\r\n\r\n<\/a>\r\nTwo citizens from Hahira couldn’t speak in Citizens Wishing\r\nto Be Heard, but the Chairman\r\nwould go into the private board room out of camera range afterwards\r\nto speak to them.\r\nThe Chairman did\r\n\r\ndescribe a statement about the Sabal Trail pipeline<\/a>.\r\n

\r\nVeterinarian Amanda Hall didn’t appear but was appointed to the\r\n\r\nDangerous Dog Board<\/a>.\r\nThey objected to the\r\n\r\nHahira annexation request<\/a>.\r\nThey approved\r\na\r\n\r\nbid for an mobile emergency bypass pump<\/a> on a trailer,\r\na\r\n\r\ncomputer lease purchase agreement<\/a>,\r\nand\r\ntwo\r\n\r\nJuvenile Justice grant application<\/a> items, for\r\n\r\nContinuation<\/a>\r\nand for\r\n\r\nEnhancement<\/a> (more about that<\/a>).\r\nAnd all four remaining voting Commissioners showed up.\r\n

          \r\nVideo.<\/a>\r\nCounty Manager Joe Pritchard gave a much briefer\r\nsummation than\r\n\r\nyesterday’s presentation by Emergency Management Director Ashley Tye<\/a>\r\nCommissioner Demarcus Marshall wanted to know whether a new governor\r\nwould continue the program.\r\nAnswer: probably, because it was funded.\r\n<\/p>\r\n

          \r\nVideo.<\/a>\r\nITS Director Aaron Kostyu gave a much briefer version\r\nof\r\nhis description of the previous morning<\/a>:\r\nMaximum $107,670.96 for eventual purchase after 4 year lease.\r\nHe enumerated dollars for each year.\r\nCounty Manager asked the alleged County Attorney for an opinion,\r\nwhich was more or less sure, you can do that.\r\nSo they did.\r\n<\/p>\r\n<\/ol>\r\n

          1. \r\n\r\nBid for Emergency By-Pass Pump<\/a>\r\n\"Bid<\/a>\r\n

            \r\nVideo.<\/a>\r\nUtilities Director Mike Allen said one bid for $37,728 for an 8-inch bypass pump.\r\nA bit more detail in the previous morning’s Work Session<\/a>,\r\nin which we learned it’s a mobile pump that goes on a trailer.\r\nCommission approved the pump.\r\n<\/p>\r\n<\/ol>\r\n

            1. \r\n\r\nAnnexation and Rezoning Application received by the City of Hahira<\/a>\r\n\"Reports-<\/a>\r\n

              \r\nVideo.<\/a>\r\n\r\nApplicants are Fred Wetherington and Laurence Nelson,\r\nfor five parcels totaling\r\n66.1 acres between\r\nHagen Bridge Road and Highway 122,\r\nso they can get city of Hahira water and sewer services.\r\n30 days from receipt of request leave no time until the next Regular Session,\r\nso action was required at this meeting.\r\nCounty Attorney noted Hagen Bridge Road is not paved,\r\nand “it’s the view of Mr. Fletcher and Mr. Davenport”\r\nthat that road is not adequate for such a subdivision,\r\nso the county would have to acquire additional right of way,\r\npave, and potentally relocate utilities,\r\nso that is a proposed basis for county objection to annexation.\r\nLetter already drafted; sending it would trigger arbitration.\r\n

              \r\nCommissioner Demarcus Marshall wanted to know from\r\nCounty Planner Jason Davenport whether Fred Wetherington\r\nand Laurence Nelson were aware of this.\r\nAnswer: in general, yes; specifically, no,\r\nalthough he had spoken to the Hahira Planner (Matt Martin)\r\nand to Fred Wetherington’s surveyor.\r\n

              \r\nCommissioner Raines said it wasn’t about the subdivision it was about the expsnese for the road.\r\n

              \r\nCommissioner Marshall moved to approve; unanimous approval.\r\n

            2. \r\n\r\nChairman Slaughter statement on proposed Sabal Trail Pipeline<\/a>\r\n\"Chairman<\/a>\r\n

              \r\nVideo.<\/a>\r\nHe described\r\n\r\nthe letter he sent to FERC as an e-comment<\/a>\r\nthat says\r\nSabal Trail will be expected to adhere and honor all Lowndes County ordinances,\r\nand enumerates fourteen points.\r\nThere is\r\n\r\nmore he and the Commission can do<\/a>,\r\nsuch as pass a resolution or an ordinance,\r\nbut that letter is a good step forward.\r\n<\/p>\r\n<\/ol>\r\n

            3. \r\n\r\nCitizens Wishing to be Heard Please State Name And Address<\/a>\r\n\"CWTBH<\/a>\r\n

              \r\nVideo.<\/a>\r\nAfter prompting by the County Manager,\r\nthe Chairman chose to stick to\r\n\r\nthe Commission’s citizen-suppression ordinance<\/a>\r\nand refused to let two people speak because they hadn’t filled out a form first.\r\nThe two potential speakers were Hahira City Council Mason Barfield\r\nand John Adams.\r\nThe Chairman took them into the side room where the public is not permitted,\r\nbut others indicated they wanted to say Hahira water and sewer\r\ncan’t support as many houses as a 60+ acre subdivision would add.\r\n<\/p>\r\n<\/ol>\r\n<\/blockquote>\r\n
