Tucker (experience\r\nas <a href=\"https:\/\/www.linkedin.com\/pub\/barbara-tucker\/46\/49a\/71a\">\r\nEMS Program Coordinator at Wiregrass Tech<\/a>,\r\nlabor of love),\r\nDr. John M[yron]. Faircloth (<a href=\"http:\/\/doctor.ehealthinsurance.com\/physician-profile\/john-faircloth-ba-MzM2OTYyMSw2MDAwMzY3OSwzMC44OTk2NDEsLTgzLjMzMDgzMQ==\">family nurse practitioner<\/a>, teaches at VSU, started rural health clinic),\r\nand Dr. Rebecca Green (<a href=\"https:\/\/www.linkedin.com\/pub\/rebecca-green\/63\/a07\/482\">\r\nVSU Assistant Professor and former Valdosta City School Nurse<\/a>),\r\nall whom did speak.\r\nCommissioner Richard Raines said he served on the board of health\r\nas the chairman&#8217;s proxy, and moved to appoint Faircloth.\r\nSeconded by Demarcus Marshall.\r\nUnanimous approval.\r\n<p style=\"font-style:normal\">\r\nIncumbent Mary Margaret Richardson was not on the list;\r\nshe was recently (27 May 2014)\r\nappointed to <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/06\/reappointments-and-no-annexation-in-regular-session-lcc-2014-05-27-lcc-2014-05-27.html\">the Hospital Board<\/a>.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nMeanwhile, I called the Health Department and asked.\r\nNo term has expired.\r\nSheila Warren moved out of state and resigned.\r\nher term ends in December 2015, so until then is the amount\r\nof time the new appointee will serve.\r\nThe actual length of a term is six (6) years.\r\n<\/p>\r\n<li>\r\n<a name=\"Purchase-of-Alapaha-and-Spring-Creek-Equipment\" href=\"#Purchase-of-Alapaha-and-Spring-Creek-Equipment\">\r\n6.a. Purchase of Alapaha and Spring Creek Equipment\" src=\"http:\/\/i.ytimg.com\/vi\/lTy0M1ahS9w\/default.jpg\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=lTy0M1ahS9w&#038;index=4&#038;list=PLshUv86fYkiE8WewoDeYUsLGWB9sS4ohg\">Video.<\/a>\r\nFollowup on <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/no-bid-contract-for-alapaha-water-treatment-plant-lcc-2013-08-13.html\">no-bid contract approved\r\n13 August 2013<\/a> to Lovell Engineering.\r\nLovell now offers a reduced price of $71,000 for Spring Creek\r\nif county purchases it right now\r\nalong with equipment for Alapaha.\r\n<p style=\"font-style:normal\">\r\nCommissioner Demarcus Marshall wanted to know why\r\na piece of equipment that was determined through a study\r\nfor the Lake Alapaha\r\nwater well would be appropriate for another nowhere near the river.\r\nUtilities Director Mike Allen said no further study had been done,\r\nbut that one was generic, and the same equipment would work to treat\r\nwater elsewhere.\r\n<p style=\"font-style:normal\">\r\nMarshall wanted to know whether some other equipment would do just as well.\r\nAllen said that was possible, but he thought this equipment was the\r\nbest out there.\r\n<p style=\"font-style:normal\">\r\nChairman Bill Slaughter asked Allen whether they had detected\r\nthe same byproducts as at Alapaha.\r\nHe said yes.\r\nSlaughter said that meant the county would probably come under\r\na consent order like the one for Alapaha.\r\n<p style=\"font-style:normal\">\r\nCommissioner Richard Raines said he thought it was no small matter\r\nto save $71,000.\r\n<p style=\"font-style:normal\">\r\nCommissioner Marshall said it was already a large amount just for Alapaha;\r\nand this additional purchase was not on the SPLOST VII list and wasn&#8217;t\r\ndiscussed in the retreat, so Allen would have to sacrifice something\r\nelse from the SPLOST list.\r\n<p style=\"font-style:normal\">\r\nChairman simplified the question to just whether to buy one or two.\r\n<p style=\"font-style:normal\">\r\nMarshall moved to purchase just the \r\n$759,000 of equipment for Lake Alapaha.\r\nNo second.\r\n<p style=\"font-style:normal\">\r\nRaines moved to purchase both systems, for Alapaha, and for Spring Creek.\r\nCommissioner Joyce Evans seconded. Evans and Raines voted for.\r\nMarshall voted against.\r\n<p style=\"font-style:normal\">\r\nI wonder whether something better and less expensive might be available later.\r\nI wonder why, if one piece of equipment fits all, why did they pay for a study?\r\nAnd why didn&#8217;t Utilities do these tests before the retreat,\r\nmaybe even before the SPLOST list was decided, so they could budget for\r\nextra equipment?\r\nAnd oversimplifying questions is how the county repeatedly gets into these\r\ngot-to-vote-now no-bid over-spending situations.\r\n<\/p>\r\n<li>\r\n<a name=\"Resolution-Accepting-Infrastructure-for-Bemiss-Landing\" href=\"#Resolution-Accepting-Infrastructure-for-Bemiss-Landing\">\r\n6.b.
