Vote today: GA PSC Election 2025-06-17

Concerned about solar on agricultural land? Want more solar on rooftops and parking lots? Tired of natural gas pipelines and Liquid Natural Gas (LNG)? Want to stop wasting money on nuclear? Don’t want higher electric rates?

Today is Primary Election Day for the Georgia Public Service Commission (GA-PSC).

Any registered Georgia voter can vote, even though the two districts up for election include parts of Atlanta, Augusta, and Savannah, and nothing in south central Georgia. If that seems odd to you, it also does to the people who have been suing about it for around five years, which is why this is the first PSC election in that time.

Packet: Utilities in Lowndes County Commission Annual Planning Meeting 2025-03-06

Update 2025-03-24: Packet: Lowndes County Fire Rescue for Lowndes County Commission Retreat 2025-03-07.

Here is another chunk of the board packet for the March 5-7, 2025, Lowndes County Planning Meeting on Jekyll Island, Georgia. This one is for the Utilities Department, which was on the agenda for March 6.

These Utilities materials include an org chart, lists of projects completed during 2024, ongoing, and future, and some details on river water infiltration into the Floridan Aquifer producing a need for improved nanofiltration to get rid of harmful chemicals formed by interaction with chlorine.

Both the lists of projects and the nanofiltration information are pretty clear that they are mostly to support private for-profit subdivisions.

Here is what we got in response to an open records request for the agenda and board packet for the Lowndes County, Georgia, three-day Annual Planning Meeting, which you may recall was held on Jekyll Island with one day’s notice to the public.

There are packet materials for many of the agenda items, including Finance (in some detail), SPLOST VIII, VLPRA (in great detail), TIA I and II, Comprehensive Plan, and E-911.

If you were signed up for Lowndes County’s civicplus alert system, yesterday you got a notice that today starts the three-day Lowndes County Annual Planning Meeting on Jekyll Island.

No agenda is posted.

The name of the venue is not mentioned, but at 110 Ocean Way, Jekyll Island, GA, is The Westin Jekyll Island Beach Resort, with rooms listed at $299/night, or $372 with taxes and fees.

Generally I agree the budget of the Lowndes County Commission is frugal.

But not this resort island splurge away from the eyes of the taxpayers and voters.

LAKE has filed a Georgia Open Records Act (GORA) request for the agenda and board packet. The three-day statutory limit does not expire until after this retreat is over. We would have filed the request earlier, had we known. Continue reading →

Update 2025-02-11: Lowndes County Considers Opting Out of House Bill 581 @ LCC Public Hearing 2025-02-10.

Commissioner Joyce Evans will rotate back into the Vice Chair position. On January 28, 2025, the Lowndes County Commission also reappointed to the Valdosta-Lowndes County Land Bank Authority.

In a break with tradition, the incumbent was not reappointed as a Tax Assessor. Gretchen Quarterman, the incumbent (although technically not, since the County Commission did not do reappointments before her term expired at the end of 2024) got a nomination and two votes. James Michael (Mike) Tanner also got a nommination and two votes. Commissioner Scottie Orenstein was not present for that item, since he came in late. That left Chairman Bill Slaughter to break the tie, and he voted for Tanner.

The previous morning, Commissioner Demarcus Marshall said he wanted to ask questions of the applicants for 6.a. Appointment to the Board of Tax Assessors. Chairman Bill Slaughter said they weren’t doing that in the Work Session because both applications were not there, but they can do it in the Regular Session Tuesday.

Mike Tanner did not attend the Regular Session. Gretchen Quarterman was there as usual, videoing the meeting.

The voted on the added agenda item, 8.d. Publish the intent to opt out of HB 581, to do that. That item and all the others were approved unanimously, except as noted above.

Update 2025-01-28: Added back the inadvertently omitted video of the 8.c. Approval of the Solicitor General’s FY2025 VAWA Grant Application.

The Chairman asked to add an agenda item: Consideration for discussion of opting out of new homestead exemption law. Deadline to decide and paperwork to Department of Revenue is March 1, 2025. He noted he voted for this law, but he isn’t sure he completely understood it. For the county consider opting out, they first need to announce that possibility and ask the public for input. They discussed this for almost eight minutes.

For discussion Monday morning and for voting Tuesday evening, the Lowndes County Commission will consider appointments to two boards: Tax Assessors (reappoint Gretchen Quarterman or appoint James Michael Tanner) and Land Bank Authority (reappoint Commissioner Joyce Evans).

They will also hear a change-of-ownership beer, wine, and liquor license application, set the special assessment rate to 9.5%, and probably approve purchasing cards for Tax Commission Clay Guess and Probate Judge H. Burke Sherwood.

Plus they will consider $26,371.00 in cash match while the Solicitor-General’s Office applies for $79,112.00 in federal funding related to the Violence Against Women Act (VAWA).

The TXT-2024-03 ULDC Text Amendments are quite long and detailed. The county still has not published them for the tax-paying and voting public to see. You can see them now, because LAKE got them with an open records request, and now they are on the LAKE website.

It’s good the Lowndes County Commissioners decided Tuesday to table those amendments (and the rezoning) until the Planning Commission can review them.

As Chairman Bill Slaughter said they would in the preceding Millage Public Hearing, they adopted the roll back millage rate of 7.356 rather than the advertized rate of 7.804. Last year (2023) the rate was 8.778.

The Fire District Millage Rate is continuing at 2.5 mil. The commission plans to continue this rate for 5 years from the start date. This is probably year 3, so apparently 2 more years.

They actually did table the 5.a. TXT-2024-03 ULDC Text Amendments and the rezoning 5.b. REZ-2024-15 Loch Laurel – Carroll Ulmer so the Planning Commission could hear them at the October 28 meeting and then voted on at the November 12 Lowndes County Commission Regular Meeting.

There was quite a bit of discussion between Commissioners and Lowndes County Manager Paige Dukes and Utilities Director Steve Stalvey about the Sprayfield Expansion. Continue reading →
