is the same one that was presented to you with your paperwork last
night.”
So if you’re not a Planning Commissioner, you don’t get to see what the City of Valdosta is proposing for its new Withlacoochee River Wastewater Treatment Plant.

Details of massive revisions to the proposal for changes to the Moody Activity Zoning Districts,


sent by County Planner Jason Davenport to the Greater Lowndes Planning Commission (GLPC) and the Lowndes County Commissioners on 11 November 2015,
in advance of the GLPC’s 23 November 2015 Work Session and 30 November 2015 Regular Session.
He copied LAKE due to an open records request from Gretchen Quarterman.

Especially interesting are two slides apparently intended to finally the question on everyone’s mind of which developers are these changes for?

Lake Park dwelling in commercial zone, 4 Valdosta, 4 County @ GLPC 2015-09-28


I’d guess the Lake Park case will breeze through tonight.
The cases are more complicated, a couple with multiple parcels,
and the
Lowndes County cases are all big: 18-43 acres.

Videos: 3 small rezonings: Dasher, Lowndes, Valdosta @ GLPC 2015-08-31



Vice-Chair Jody Hall presided,
sounding like he’d been practicing and it paid off at the 31 August 2015 Planning Commission meeting.

Nobody spoke for or against the

agricultural rezoning

in Lowndes County and the Planning Commission recommended it,
but it may be more controversial than it looks now that

the Lowndes County Commission agenda item and packet for Tuesday

indicates it’s apparently related to that

$16,915 the county agreed to pay
to upgrade a water line near the
Lake Alapaha subdivision.

The owner spoke for the

automobile repair shop

in Dasher with nobody against,
and it was unanimously recommended.

Nobody spoke against

the office rezoning

in Valdosta. There was some Commissioner discussion of nearby neighborhoods.
It was recommended 6-2 for R-15.

Videos: MAZ tabled + 2 small rezonings @ GLPC 2015-07-27



Once County Planner Jason Davenport admitted the
MAZ ULDC text amendments
weren’t ready (as he had indicated might happen at the same morning’s

County Commission Work Session
),
and the Planning Commission recommended tabling it 4:1,
the meeting was very brief, even with the

SGRC Transportation presentation
(which they weirdly heard after
adjourning the meeting, even though it was on the agenda).
The

David Brown Melody Lane rezoning

and the

Ron Borders Bemiss Road rezoning

flew through to 5:0 unanimous recommendations, with three Planning
Commissioners absent.

The

county rezoning

isn’t on the County Commission agenda yet,
and they will probably table the ULDC
MAZ item at its meeting 5:30 PM tonight.

which included

an item
saying “The current public hearing/meeting timeline
is as follows: July 27th GLPC and July 28th LCBOC.”
Is it a public meeting if there’s no public agenda until a few hours before?

At a very well attended June 29th meeting,
the notorious

TXT-2015-01 Moody Activity Zoning Districts (MAZ) ULDC text amendments



got tabled again by the Planning Commission,
but the Lowndes County Commission could take them up anyway at their
meeting a month later.
The Valdosta-Lowndes Chamber of Commerce did oppose these changes in person
(both their President and Chairman)
after

voting a resolution of opposition
.
Meanwhile, LAKE has laid out the board packet item from last time so you can get an idea of what’s going on and why, including links to the LAKE videos of the previous GLPC and Lowndes County Commission meetings where these MAZ changes were discussed.
