\r\n\r\n<\/a>\r\nThey wouldn’t say\r\n\r\nwhat they would do to secure their own building<\/a> after July 1st\r\nwhen the Georgia guns-everywhere law goes into effect.\r\nA split vote for not opposing the\r\n\r\nHahira annexation<\/a>\r\nrecommended against by the Planning Commission<\/a>\r\nplus unanimous approval of everything else under\r\n\r\nFor Consideration<\/a>, including\r\ndeclaring some Finance computers surplus.\r\nThey voted to approve their\r\n\r\nopaque selection of auditing services<\/a>\r\nand to buy\r\n\r\nan unnamed firewall replacement<\/a>\r\namong other things for unknown amounts.\r\nMaybe somebody should bring that up at the county Budget Hearings.\r\n

\r\nThey reappointed\r\nLonnie Denton to a sixth five-year term on the\r\n\r\nLowndes\r\nDivision of Family and Children Services<\/a> (he spoke)\r\nand Willie Houseal and Gretchen Quarterman each\r\nto a third three-year term on the\r\n\r\nZBOA<\/a> (they spoke yesterday morning).\r\nAlso Public Hearings for\r\n\r\nwell and septic<\/a>\r\nand\r\n\r\na special events change to the ULDC<\/a>.\r\nin their Luke Bryan balancing act.\r\n

        \r\nVideo.<\/a>\r\nDFCS is the\r\n\r\nDivision of Family and Children Services<\/a>.\r\nCounty Manager Joe Pritchard said Lonnie Denton had been on that board\r\nsince 1989 and was interested in being reappointed.\r\nUnlike\r\n\r\nWork Session of the previous morning<\/a>\r\nhe didn’t mention\r\n“I believe he is currently its chairman”.\r\nThat board has five year terms, so Lonnie Denton has already served five\r\nof them.\r\n

        \r\nThe applicant spoke, saying he’d been in Lowndes County since\r\nhe was about five years old,\r\n<\/p>\r\n

        \r\nThere’s one thing I learned in my early life;\r\npeople are important, and I’ve always given back to the community.\r\nI’ve served on several boards to do that.\r\n<\/blockquote>\r\n

        \r\nHe did say he was the Chairman of the DFCS board.\r\nCommissioner Crawford Powell moved to reappoint, Demarcus Marshall seconded,\r\nand the vote was unanimous.\r\n

        \r\n\r\n<\/a>\r\nPritchard didn’t say that he had also recommended reappointing\r\nDenton at the 8 June 2009 Work Session<\/a>\r\nand at the\r\n9 June 2009 Regular Session<\/a> Joyce E. Evans moved,\r\nG. Robert Carter seconded, and “Motion carried”, presumably meaning\r\nRichard C. Lee also voted for him.\r\n<\/p>\r\n

      2. \r\n\r\nValdosta-Lowndes County Zoning Board of Appeals (2)<\/a>\r\n\"ZBOA<\/a>\r\n

        \r\nVideo.<\/a>\r\nAccording to\r\n\r\nthe City of Valdosta’s ZBOA page<\/a>,\r\nthree seats are due for appointment,\r\none by the City of Valdosta\r\n(Allan Strickland), and two by Lowndes County (Gretchen Quarterman\r\nand Dr. Willie Houseal).\r\n

        \r\nCounty Zoning Administrator Carmella Braswell\r\nsaid the two county appointees had each already served two three-year\r\nterms and wanted to be reappointed.\r\nBoth appointees spoke briefly\r\n\r\nWork Session of the previous morning<\/a>\r\nAt the evening Regular Session Commissioner Demarcus Marshall\r\nmoved, Joyce Evans seconded, and the vote was unanimous to reappoint.\r\n<\/p>\r\n<\/ol>\r\n

          \r\nVideo.<\/a>\r\nCounty Planner Jason Davenport said the\r\napplicant wants to replace his manufactured home, and due to county zoning\r\nnear Moody AFB it has to be on his own property, thus the subdivision\r\nrequest.\r\nNobody spoke for or against and there was no discussion by Commissioners.\r\nCommissioner Richard Raines moved to approve, Demarcus Marshall seconded,\r\nand the vote was unanimous.\r\n<\/p>\r\n

            \r\nVideo.<\/a>\r\nCounty Planner Jason Davenport said they had received signatures from\r\nlandowner Fred Wetherington and his agent Laurence Nelson.\r\nCommissioner Demarcus Marshall moved to approve, Joyce Evans seconded,\r\nand the vote was 3 to 1 with Richard Raines voting against.\r\n<\/p>\r\n

          2. \r\n\r\nDeclaration of Surplus and Authorization for Disposal (finance)<\/a>\r\n\"Declaration<\/a>\r\n

            \r\nVideo.<\/a>\r\nFinance Director Stephanie Black asked for the declaration.\r\nCommissioner Richard Raines moved, mentioning that they were mostly computers,\r\nJoyce Evans seconded, and the vote was unanimous.\r\nCommissioner Crawford Powell wanted to know for the record how old\r\nwere the computers.\r\nAnswer from IT Director Aaron Kostyu: 8 and 9 years old.\r\n<\/p>\r\n

          3. \r\n\r\nContract for Auditing Services<\/a>\r\n\"Contract<\/a>\r\n

            \r\nVideo.<\/a>\r\nFinance Director Stephanie Black said it was for fiscal year\r\nending June 2014 and continuing for three year with an option to renew\r\nfor two additional one-year periods.\r\nFive firms said they were interested; four presented proposals;\r\nstaff went through ranking process; “the evaluation you see below”\r\nended up with a recommendation for\r\n\r\nHenderson & Godbee<\/a>.\r\nCommissioner Richard Raines moved to select Henderson &Godbee\r\n“of Valdosta, Georgia”, Crawford Powell seconded, unanimous approval.\r\nFor very slightly more information see the\r\n\r\nWork Session of the previous morning<\/a>\r\n<\/p>\r\n

          4. \r\n\r\nMotorola Support Agreement<\/a>\r\n\"Motorola<\/a>\r\n

            \r\nVideo.<\/a>\r\nIT Director Aaron Kostyu said this was the annual support agreement\r\nrenewal for one year\r\nfor the Sheriff’s Department record keeping, including for the jail.\r\nCommissioner Demarcus Marshall wanted to know whose budget.\r\nAnswer: IT budget.\r\nRichard Raines\r\nmoved,\r\nDemarcus Marshall\r\nseconded,\r\nand the vote was unanimous.\r\n<\/p>\r\n

          5. \r\n\r\nFirewall Replacement<\/a>\r\n\"Firewall<\/a>\r\n

            \r\nVideo.<\/a>\r\nIT Director Aaron Kostyu said this was for a 13-year-old firewall \r\nthat had suffered a catastrophic failure; they were using a single link\r\nwith no backup;\r\nand the replacement would also provide additional services.\r\nNo questions from Commissioners.\r\nCounty Chairman Joe Pritchard said the motion should be “to\r\naccept the quote and authorize the issuance of the corresponding bid”.\r\nRichard Raines\r\nmoved;\r\nCrawford Powell\r\nseconded;\r\nunanimous approval.\r\n

            \r\nCommissioners may be able to see it, but you can’t, and he didn’t say\r\nwhat make or model or price.\r\n<\/p>\r\n

          6. \r\n\r\nSQL Software Purchase and Deployment<\/a>\r\n\"SQL<\/a>\r\n

            \r\nVideo.<\/a>\r\nIT Director Aaron Kostyu said this was for software, not hardware,\r\nand otherwise less than what he did yesterday\r\n(then he said this was for 78 backend databases for \r\nEaton Systems, PCSS (courts), and others for Sheriff, Tax Assessors, etc.\r\nThey physical hardware was installed in 2008 and ran out of warranty in 2011,\r\nso it’s time to upgrade, also the software, which is several versions old.\r\nHe said he could leverage the county’s cisco computing hardware, but\r\nwould need to purchase software and services.)\r\nNo discussion.\r\nRichard Raines\r\nmoved;\r\nDemarcus Marshall\r\nseconded;\r\nunanimous approval.\r\n<\/p>\r\n<\/ol>\r\n

            \r\nVideo.<\/a>\r\nGretchen Quarterman thanked the Commission for\r\n\r\nreappointing her to ZBOA<\/a>\r\nand asked what was their position on the recently-passed\r\nGeorgia guns-everywhere law that permits guns even in the Commission\r\nbuilding as of 1 July 2014.\r\nShe pointed out that in Georgia’s home rule environment the Commission\r\ncould make a rule saying that no guns in the building, but they’d\r\nhave to provide security to enforce it.\r\nAs usual they didn’t answer.\r\n<\/p>\r\n<\/ol>\r\n<\/blockquote>\r\n
