Videos: 3 rezonings, 1 Utility Easement Termination, Orr Road Bids, Backup Generators for Pruitt Health Facilities @ LCC Regular 2026-02-10

Two weeks ago at their Regular Session, the Lowndes County Commissioners discussed for nine minutes 5.c. REZ-2026-03 Villanueva Property, 6201 Union Rd, 6ac, E-A to C-G., mostly about fence colors. They ended up approving the rezoning with the staff-recommended conditions, except not the one about fence color.

They also talked for six and a half minutes about the agenda item they added, 6.b. Temporary Burn Ordinance.

Gretchen Quarterman noted, “There have been over 100 grass fires so far this year. Lowndes County (and surrounding counties) is in extreme drought. This temporary ordinance is made in conjunction with Georgia Forestry to protect property, people, resources, etc. This burn ban includes “recreational” fired and fires inside of a burn barrel. It does not ban outdoor grilling of food. (or so I thought I heard).”

She added, “The text of the county FB post is as follows:”

“Due to prolonged dry weather and worsening drought conditions, outdoor burning of yard debris is now restricted in the unincorporated areas of Lowndes County. To reduce wildfire risks and protect public safety, property, and natural resources, all open burning of yard debris, including leaves, limbs, grass, and other vegetative matter, is prohibited within the unincorporated area of Lowndes County until drought conditions improve.”

They passed all the agenda items unanimously.

Two weeks ago at their Work Session, the Lowndes County Commissioners talked much about the 7.b. Consideration of Bids for Installation of Emergency Backup Generators for Pruitt Healthcare. The county is merely passing through that $1,470,216.00. Chairman Bill Slaughter says the opportunity was offered to all nursing homes in Lowndes County, but only Pruitt Healthcare took it up.

They also talked about fences for 5.c. REZ-2026-03 Villanueva Property, 6201 Union Rd, 6ac, E-A to C-G.

And they said a few words about the $477,896.15 to Reames & Son Construction from TSPLOST for 7.a. PI #0016273, Transportation Investment Act (TIA) Orr Road Bids.

The big-budget item is $477,896.15 to Reames & Son Construction from TSPLOST for 7.a. PI #0016273, Transportation Investment Act (TIA) Orr Road Bids.

The $1,470,216.00 for 7.b. Emergency Backup Generators at Pruitt Health Facilities is to be completely reimbursed by $1,088,903.00 from HMGP Funding, $217,781.00 from GEMA Funding, and $233,126.00 from Pruitt Health.

In July 2019, the Lowndes County Board of Commissioners approved the submittal of a Hazard Mitigation Grant Program (HMGP) application on behalf of Pruitt Health Corporation to fund the installation of emergency backup generators at five skilled nursing facilities located within Lowndes County. These facilities provide critical care to vulnerable populations, making continuity of power during emergencies a key resiliency priority.

In January 2025, Lowndes County was notified that the HMGP application had been awarded. As part of the grant structure, Lowndes County will administer the project and pay the selected contractor, with eligible costs reimbursed through a combination of Federal Emergency Management Agency (FEMA) and Georgia Emergency Management Agency (GEMA) funding. Any costs not reimbursed through FEMA or GEMA will be the responsibility of Pruitt Health. As a result, Lowndes County will receive 100 percent reimbursement for the project through the combined participation of FEMA, GEMA, and Pruitt Health, with no net financial impact to the County.

Videos: Runner Ernie Andrus, Brookwood again, 3 board appointments, 2 road abandoments, Comp Plan Update, Budget Adoption @ LCC 2016-06-28

For an authority that gets 1.25 mil of your property tax dollars, the Commissioners didn’t even know who was wanting to be reappointed, none of them asked what happened during a year when one of them was apparently serving on that board without a formal appointment, not all of the Commissioners were present even voted, and none of the candidates for any of the board appointments even shhowed up, much less spoke. The Lowndes County Commission at its June 28th 2016 Regular Session also unanimously adopted the budget for what the Chairman repeatedly called “the physical year”, despite only perfunctory public hearings in advance, and no draft budget available on their website for the public to see. After they approved the budget to spend the money (and according to County Manager Joe Pritchard after earlier that same morning the Tourism Authority approved their budget), the Lowndes County Commissioners unanimously approved a hotel/motel tax rate increase. Odd order, eh?

Not on the agenda for Monday morning’s Work Session, but added back for Tuesday evening’s Regular Session, the Brookwood Place Subdivision tabled two weeks ago popped up in Reports. Where is it? Who owns it? How did they get it? Who’s the developer? No, really, who’s the developer?

County Planner Jason Davenport said at Monday morning’s Work Session that the Comprehensive Plan Update should be a Public Hearing, so it needs to be listed as such for Tuesday evening’s Regular Session. I guess that is more than 24 hours notice, but did they send a notice to the newspaper? How were people to know, and why was this left to the day before when this schedule has been known for months to all the local planners?

Not on the agenda, the Brookwood Place Subdivision tabled two weeks ago popped up in Reports.

The county has had a board member listed for VLPRA for a year after his term actually expired.

3 board appointments, 2 road abandoments, Comp Plan Update, Budget Adoption @ LCC 2016-06-27

Sheriff or VLPRA? Invisible budget, visible Comp Plan Update, 1 road abandonment + apparently another, and sewage not getting sprayed. All Monday morning 8:30 AM at the Lowndes County Commission Work Session.

The LAS Pump Control Panel is for the sewage spray field, aka Land Application Site: cost $18,500. Lowndes County does not have a wastewater treatment plant, just an LAS, east of Moody Air Force Base’s Grassy Pond west of I-75 and Lake Park.

The Update for the 2016 Greater Lowndes Comprehensive Plan has gone through quite a process of community input, thanks to SGRC.

Can’t say the same for the Adoption of Fiscal Year 2017 Budget, for which the county had a budget meeting with less than 24 hours notice, followed by two budget hearings that those who attended say lasted fifteen minutes each with six slides presented. And the most recent budget document on the county’s website is from 2016.
