planning for the county?

At the end, there was

more from the County Manager about private road Carter Way:
they discovered another property owner (“at least one”) after they

agreed to spend $67,822 to fix a private road.

Who’s in charge of budget planning for the county?

Why is replacing the fiber optic data cable that connects the South Lowndes Data Center and the E911 Center an
emergency repair for $61,020,
when apparently the problem has been going on for years?
Meanwhile, it’s good that it’s not an emergency that the 911 Center
Core Network Equipment
needs replacing for $38,621.
Planning ahead is good.

They finally made a decision onG

the Bailey rezoning:
the one the applicant liked least.
They accepted

the Creekwood Subdivision detention ponds;
and the

Glen Laurel infrastructure;
will all that be maintained any better than the one at Hamilton Circle?
Dr. Michael Noll

spoke for WACE against the Sabal Trail fracked methane pipeline.

Board Packet @ LCC 2014-10-27

Surprisingly, when asked for this packet Monday morning,
the County Clerk agreed to provide it later that same day, and did.
However, she delivered it on paper.
Processing time for that interleaved with other tasks took LAKE
until now.
Here is the

board packet
for the
27 October 2014 Regular Session
of the Lowndes County Commission.
It answers many questions that the public board meeting left hanging,
such as
what land does the county plant to acquire for that booster pump.
If the county would put these board packets on their own website
before their meetings, the citizens who pay their salaries
would be able to see what they were talking about.

Almost ten minutes on

6a. Juvenile Justice Delinquency Prevention.
Numerous things incomplete or just FYI such as drug seizures in the

financial report, none of which the citizens could see.
This was in the Work Session Monday morning.
They vote Tuesday 5:30 PM in the Regular Session.

They

actually named the multiple bids for a water item,
unlike the
single-source price-not-quoted pump replacement last time.
And they’re buying some property (at some place unnamed)

for a booster pump.

The

Rural Land Agricultural Improvement Schedules
was actually for Commercial land.
We learned why

Shiloh Road needs emergency repairs.
Nothing about that on

the new county Lowndes411 twitter account,
and the county still doesn’t publish its own board packets.

I can understand why the Commission needs to approve

a juvenile justice grant,
a

GEFA loan application,
to

accept quit claim deeds for a subdivision’s detention ponds,
and to

accept infrastructure for a subdivision, not to mention

a CDBG agreement.
But to

replace batteries in a UPS?
