SDS county road agreement, library, Georgia Forestry @ LCC 2021-09-27

At least part of the long-contentious Service Delivery Strategy (SDS) has been resolved between Lowndes County and the City of Valdosta. The county has agreed not to fund county roads using property taxes from incorporated taxpayers, that is, taxpayers within city limits of any of the five cities in the county.

Plus the county is spending a million dollars on communications equipment, road graders, and an architect for a library addition.

They spent the most time discussing the several court funding cash match requests, two weeks ago at the Lowndes County (GA) Commission Work Session. At the end, Project Manager Chad McLeod had updates on the Courthouse renovation and the Commission Chambers audio and video restoration.

The biggest item on this week’s Lowndes County Commission agenda, for voting this eventing, is Grounds Maintenance. Planting some native shrubbery, flowers, and trees instead of all that lawn would reduce that cost.

Three sewage system items add up, for Whitewater Lift Station Control Panel Emergency Repair, Bemiss Low Pressure Sewer Main Replacement Change Order, and the $2,500,000.00 GEFA Loan for the Sewer System Rehabilitation Project. That last does not show up in the agenda sheet as BUDGET IMPACT, but county taxpayers will pay for it over time. However, proactive sewer system fixes are lot better than reactive sewage spill repairs.

Four courts in three agenda items require cash match. Plus a road work truck and pest control round out the dollar figures.

The Lowndes County Commission is Repealing Approvals Authorizing the Tax Commissioner to Waive Penalties and Interest, apparently because of a Tax Commissioners' Back Wage Settlement with Department of Labor.

After last year’s vote of the people to ask the Georgia legislature to make the Tax Assessors appointed, not elected, the legislature did that. Now the County Commission is setting the number of Assessors at three, with initial staggered terms of 3, 4, and 5 years, and after that 3 years for each.

This is after two weeks ago the Lowndes County Commission rolled back the tax millage rate slightly.

Budget, Bevel Creek Lift Station, Val Tech Road widening, Appointments: ZBOA, Library, VLPRA, Construction @ LCC 2020-06-22

The big item on the Lowndes County Commission agenda for Monday to vote on Tuesday evening is the Adoption of Fiscal Year 2021 Budget totaling $59,443,920, with $22,774,781 or 38% to Public safety, i.e., the Sheriff’s department, including the jail.

Although I hear the hotel/motel tax is down 80% due to virus pandemic, the Hotel/Motel Tax FY 2021 County Budget Budgeted Proceeds are $400,000.00. They are budget to go to:

$171,429.00 Transfer to Lowndes County’s Special Services Fund from which the County funds (i) services the County provides primarily for the benefit of the unincorporated area and
(ii) the County’s share of funding of services the County and one or more municipalities jointly fund

to promote tourism, convention, and trade shows in accordance with the FY 2021 Budget Plan of said Authority for same which is made a part of this Budget Plan

At a monthly meeting held during an election, the Lowndes County Board of Elections decided to re-open a polling station at a Valdosta State University (VSU) precinct, which hasn’t happened since 2009. The next step is for the VSU President to make a decision. Then, students, step up and staff it, and vote, please!

VALDOSTA — The American Civil Liberties Union of Georgia plans to attend the Lowndes County Board of Elections meeting Tuesday.

This comes after the ACLU sent Deb Cox, elections supervisor, a letter urging the election board to open a polling location at the Valdosta State University main campus.
