Videos: Tower, GDOT Utilities, 2 appointments, various agreements @ LCC Work 2019-05-28

The Work Session was at 4PM on Tuesday.
The longest item was

7d. Corrections Software Solutions Probation Tracking System
.

On the

6 a. TWR-2019-01 US Hwy 84 E. E-A, New 300′ Telecommunications Tower
,
tabled last time,
staff did hear from Moody AFB that the tower was no problem for helicopter
pilots, and the FAA has said no hazard.
But they didn’t say whether Moody had issued its TERPS report.

Berinda Nwakamma did introduce herself very briefly as an applicant for the

5a. Department of Behavioral Health and Developmental Disabilities (DBHDD)
.
County Manager Joe Pritchard said
“her information is in your agenda,”
but it was not among the
board packet documents the county sent LAKE in response
to an open records request.
What we dug up about her is below.

The Chairman had to speak for the one applicant for the

5b. Appointment – Southern Georgia Area Agency on Aging
,
since Commissioner Joyce Evans declined to say anything.

They had an

Executive Session to discuss pending litigation
.

Videos: One county case: Knudson & Son Outdoor Activities @ ZBOA 2019-06-04

ZBOA granted some relief on parking, but not as much as they wanted,
and not anything else: not setbacks, fencing, etc.,
to Knudson & Son Outdoor Activities, the only case on

this month’s ZBOA agenda.

This is the case before the Lowndes County Commission today,

Knudson & Son Outdoor Activities, Sheriff, Intrusion Detection, Bids @ LCC 2019-06-10

Update 2019-06-10: ZBOA denied almost all of the variances the same applicant requested.

The paintball-like game venue that
was

surprisingly contentious at the Planning Commission
,
is on the agenda for Monday and Tuesday at the Lowndes County Commission.
GLPC voted 5-1 to table until the June Planning Commission meeting,
but the Planning Commission is merely a recommending body:
it does not decide rezonings.
The county’s agenda sheet says
“The TRC considered this request and had no objectionable comments, and staff finds the request consistent
with the Comprehensive Plan.”
The County Commission could decide to ignore the Planning Commission and
approve this rezoning anyway.

All that and some bids for vehicles.

Packet: Lowndes County Commission @ LCC 2019-05-28

Received in response to an open records request by LAKE.
The county supplied it onto the same USB drive with the

documents from the previous County Commission packet
.
The county charged LAKE $6.65 for that USB stick.

Packet: Lowndes County Commission @ LCC 2019-05-14

Update 2019-07-09: Missing items supplied by the county.

Here’s the mysterious Moody AFB “Helicopter Corridor and Class D Airspace” map
from item 6.c. TWR-2019-01 Value Concepts, Inc., US Hwy 84 E. E-A, New 300′ Telecommunications Tower
on the
May 13 and 14, 2019, Lowndes County Commission agenda.

Two sewer projects, personal care home, street name change @ VCC 2019-06-06

This agenda brought to you by Lowndes Area Knowledge Exchange (LAKE),
because mighty Valdosta’s new website forgot all its agendas and minutes
since last October.
No doubt they will get that fixed soon.

One county case: Knudson & Son Outdoor Activities @ ZBOA 2019-06-04

Update 2019-06-10: LAKE video of the ZBOA meeting, in which the case didn’t look nearly so good when presented.

I have to admit I like this part, on page 9 of the one variance request,
a Lowndes County case, the only case on the ZBOA agenda for today:

Requirements for variances: 9.02.03:

A. Due to the size of the property it would create a financial
hardship to tear down current natural vegetation to build a fence
around the activity area. Also one of the property lines goes
through wetlands, and runs along a creek. I would have to disturb a
considerable amount of wetlands to do a fence or wall. It would also
create a hardship with my overall goals for the property. I plan to
have it setup to where for the most part if you are standing at a
property line you wont be able to see the field area. If I have to
tear down natural buffer then it will be easier for neighbors to see
the field from their property vs natural untouched woods. If we were
also required to tear up an area to plant new trees and shrubs this
would create a few hardships. The first would be financial as it
would require several trees and shrubs due to the size of the
property. The second is that it would strain the relationships with
my neighbors as they will more than likely be able to see more of
the recreation area vs if we left the vegetation that is currently
in place.

Georgia Broadband Deployment Initiative 2019-04-26

Good about the Georgia Broadband Deployment Inititative (GBDI): wired and wireless, and they are actively doing something, including mapping.

[Map Phase 1]

Map Phase 1

Dubious: stakeholders are only “private telecom
and cable providers, local government, and electricity cooperatives”.

Where are universities, technical colleges, doctors and hospitals, local businesses, nonprofits, and the people?
Supposedly “Community partnership will be a central component”,
but where is the community in GBDI’s plans?
Where are the other stakeholders?
Where are the public hearings?

Maybe that’s farther along in their timeline: Continue reading

Tower, Water, Sewer, Personal Care Home, Hahira Gateway Corridor Overlay District @ GLPC 2019-05-28

The

tabled tower on US 84E
is back.
The

Lowndes County Commission meets at the same time
.
Since the Planning Commission usually spends more than five minutes
on

Call to Order, Pledge, and reading the boilerplate about
what GLPC does
,
and the County Commission brags about having 5 minute meetings,
the County Commission could make a decision before the Planning Commission
even gets that far in its agenda.

There’s also a
Lowndes County
request for water and sewer on
Bemiss Knights Academy Road.

Valdosta has a
request for conditional use for a
Personal Care Home
.

And two requests for Variances from the
Hahira Gateway Corridor Overlay District, which is presumably the coral-colored area around W. Main St. on both sides of I-75.
