Just say no to biomass –VDT to VLCIA

VDT reported on Biomass plant misses deadlines, but what do they really think? The title is my paraphrase of Sunday’s editorial title, It’s all up to the Industrial Authority:

In two months, less than 60 days away, Wiregrass Power LLC is supposed to break ground on the biomass facility in Lowndes County. By now, they are supposed to have contracts with power companies to sell the electricity to and with suppliers to purchase the wood waste. They have neither, nor does the company have an agreement with the city of Valdosta to purchase the wastewater from the sewage treatment plant.

Well, the City of Valdosta could refuse to sell the wastewater. And maybe the Lowndes County Commission could exercise its fiduciary responsibility. But, sure, the Industrial Authority could just say no.

And yet the folks at the Industrial Authority appear to be rather nonchalant about the fact that this company has yet again broken its agreement. They have the power to renogiate the terms of the agreement and they also have the power to cancel it, but neither is happening. Instead, they are giving the company all the leeway they need to continue dragging this project along that the community doesn’t want.

Some local councils don’t even have open records request forms, and many don’t have them posted online. But that doesn’t have to stop you!

Biomass plant misses deadlines –VDT

David Rodock writes on the front page of the Sunday VDT today (the highest profile news source for the region) that Biomass plant misses deadlines: Will the plant move forward?

The Wiregrass Power LLC biomass facility was supposed to have met a number of project goals established by the Economic Development Agreement (EDA) between the company and the Valdosta-Lowndes County Industrial Authority by April 1, 2011. According to Allen Ricketts, Industrial Authority project manager, those goals still have yet to be met.
The specific goals in the agreement were that a “finalized engineering procurement construction contract” would be ready by March 31. By April 1, the company was supposed to have finalized both a power purchase/transmission agreement along with a wastewater/biosolids agreement.

Private Prisons failing in Texas, leaving locals in lurch

John Burnett writes for NPR that Private Prison Promises Leave Texas Towns In Trouble:

It seemed like a good idea at the time when the west Texas farming town of Littlefield borrowed $10 million and built the Bill Clayton Detention Center in a cotton field south of town in 2000. The charmless steel-and-cement-block buildings ringed with razor wire would provide jobs to keep young people from moving to Lubbock or Dallas.
For eight years, the prison was a good employer. Idaho and Wyoming paid for prisoners to serve time there. But two years ago, Idaho pulled out all of its contract inmates because of a budget crunch at home. There was also a scandal surrounding the suicide of an inmate.
Shortly afterward, the for-profit operator, GEO Group, gave notice that it was leaving, too. One hundred prison jobs disappeared. The facility has been empty ever since.

Georgia is CCA’s model partner

“Primary site?” Really?

The initial writeup in the VDT quoted CCA as being all coy about if a need arose from the state they would be ready to deploy the private prison in Lowndes County:

“This is (for) a future need that we don’t even know what it’ll be yet,” Frank Betancourt, CCA’s vice president of real estate development said. “There’s no ground breaking to announce. When the need (for a facility) does arrive, we can be the first ones to offer (our services).”

Yet if you look on CCA’s own website under partnering:

CCA has been a great partner with us for nearly a decade now. Coffee Correctional Facility and Wheeler Correctional Facility certainly meet the standards of the Georgia Department of Corrections. I particularly appreciate CCA maintaining exemplary accreditation status with both the American Correctional Association and the National Commission on Correctional Healthcare. I look forward to a continued long relationship with them.”

Wiregrass Technical College @ VLCIA 15 March 2011

Wiregrass Technical College wants to expand onto some land owned by the Industrial Authority, using SPLOST funds.

Chairman Jerry Jennett:

The point is they’re landlocked.
And so what you want to do is you want to take what your tract is now and have the ability to expand your building in the future. You want to move your training facility now and….

VDT on water woes and SIFE

The VDT editorial for yesterday, What We Think: Will water woes define our future? includes this:

Water scarcity is a reality for many American states, particularly in the Southwest, and over-development in desert areas is compounding the issues between Colorado, Nevada and California. Georgia’s problems pale in comparison, but if the drought continues, consumption limits and conservation are going to have to be implemented again.

That would be the drought that was already in progress in south Georgia in January.

The VDT mentions a student group trying to do something about it:

Saturday, the VSU Students in Free Enterprise (SIFE) is hosting a community Walk for Water to raise awareness and money for people worldwide who don’t have access to clean water.

Free enterprise? Who knows? Maybe the Industrial Authority will get around to doing something about industry and water.

CCA for Lowndes County in GeorgiaTrend

Ed Lightsey writes in GeorgiaTrend for March 2011, Valdosta/Lowndes County: Taking Off about many good developments in Lowndes County. But among them is this:

About two years ago, Corrections Corporation of America (CCA) began looking for sites on which to build a prison, and after an 18-month search chose Lowndes County, a decision that promises 400 to 600 new jobs. “It’s a $150-million investment,” Lofton says. “That’s the second largest investment in the history of the county. And of those promised jobs, about 120 will require post secondary education; they are nurses, physician assistants, dieticians and vocational rehab folks.”
CCA is the fifth largest penal system in the country, behind Florida, Califor-nia, Texas and the Federal Bureau of Prisons, according to Lofton. “They have about 20,000 employees across the country,” he says.

Competition for CCA’s private prison? –Roy Copeland

Roy Copeland had a question about Project Excel, the private prison that Corrections Corporation of America (CCA) wants to build in Lowndes County, at the 15 March 2011 VLCIA board meeting.

Q: He wanted to know if there are other communities competing for the project, and whether they had also paid a second extension.

Regarding the private prison that Corrections Corporation of America (CCA) wants to build in Lowndes County, at the 15 March 2011 VLCIA board meeting, Col. Ricketts gave an update, saying CCA had made a second payment as stipulated in the purchase and development agreement:
