\r\n\r\n<\/a>\r\nThey vote tonight on their\r\n\r\nopaque selection of auditing services<\/a>\r\nand to buy\r\n\r\nan unnamed firewall replacement<\/a>\r\namong other things for unknown amounts not revealed in yesterday morning’s Work Session.\r\nMaybe somebody should bring that up at the not-yet-scheduled\r\ncounty Budget Hearings.\r\nThey will also vote on\r\n\r\ntheir Luke Bryan musical neighbor balancing act<\/a>\r\nand on\r\n\r\n<\/a>\r\nreappointing Lonnie Denton for a sixth five-year term to the\r\n\r\nLowndes\r\nDivision of Family and Children Services<\/a> (he will speak tonight)\r\nand reappointing Willie Houseal and Gretchen Quarterman each\r\nto a third three-year term to the\r\n\r\nZBOA<\/a> (they spoke yesterday morning as you can see in these videos).\r\nAlso Public Hearings for\r\n\r\nwell and septic<\/a>\r\nand\r\n\r\na special events change to the ULDC<\/a>.\r\nThe\r\n\r\nHahira annexation<\/a>\r\nrecommended against by the Planning Commission<\/a>\r\nis still waiting for signatures from the applicants under\r\n\r\nFor Consideration<\/a>,\r\nalong with a request from Finance to declare items surplus and several purchase requests\r\nfrom Finance and IT.\r\n

        \r\nVideo.<\/a>\r\nDFCS is the\r\n\r\nDivision of Family and Children Services<\/a>.\r\nCounty Manager Joe Pritchard said Lonnie Denton had been on that board\r\nsince 1989 and “I believe he is currently its chairman”.\r\nThat board has five year terms, so Lonnie Denton has already served five\r\nof them.\r\n

        \r\n\r\n<\/a>\r\nPritchard didn’t say that he had also recommended reappointing\r\nDenton at the 8 June 2009 Work Session<\/a>\r\nand at the\r\n9 June 2009 Regular Session<\/a> Joyce E. Evans moved,\r\nG. Robert Carter seconded, and “Motion carried”, presumably meaning\r\nRichard C. Lee also voted for him.\r\nThe applicant was not present, but it was said that he would be there tonight.\r\n<\/p>\r\n

      2. \r\n\r\nValdosta-Lowndes County Zoning Board of Appeals (2)<\/a>\r\n\"Valdosta-Lowndes<\/a>\r\n

        \r\nVideo.<\/a>\r\nAccording to\r\n\r\nthe City of Valdosta’s ZBOA page<\/a>,\r\nthree seats are due for appointment,\r\none by the City of Valdosta\r\n(Allan Strickland), and two by Lowndes County (Gretchen Quarterman\r\nand Dr. Willie Houseal).\r\n

        \r\nCounty Zoning Administrator Carmella Braswell\r\nsaid the two county appointees had each already served two three-year\r\nterms and wanted to be reappointed, “they have been great”.\r\nBoth appointees spoke briefly.\r\n

        \r\nGretchen Quarterman said in part:\r\n

        \r\nI’m all about public service.\r\nYou get to go out and see different sites.\r\nThe decisions the Zoning Board of Appeals make are final decisions.\r\nIt really impacts the way our community looks.\r\nSo, for everything from sign regulations to setbacks to \r\neverything in the ULDC, that’s what we’re all about.\r\n<\/blockquote>\r\n

        \r\nDr. Willie Houseal read a prepared statement, which included a list\r\nof his previous public service, including Valdosta City Council District 1,\r\nMayor Pro Tem, Assistant Municipal Court Judge, and educator,\r\nand I feel that this appointment is equally important:\r\n

        \r\nI have witnessed an increase in cases due to the request of land developers,\r\nproperty, and\r\nbusiness owners.\r\nWe serve as the last line of defense for established land development\r\nregulations to determine whether a variance is warranted or not.\r\nWe strive to be as objective as we can\r\nas each case is presented.\r\n<\/blockquote>\r\n

        \r\nHe thanked the staff and provided further detail.\r\n<\/p>\r\n<\/ol>\r\n

          \r\nVideo.<\/a>\r\nCounty Planner Jason Davenport noted changes recommended by\r\n\r\nthe Planning Commission<\/a> such as a reduction from 1500 to 500\r\nin number of attendees to be considered a small event.\r\n\r\n<\/a>\r\nHe also said he’d been discussing with\r\n\r\nLuke Bryan<\/a>.\r\nThat country singer’s tour came to\r\n\r\nValdosta Wake Compound<\/a> 12 October 2013;\r\nthat’s at 2316 Old Clyattville Road.\r\nCommissioners Richard Raines and Demarcus Marshall each had some questions\r\nabout the “balancing act” Davenport was attempting between event venues\r\nand neighbors, also including notices, fees, etc.\r\n<\/p>\r\n<\/ol>\r\n

            \r\nVideo.<\/a>\r\nSee the\r\n\r\nhour-long discussion at the Planning Commission<\/a>.\r\nAt this Work Session,\r\nCounty Planner Jason Davenport said there had been pretty good negotiations\r\nwith Fred Wetherington, but no signature yet.\r\nAlso Hahira City Council had tabled it at their most recent meeting.\r\nAlleged County Attorney Walter Elliott’s spoke about 3 feet from his\r\nmicrophone, saying “last Tuesday” Mr. Wetherington and his lawyer\r\ncalled Elliott to say he was ready to sign, and they were currently\r\nwaiting on signatures from Wetherington and from Laurence Nelson.\r\n<\/p>\r\n

          2. \r\n\r\nDeclaration of Surplus and Authorization for Disposal (finance)<\/a>\r\n\"Declaration<\/a>\r\n

            \r\nVideo.<\/a>\r\nFinance Director Stephanie Black said it was mostly unused computers.\r\n<\/p>\r\n

            \r\nVideo.<\/a>\r\nFinance Director Stephanie Black said it was for fiscal year\r\nending June 2014 and continuing for three year with an option to renew\r\nfor two additional one-year periods.\r\nFive firms said they were interested; four presented proposals;\r\nstaff went through ranking process; “the evaluation you see below”\r\nended up with a recommendation for\r\n\r\nHenderson & Godbee<\/a>, or at least that’s what I think she said.\r\nWhy the county won’t include such bids in what they post online\r\nso we can see it is mysterious.\r\nI suppose it’s only about auditing the county’s books for\r\nthe other mysterious items they don’t tell us about.\r\nCommissioner Demarcus Marshall asked for and got confirmation that\r\nthe ranking wasn’t just on price; it was on company performance.\r\n<\/p>\r\n

            \r\nVideo.<\/a>\r\nIT Director Aaron Kostyu said this was the annual support agreement\r\nfor the Sheriff’s Department record keeping, including for the jail.\r\n<\/p>\r\n

          5. \r\n\r\nFirewall Replacement<\/a>\r\n\"Firewall<\/a>\r\n

            \r\nVideo.<\/a>\r\nIT Director Aaron Kostyu said this was for a firewall over 13 years old\r\nwhich was there when he got there and after a catastrophic failure\r\nit was time to replace it with “the device you see here in front of you”.\r\nCommissioners may be able to see it, but you can’t, and he didn’t say\r\nwhat make or model or price.\r\n<\/p>\r\n

          6. \r\n\r\nSQL Software Purchase and Deployment<\/a>\r\n\"SQL<\/a>\r\n

            \r\nVideo.<\/a>\r\nIT Director Aaron Kostyu said this was for 78 backend databases for \r\nEaton Systems, PCSS (courts), and others for Sheriff, Tax Assessors, etc.\r\nThey physical hardware was installed in 2008 and ran out of warranty in 2011,\r\nso it’s time to upgrade, also the software, which is several versions old.\r\nHe said he could leverage the county’s cisco computing hardware, but\r\nwould need to purchase software and services.\r\nCommissioner Demarcus Marshall asked if there was any additional\r\nmaintenance requirement.\r\nKostyu said he didn’t think that was necessary, since they had\r\na maintenance contract with cisco.\r\n<\/p>\r\n<\/ol>\r\n
