The longest regular item at 4 minutes on this voting Regular Session agenda was 6.b. Accept Hamm Estates Dr. into the County Road Inventory. Longer were two Citizens who spoke at the end about Keep Lowndes-Valdosta Beautiful (KLVB).

The longest item of those I videoed (yes, I was late to this Work Session) was 6.f. Deannexation of Ganas Property by Lake Park, which apparently doesn’t cost the county anything. Directly, at least. Maybe even net positive, due to property taxes.

Notes: Special Called Meeting @ LCC 2020-04-16

Twelve minutes for their first-ever dial-in Lowndes County Commission meeting.

That’s longer than many of their in-person meetings, maybe because the Chairman had the Clerk call roll for the Commissioners for each vote. Both votes were unanimous with no discussion. Nobody explained why these items were important enough for a Special Called Meeting.

Something good out of a pandemic: the first-ever telephone listen-in for a Lowndes County Commission meeting.

I assume listen-in because there is no Citizens To Be Heard on the agenda. While Madison County, Florida, BOCC, weeks ago had a participatory conference call meeting, I can’t imagine Lowndes County Commission doing that.

The only agenda items are how to spend the Hotel/Motel Tax (assuming there is any) for Tourism, and paying for right of way (ROW) for one parcel so TSPLOST paving of Clyattstone Road and Simpson Lane can continue. I don’t know why that one paving project is so important.

Val Del rezoning, Appointments 3 Boards, Road abandonment, additions, and paving, fire dept. bids @ LCC 2020-03-09

The Val Del Road rezoning for a subdivision on the Wetherington Property near Nelson Hill is on the agenda for this morning’s Lowndes County Commission Work Session, to be voted on Tuesday evening at the Regular Session.

Probably not coincidentally, Right of way purchase for Clyattstone Road is also on the agenda.

Val Del Wetherington, Baytree Nijem, Pregnancy Clinic @ GLPC 2020-02-24

Neither of the two Valdosta cases at Monday evening’s Planning Commission Regular Session looks controversial, although you never know. Jon Nijem wants to rezone and then get approval for a Planned Development at 406 & 410 Baytree Road. And Pregnancy Support Clinic of Valdosta wants to rezone for office space at 2203 N. Oak St.

In Lowndes County, yet another Val Del Road subdivision, REZ-2020-03 Wetherington Property, is proposed diagonally northeast across the road from Nelson Hill, which makes even clearer why the county wants to pave Clyattstone Road, going from Val Del Road between those two west to Old US 41 North (see below).

Rezonings, Right of Way, Software, Health Insurance, Deannexation, and Road Repairs @ LCC 2020-02-24

The two rezonings on the Lowndes County Commission agenda for this week seem to cancel each other out, since one wants to go “back” to Estate Agriculture (E-A), while the other wants to rezone from E-A to R-A, both on about ten acres.

Because by an open records request we got the agenda packet, we know how much the agenda items costs, even though dollar amounts are not listed in the agenda.

The Request to Accept Hamm Estates Dr. into the County Road Inventory for Maintenance is listed as “BUDGET IMPACT: N/A”. What if those subdivision roads need repairs, like Knights Academy Road?

The unusual Deannexation of Ganas Property by Lake Park apparently costs the county nothing. Not even legal fees?

Videos: Clyattstone Road Paving, Bids, Lease, Appointments, nothing for Fire Dept. @ LCC 2020-01-14

Maybe it was “custom fit” that caused Commissioner Clay Griner to ask for postponement of approval of purchase of firefighting equipment until after the county’s retreat. All five Commissioners voted for tabling. More detail below in the notes on that item.

Bob Dewar has discovered the county wants an 80-foot right of way to pave Clyattstone Road, “What we do not want is a highway. It’s a quaint county road.” Well, that’s not why the county paves roads. More in the item notes below.

Everything else was passed with little or no discussion.

Five minutes and 46 seconds Sixteen minutes to vote on the people’s business in the Lowndes County Commission Regular Session. Where do they actually discuss things?

By far the longest item at three minutes and fourteen seconds was 5a. REZ-2019-04 Southeastern Freight 2120 West Hill Ave., C-H/R-1 To M-2,, and that only because somebody spoke in favor of the request in the Public Hearing.

Second longest at one minute and 46 seconds was the controversial 7 a. North Lowndes Spring Creek Utility Inter-connection Project Phase II, for which they made a decision about the yellow paper. They still never said who the rest of the bidders were, nor how much they bid, on this $3,889,825.23 project.

They don’t have any wheelchair seating areas, so Jody Hall planted his wheels in front of the front row, to see the county not tell the public who bid what on an almost $4 million item.

By far the longest item at almost seven minutes was North Lowndes Spring Creek Utility Inter-connection Project Phase II, because one bidder objected that the others did not use the correct color paper. They never said who any of the bidders were, nor how much they bid, on this $3,889,825.23 project.

The third longest was 6.f. Water and Sewer Service Areas – Lake Park Area, as the county continues its plan to encircle Valdosta. Yet the county has no plan for additional sewage treatment beyond the Land Application Site (LAS), where Lowndes County sprays sewage onto land near Grassy Pond, close to the state line, and where they’re reducing the Row Crop Lease Agreement by 71 acres for unexplained reasons.
