   [Commissioner Raines noted that he lives in that subdivision and offered to recuse himself. After someone reminded the Chairman that this was a public hearing so he need to ask for input from the public, nobody offered to speak for or against, and the Commission voted unanimously for, including Raines. – jsq]

   [After a rare presentation by Utilities Director Mike Allen, who said that the state required an update to ordinances about outdoor watering, Commissioner Crawford Powell asked if implementation would wait on the state to declare an emergency, to which the answer was no. Then Commissioner Powell advocated finding ways to make sure the citizens know about this new ordinance. -jsq]

    [The Chairman asked the County Manager whether he had given all his reports yesterday in the work session. Why yes, yes, he had, about a proposed alcohol ordinance referendum, about jail construction funds, and a long, rambling, repetitive, and inclusive soliloquy on the animal shelter.
