The company already\r\nhas signed an agreement with Georgia Power to purchase the\r\nelectricity produced.\r\n<\/p>\r\n<p>\r\nJames Willingham, 78th Civil Engineer Group deputy director, said he\r\nexpects construction will begin by September, and it should be\r\noperational by January. It will be built on base property next to\r\nGa. 247 just south of the Museum of Aviation.\r\n<\/p>\r\n<p>\r\n&ldquo;It will look cool from the highway,&rdquo; he said.\r\n<\/p>\r\n<p>\r\nWhile the base will not be directly purchasing the solar power,\r\nWillingham said it will count towards the base&#8217;s alternative energy\r\nmandates because the power will be produced on the base.\r\n<\/p>\r\n<p>\r\nMoney from the lease payments will be used to further the base&#8217;s\r\nrenewable energy efforts, he said. The amount of the lease payment\r\nwill be based on the energy produced. Willingham said he isn&#8217;t sure\r\nhow much that will end up being, but it will be significant.\r\n<\/p>\r\n<p>\r\n&ldquo;It will be enough to sustain several follow-on energy\r\nconservation projects,&rdquo; he said.\r\n<\/p>\r\n<p>\r\nWillingham said it also will help Georgia Power meet state\r\nrequirements that it use more renewable energy.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nOh, right: because of the 1973 Territorial Electric Service Act,\r\nthe power can only be sold to the local utility, which apparently\r\nin this case is Georgia Power.\r\n<p>\r\nThe intiative for this Warner Robins project seems to have come\r\nfrom the Air Force, judging by Robins Air Force Base PR by Jenny Gordon 28 March 2014,\r\n<a href=\"http:\/\/www.robins.af.mil\/news\/story.asp?id=123342087\">\r\nSolar farm proposed at Robins Air Force Base<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe Air Force is offering 57 acres of property here as a potential\r\nsite for a commercial plant. It is part of a program known as\r\nEnhanced Use Leasing.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nWhat is Moody Air Force Base proposing?\r\nHaven&#8217;t heard about any solar projects there since\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/02\/solar-thermal-for-moody-afb.html\">\r\nthat February 2012 solar thermal project<\/a>.\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/07\/moodys-confirms-excellent-bond-rating-for-lowndes-county-school-district.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm9.staticflickr.com\/8071\/8274959175_1da073bc2c_m.jpg\"><\/a>\r\nAnd speaking of looking cool from the highway,\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/07\/moodys-confirms-excellent-bond-rating-for-lowndes-county-school-district.html\">\r\nLowndes High School is also right next to I-75<\/a>\r\nand solar panels on its roof would be a great advertisement for\r\na Lowndes County businesses would want to locate in.\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"Somebody got a jump on Georgia Power for Air Force base solar installation.
