    Heard out of order after the Lowndes County cases,
    apparently waiting for County Planner Jason Davenport to arrive from the

    Lowndes County Commission meeting that started at the same time
    .
    City Planner Matt Martin mentioned

    Lowndes County Commission letter of objection of 22 April 2014

    and that the resubmission of the application reduced its size to
    obviate the county’s objections, but the county still had reservations,
    and the County Commission had just tabled this item
    a few minutes before.
    At GLPC much discussion about why annex now if there were no current plans
    to develop.

    She briefly forgot that Hahira Mayor Bruce Cain was in the room.

    Planning Commissioner Jody Hall once again said he thought
    this annexation was premature.

    Tommy Willis said
    the conservation easement would mean
    additional taxes coming in to the city of Hahira would be minimal.

    Celine Gladwin said
    she was concerned about the annexation
    sprawing into Hahira’s greenbelt of agricultural land.


    Tommy Willis tried a motion
    to deny annexation.
    He was reminded by City Planner Matt Martin that they actually
    had to take up the rezoning first, before the annexation.
    This led to lengthy discussion about how that would work,
    and that E-A zoning doesn’t exist in Hahira,
    and if no rezoning was approved, it would default to R-15,
    which was the most restrictive in Hahira.

    Eventually they voted to recommend not to rezone
    and not to annex, and both passed 5 to 1, with Franklin Bailey against.

    Around eight changes, four of them substantive, said Lowndes County Planner Jason Davenport, some from the Sheriff’s office.
    He walked through them.
    Most counties would put them on the web with the agenda packet,
    but not Lowndes County.
    Eventually a motion for a limit of 500 people as a small event
    passed unanimously.
