\r\n\r\n<\/a>\r\nCongratulations to Ashley Tye for being\r\n\r\nonly the third in the state to attain\r\na certificate as a professional emergency manager<\/a>.\r\n

\r\n“I was trying to break a record,”\r\nbragged County Chairman Bill Slaughter as several people reminded\r\nhim not to skip approving the minutes,\r\npresumably referring to \r\n\r\nthe previous morning’s three-minute Work Session<\/a>.\r\nAfter the six-minute presentation, \r\nthey took less than a minute on each of the remaining items,\r\nexcept they did find time for an\r\n\r\nExecutive Session for Attorney-Client Privilege<\/a>.\r\nWho are they suing this time?\r\nCrawford Powell had to remind the Chairman not to skip\r\n\r\nCitizens Wishing to Be Heard<\/a>, but “There are none,”\r\nsaid the Chairman, with satisfaction.\r\n

\r\nThis time the contractor\r\n\r\nhad magically finished punchlist for Nottinghill<\/a> that\r\nthe previous morning the County Engineer said would take a week,\r\nbut had not finished the work.\r\nWhat does this rubberstamp punchlist mean, then?\r\nThey approved the\r\n\r\nDavidson Road drainage easement quit claim<\/a> from the county back to the landowner.\r\n<\/p>\r\n

    \r\nGary Rice, Regional Director,\r\nand\r\nCharlie Dawson, Director of Operations, Georgia Emergency Management Agency\r\n(GEMA),\r\npresented a certificate to Ashley Tye,\r\n\r\nLowndes County Emergency Management Director<\/a>, on behalf of\r\nGEMA Director Charlie English\r\nand the Office of Homeland Security.\r\nThey said Tye was only the third in the state to attain\r\na certificate as a professional emergency manager,\r\nand they enumerated a long list of examples of his influence\r\nin the state.\r\n<\/p>\r\n

        \r\nVideo.<\/a>\r\nThe previous morning \r\nCounty Engineer Mike Fletcher said the punchlist was\r\n\r\n“substantially complete”<\/a>\r\nand it would take about a week for the contractor to finish it.\r\nOnly a day later he said it was complete, “as well as most of the work.”\r\nWait a minute: what does the punchlist mean if the work isn’t finished?\r\nAlso he said they were waiting on GA-EPD to make their final approval\r\nof the water system on Thursday morning.\r\nNo questions this time. Marshall moved adoption pending completion \r\nof the punchlist and approval by the County Engineer.\r\nUnanimously passed.\r\n<\/p>\r\n

        \r\nVideo.<\/a>\r\nCounty Manager Joe Prichard, with his microphone way off to his left\r\n(you can hear him if you crank the volume to 11) he had no report\r\nbut he wanted an Executive Session for Attorney-Client Privilege.\r\n<\/p>\r\n

        Commissioner Crawford Powell asked \r\nif they should do the executive session after CWTBH.\r\nChairman said “we don’t have any”.\r\n<\/p>\r\n

        \r\nPowell moved and they unanimously voted to go into executive session.\r\nWho are they gonna sue this time?\r\n<\/ol>\r\n<\/blockquote>\r\n
