Everything passed unanimously at the Regular Session of the Lowndes County Commission on Tuesday, October 27, 2022. There were a few questions, but nothing contentious.

Chairman Bill Slaughter said Valdosta had supplied all the needed signatures from the City of Valdosta for the Service Delivery Agreement, although two of the smaller cities (unnamed) still needed to sign. City Manager Paige Dukes whispered to the Chairman that Valdosta City Council Andy Gibbs was in the room, and the Chairman thanked him.

The County Manager in her Report said Finance Director Stephanie Black had finished the “budget report” and it is on the county’s website for use by Commission, staff, and citizens. She didn’t say where, but I’m guessing she meant the Operating Budget, Fiscal Year 2023. She also said the county is going to update its noise ordinance to “get in line with citizens’ expectations”. On November 7th at 4-7 PM there wil be an Internet session with Windstream.

Rachel Thrasher said the county’s new videos have gotten 6,000 views in six weeks. She didn’t say where. But here’s one, on facebook, about golf cart accidents.

Robert Tracy proposed a special session of the Commission that citizens could attend, about property taxes. Apparently as the Tax Assessors catch up with a many-year backlog of appraisals, there have been some sudden rises in appraisals.

Most items sailed through this morning’s Work Session of the Lowndes County Commission. They vote tomorrow, Tuesday evening, at 5:30 PM.

The county continues to be unhappy with the City of Valdosta about the Service Delivery Agreement.

Chairman Bill Slaughter asked to have the Patrol Car Laptop Lease tabled for further clarification.

It’s a long agenda even with no rezonings, at the Lowndes County Commission Work Session this morning.

They vote Tuesday evening at 5:30 PM on $3 million in expenditures. The agenda says that $1,839,820 for Hazard Mitigation will be “Fully reimbursed to Lowndes County (90% from FEMA 10% from Pruitt Health Corporation)”.

Videos: 3 no-bid lift station pumps, BHDD Appointment, USGS GA 122 Little River gage @ LCC 2016-09-27

Citizen Delores Matchett wanted to know why Howell Lane isn’t paved when all the streets around it are; she mentioned several new subdivisions. She said Commissioners had no idea how fast people drive on that dirt road.

Commissioner Demarcus Marshall noted (as a different Commissioner did Monday morning) that the three lift station pumps are no-bid. The agenda sheets for them said because of some unexplained county policy.

Videos: 8.5 minutes, Appointment to BHDD, USGS GA 122 Little River gage, 3 lift station pumps @ LCC 2016-09-26

They vote Tuesday night at 5:30 PM. In these LAKE videos of Monday morning’s 8.5 minute Work Session, you can see they are buying three new lift station pumps, and for each: “This pump has not been bid due to it being a sole source item in accordance with the County’s standards and specifications.” One commissioner did ask about that. Where can we see these no-bid standards and specifications? In other water news, they are likely to approve the annual renewal of the USGS Little River GA 122 stream gauge, which they started paying for after the 2009 floods.

New judge, river gauge, park deed, personnel costs, and pest control @ LCC 2013-08-26

The request for a new State Court Judge by Judge John Kent Edwards Jr. took 27 and a half minutes, plus his eight minute explanation of fines moving from Sheriff to State Court. More people might have showed up to hear if anybody had known about these items. Commissioners asked a surprising number of questions about them and about the Little River stream gauge and the opaque pest control bids. Of course, then people might have seen the proposed third no-bid contract to the same firm this month. They vote tonight.

      Judge John Kent Edwards Jr. explained that many of the people going through his court or paying fines in Lowndes County don’t live here; they come off of I-75, and now the fine-collecting needs to move from the Sheriff’s office to the Clerk of Court; see separate post.

    Pest control for an unannounced amount with no bond from one of two unannounced bids. See separate post.

    County Manager Joe Pritchard requested an Executive Session for pending litigation and they adjourned into that.

Gauging the Little River west of Hahira @ LCC 2013-08-26

After the 2009 floods, Lowndes County agreed to help USGS fund a stream gauge on the Little River west of Hahira. It’s time to renew that. They vote tonight about what was proposed at the 26 August 2013 Work Session of the Lowndes County Commission.

6.b. USGS Funding Agreement for Hwy 122 Stream Gauge

This time Emergency Director Ashley Tye said it’s on the Little River.

He said during ihe 2009 floods the county only had a gauges on the Withlacoochee River at Skipper Bridge and US 84, and no way to monitor the level of the Little River, so he contacted USGS, who supplied and installed the equipment. The county since then pays for the maintenance. If something breaks, USGS comes and fixes it. He’s also worked with the National Weather Service to establish flood stages for better warning for residents. It’s time to renew the funding.

Commissioner Demarcus Marshall wanted to know how many inspections were carried out by USGS.

River gauge, park deed, personnel costs, pest control, and a special presentation @ LCC 2013-08-26

Five minutes for tomorrow morning’s Lowndes County Commission Work Session? The mysterious “Special Presentation” might take longer Tuesday.

The last time the river stream gauge funding came up was I think 10 September 2012. At that time I thought Emergency Director Ashley Tye was referring to the Withlacoochee River, but he actually didn’t say which river, and USGS only lists a gauge on the Little River at GA 122, not on the Withlacoochee. If the county put agenda packet information online with the agenda, that sort of confusion wouldn’t be so easy.
