\r\n\r\n<\/a>\r\n\r\n$78,892.56<\/a> for an unbid change order for Val Del Road.\r\nThe Board of Tax Assessors’\r\n\r\nappeal to a Board of Equalizations<\/a>\r\ndecision to grand PCA an unusual depreciation was approved\r\nby the Lowndes County Commission\r\nby a rare split decision, 2 to 1.\r\nGreg Powell of Langdale Industries\r\nappointed to KLVB<\/a>.\r\nAnd\r\n\r\nCitizen Noll<\/a> recommended the Commission pass a resolution\r\nor ordinance about the proposed Sabal Trail pipeline.\r\n

\r\nThree voting Commissioners\r\n(Raines was absent and Page vacated his seat)\r\nunanimously approved\r\nthree\r\n\r\nrezonings<\/a> with nobody speaking for or against.\r\nThey granted permission to\r\n\r\nthe Sheriff’s office<\/a>\r\nand to\r\n\r\nEmergency Management<\/a>\r\nto apply for equipment grants.\r\nThere was a\r\n\r\nweather report<\/a>,\r\nand a report on\r\nan animal adoption event<\/a> the previous weekend.\r\n

        \r\nVideo.<\/a>\r\nCounty Manager Joe Pritchard said that the slot formerly held by\r\nEmily Macheski-Preston was vacant.\r\nHe didn’t say why, and he didn’t mention\r\n\r\nshe was just reappointed to KLVB last June<\/a>.\r\nHe did reveal that\r\n\r\n“that individual that has requested to serve on that board”<\/a>\r\n(which was the only identification mentioned in the previous morning’s Work Session)\r\nwas Greg Powell of Langdale Industries<\/a>, recommended by the KLVB Board.\r\nHe said he works for Langdale Industries, and helped organize\r\nthe South Georgia Classic Golf Tournament\r\n(which was just on the agenda for the Industrial Authority<\/a>).\r\nHe wants to use his free time to help out with the environment\r\nthrough KLVB.\r\n

        \r\nAccording to\r\nBusiness Week<\/a>,\r\na Gregory Powell is a trustee for South Georgia Medical Center.\r\nThe Hospital’s own\r\n\r\nTrustee web page<\/a>\r\nlists Crawford Powell instead,\r\nand pictures neither of them.\r\nWho knows?\r\n<\/p>\r\n

            \r\nVideo.<\/a>\r\nDetails\r\nfrom the previous morning<\/a>:\r\nSheriff’s office would act as grant administator for a\r\n$200,000 grant through\r\nthe governor’s office of highway safety, funded by the National\r\nHighway and Safety Administration, for addressing highway safety issues.\r\nCommissioner Demarcus Marshall that morning to know if this would cover some of\r\nthe devices for new vehicles.\r\nAnswer from County Manager: “I don’t think so.”\r\n<\/p>\r\n

          2. \r\n\r\n2014 Homeland Security Grant Application<\/a>\r\n\"2014<\/a>\r\n

            \r\nVideo.<\/a>\r\nEMA Director Ashley Tye spoke this time,\r\nsaying the grant application was to\r\nfund nine automated external defibrillators (AEDs)\r\nto install in nine high occupancy buildings such as courthouse and libraries.\r\n

            \r\nThey still didn’t volunteer for how much.\r\n\r\nYesterday we learned in answer to a question<\/a>:\r\n$18,467.\r\nThis time, no questions and unanimous approval.\r\n<\/p>\r\n

          3. \r\n\r\nChange Order for Val Del Road<\/a>\r\n\"Change<\/a>\r\n

            \r\nVideo.<\/a>\r\nCounty Manager Joe Pritchard said the emergency cross drain repair\r\ncost $78,892.56, already spent.\r\nUnanimous approval.\r\n<\/p>\r\n

          4. \r\n\r\nIntent to Appeal BOE Decision for PCA Account #528<\/a>\r\n\"Intent<\/a>\r\n

            \r\nVideo.<\/a>\r\nThe\r\n\r\nBoard of Equalization<\/a> (BOE),\r\n

            \r\nappointed by the Grand Jury, is the body charged by law with hearing and\r\nadjudicating administrative appeals to property values and assessments\r\nmade by the Board of Tax Assessors\r\n<\/blockquote>\r\n

            \r\n“Silas” (presumably \r\nSilas Hrobar, Chief Appraiser<\/a>) said the\r\nBOE granted 15% or $3,446,431 depreciation on PCA’s spare parts.\r\nThe Board of Assessors wants to appeal what the BOE did to Superior Court,\r\nsaying the decision appeared arbitrary, being for new parts sitting\r\non the shelf unused, and was not uniform.\r\n

            \r\nI hear the BOE decision would potentially cost the county a bunch of \r\nmoney beyond that $3 million because other companies would demand\r\nthe same depreciation.\r\nThere were several questions from Commissioner Demarcus Marshall,\r\nincluding whether all parties were aware that the Georgia Department\r\nof Revenue (DoR) concurs with the Assessors’ opinion.\r\nAnswer: yes.\r\nDeadline for appeal is 30 days from March 11, so “this Thursday”\r\nApril 10th.\r\n

            \r\nCommissioner Marshall moved, Commissioner Evans seconded;\r\nCommissioner Powell voted against, so the motion passed 2 to 1.\r\n<\/p>\r\n<\/ol>\r\n
