\r\n\r\n<\/a>\r\nThe county’s\r\n\r\nresponse to the weekend storms<\/a> (straight-line event, not tornado)\r\nwas less confused than its proposed board appointments.\r\nThey vote Tuesday evening at 5:30 PM, including on the \r\nbudget.\r\n

\r\nLikely return of Ray Devery to the\r\n\r\nLibrary Board<\/a> as Chairman,\r\nand reappointment of Barry Barr.\r\nSheila Wakeley for the\r\n\r\nSouth Georgia Community Service Board<\/a>,\r\nbut even the Commissioners had no bio for her.\r\nJohn Sineath for\r\n\r\nValdosta-Lowndes County Construction Board of Adjustments and Appeals<\/a>,\r\neven though Valdosta’s web page says he’s a city appointee.\r\nNone of the applicants spoke.\r\n

\r\nA\r\n\r\ngrant for help getting a grant<\/a>,\r\nre-evaluation of\r\n\r\nall rural agricultural tax assessments<\/a>,\r\nthe annual\r\n\r\nmosquito testing contract with VSU<\/a>,\r\nand the\r\n\r\nlandfill public hearing<\/a> clarification item\r\napparently is about the hearing of the\r\n\r\npublic notice already posted<\/a> for 17 July 2014.\r\n<\/p>\r\n

        \r\nVideo.<\/a>\r\nCounty Manager Joe Pritchard said the term of\r\nBarry Barr expires 30 June 2014, 4 year term, reappointment.\r\nAnd\r\n“to fill a vacancy”\r\nthe applicant is former Library Board member\r\nRaymond Devery of VSU.\r\nPritchard said both applicants would be present at the next evening’s\r\nRegular Session.\r\n<\/p>\r\n

        \r\nCommissioner Raines asked whether Devery was seeking appointment\r\nas Library Board Chairman.\r\nAnswer: he is a past Chairman of that board, and the appointment\r\nwould be to the board; then the board elects its Chairman.\r\nSo, does this mean Devery is being appointed to resurrect\r\nthe Five Points library building?\r\nSee below.\r\n<\/p>\r\n

        \r\nThis apparently is not\r\nthe vacancy left by Kay Harris<\/a>\r\nresigning more than a year ago,\r\nsince\r\n\r\nthey filled that one 25 June 2013<\/a>\r\nand Devery’s previous slot with librarian Linda Most and\r\nmarketing person Jack Hartley.\r\n

        \r\n\r\n<\/a>\r\nWhen Devery was on there before,\r\n\r\nhe made the motion 17 July 2012<\/a>\r\nto select the Florida architect for the proposed Five Points building.\r\nHe asked\r\n\r\nwhether Gretchen could stay with the LAKE video camera<\/a>\r\nduring the Library Board meeting 8 September 2012.\r\nAnd I think it was him\r\n\r\nwho asked whether 20 November 2012<\/a>\r\nthe Southside Library Boosters\r\nhad donated anything to the library and whether they had lost their 501(c)(3)\r\nstatus.\r\nAt VSU Devery back in 1998 was appointed\r\n\r\nvice president for institutional advancement<\/a>,\r\nwhich seems to mean chief fundraiser.\r\n<\/p>\r\n

        \r\nVideo.<\/a>\r\nSheila Wakeley wants to be reappointed, but she wasn’t there,\r\nand even the Commissioners had no bio sheet on her.\r\n

        \r\n\r\n<\/a>\r\nCommissioner Joyce Evans wanted to know if Sheila would be there tomorrow.\r\nCounty Manager Joe Pritchard found that a difficult question to understand,\r\nbut on second try said he thought so.\r\n<\/p>\r\n

      3. \r\n\r\nValdosta-Lowndes County Construction Board of Adjustments and Appeals<\/a>\r\n\"Valdosta-Lowndes<\/a>\r\n

        \r\nVideo.<\/a>\r\nPritchard said John Sineath wanted to be reappointed for a three-year term.\r\nYet Valdosta’s\r\n\r\nweb page on that board<\/a> says John Sineath is a city appointee.\r\nAlso what about Tommy Radney, whom the city lists as a county appointee\r\nwhose term expires in June 2014?\r\n

        \r\nAccording to\r\n\r\nJohn Sineath Construction<\/a>,\r\n

        \r\nIn 2004, John graduated from the University of Georgia. He\r\nimmediately began his real estate career by developing retail\r\nshopping centers and industrial space. He has managed projects in\r\nvarious fields of construction including multi-family, student\r\nhousing, retail, warehouse\/industrial, and residential. John has a\r\nsolid construction background and has been instrumental in all\r\nphases, from loan procurement to owner turnover, of various\r\nprojects. He is a licensed Realtor and General Contractor in the\r\nState of Georgia.\r\n<\/p>\r\n<\/blockquote>\r\n<\/ol>\r\n

        1. \r\n\r\nFY 2015 Hazard Mitigation Assistance Grant Application<\/a>\r\n\"FY<\/a>\r\n

          \r\nVideo.<\/a>\r\nRequired every five years.\r\nTakes two years to have all the meetings and get approval,\r\nso starting again even though just got last grant in 2012.\r\nThis is for a $28,000 grant for assistance in applying for another grant.\r\n25% match, which is staff time in meetings and such.\r\n<\/p>\r\n

        2. \r\n\r\nRural Land & Agricultural Improvement Schedules<\/a>\r\n\"Rural<\/a>\r\n

          \r\nVideo.<\/a>\r\nBoard of Assessors has approved for 2015 reevaluating all\r\nrural land and agricultural improvement schedules.\r\nSeeking the Commissioners’ approval of the contract with the\r\nBoard of Assessors and GMASS[?].\r\nThis was budgetted for this fiscal year.\r\nCounty Attorney said state law requires Commission approval\r\nof any contract between Board of Assessors and a third party.\r\n<\/p>\r\n

        3. \r\n\r\nMosquito Contract<\/a>\r\n\"Mosquito<\/a>\r\n

          \r\nVideo.<\/a>\r\nPublic Works Director Robin Cumbus said this was an annual renewal\r\nof a mosquito testing contract with VSU.\r\n<\/p>\r\n

        4. \r\n\r\nAuthorization and Direction to Conduct Public Hearing Regarding Evergreen Landfill<\/a>\r\n\"Authorization<\/a>\r\n

          \r\nVideo.<\/a>\r\nYes, this is apparently\r\nabout that\r\n\r\npublic hearing already posted<\/a>.\r\nCounty Planner Jason Davenport said they wanted confirmation\r\nabout the direction of the hearing and who should run it.\r\nHe said he had run two; this would be the third;\r\nand he wanted to know who should run this one.\r\nPresumably they Commissioners had some sort of proposal in front of them,\r\nbut he didn’t say what it was or who he was proposing to run it.\r\n<\/p>\r\n

          \r\nVideo.<\/a>\r\nChairman Bill Slaughter reminded everyone\r\nthe second and last\r\n\r\nBudget Hearing<\/a> is 5PM Tuesday 24 June 2014, just before the Regular Session.\r\n<\/p>\r\n<\/ol>\r\n

        6. \r\n\r\nReports-County Manager<\/a>\r\n\"Report-County<\/a>\r\n

          \r\nVideo.<\/a>\r\nCounty Manager Joe Pritchard asked Fire Chief Guyton and\r\nEmergency Director Ashley Tye to talk about weather of the\r\nprevious day.\r\n

          \r\nTye said there were two pretty strong storms Saturday and Sunday.\r\nThere was damage to homes on Statenville Highway.\r\nIt wasn’t a tornado; rather a straight-line wind event.\r\nNo injuries were reported.\r\n<\/p>\r\n

          \r\nGuyton said the Fire Dept. got 20 calls.\r\nThe Dairy Queen roof was damaged, and there was some other roof damage,\r\nincluding a roof blown onto a vehicle in a parking lot,\r\nplus trees down, and some power lines down.\r\n<\/p>\r\n
