Videos: Signs, frontage, parking, recreation, setbacks, shops, homes @ ZBOA 2018-05-05

This was a very long meeting and three of the cases were tabled to a future meeting: APP-2018-03 — Federal Heath & Advantage Permits, VAR-2018-09 — Indo American Cultural Society of South, and because the Candidates Forum was schedule in the same room, the very long AAD-2018-01 — Cothron (5310 Tucker Road, Valdosta).

Three items were approved unanimously: VAR-2018-08 — Graham (4544 Loch Laurel Road, Valdosta), VAR-2018-10 — Loch Laurel Club (Loch Laurel Road, Valdosta), and VAR-2018-12 — Ramos (2703 Highway 41 South, Valdosta), while VAR-2018-11 — Lucia Marrero (5594 Shiloh Road, Hahira) squeaked by on a split vote.

Below is the ZBOA agenda with some notes and links to timed locations in the LAKE videos, followed by a LAKE video playlist.

  1. Call to Order

    CITY OF VALDOSTA CASES:

  2. APP-2018-03 — Federal Heath & Advantage Permits (2112 W Hill Avenue, Valdosta)
    Request for a
variance to LDR Section 230-9(D)(4) as it pertains to signage requirements in C-H zoning districts

After request from the applicant, ZBOA voted to table this item until the next meeting, which will be June 5, 2018.

    LOWNDES COUNTY CASES:

  3. VAR-2018-08 — Graham (4544 Loch Laurel Road, Valdosta)
    Request for a
variance to ULDC Chapters 6.01.02 and 4.04.03(D) as it pertains to access (road frontage)

Starts at 5 minutes 37 seconds. On a motion by Board member Gretchen Quarterman and a second by Nancy Hobby, they voted unanimously to approve the variance as requested citing Criterion B.

  4. VAR-2018-09 — Indo American Cultural Society of South Georgia (2117 Westside Road, Valdosta)
    Request for a
variance to ULDC Chapters 4.07.06(C) and 4.07.05 as they pertain to buffer area standards and landscape requirements for parking lots

Begins 17 minutes 12 seconds. There was discussion of wetlands (apparently they don’t plan to affect those) and vegetative buffers (they plan to expand those at least next to one landowner). The applicant was not there, but that’s not a requirement. They noted that either side could appeal to Lowndes County Zoning Administrator Carmella Braswell, and if that isn’t successful, to appeal within 30 days in Superior Court. A motion to table by Gretchen Quarterman passed 4:3.

  5. VAR-2018-10 — Loch Laurel Club (Loch Laurel Road, Valdosta)
    Request for a
variance to ULDC Table 4.03.23(D) as it pertains to the supplemental standards for outdoor recreation facilities

Begins 45 minutes 8 seconds. Discussion about one year period for building in the setback. Nancy Hobby moved to approve with various conditions, with a second by Paul Alvarado, and that passed unanimously.

  6. VAR-2018-11 — Lucia Marrero (5594 Shiloh Road, Hahira)
    Request for a
variance to ULDC Table 4.01.03(E) as it pertains to the minimum side yard setbacks

Begins 1 hour 8 minutes. Motion by Paul Hogan to grant the variance as presented with no conditions citing Criterion C, seconded by Paul Alvarado, passed with two opposed.

  7. VAR-2018-12 — Ramos (2703 Highway 41 South, Valdosta)
    Request for a
variance to ULDC Chapter 4.03.11 as it pertains to the supplemental standards for vehicle repair shops

Begins 1 hour 17 minutes 30 seconds. A motion to grant the variance as requested citing Criteron B got unanimous approval.

  8. AAD-2018-01 — Cothron (5310 Tucker Road, Valdosta)
Request for an Appeal of an Administrative Action as it pertains to Home Occupations

Begins 1 hour 21 minutes 7 seconds. This is the port-a-potty item. Tabled due to lack of time and evidence, with a condition of looking into what other home businesses are similar, motion by Paul Alvarado, passed 4:3.

    OTHER BUSINESS:

  9. Approval of Minutes: April 3, 2018

    Approved unanimously.

  10. Adjournment
