{"id":8399,"date":"2014-04-13T12:06:20","date_gmt":"2014-04-13T16:06:20","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=8399"},"modified":"2014-04-13T21:11:02","modified_gmt":"2014-04-14T01:11:02","slug":"vdt-has-selective-smell","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2014\/04\/vdt-has-selective-smell.html","title":{"rendered":"VDT has selective smell"},"content":{"rendered":"<p>\r\n<a href=\"http:\/\/www.wwals.net\/2014\/03\/29\/paddle-pipeline-withlacoochee-river-19-april-2014\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:300px\" src=\"http:\/\/i2.wp.com\/action.sierraclub.org\/images\/content\/pagebuilder\/kayaking-on-the-withlacoochee-river_595.jpg\"><\/a>\r\nTo the VDT the county government always smells like azaleas\r\nand the city of Valdosta government always smells like sewage.\r\nThe local newspaper of record doesn&#8217;t seem to smell sewage\r\nor landfill problems from Lowndes County.\r\nToday&#8217;s VDT editorial complains about\r\nenvironmental groups paying attention to &#8220;theoretical disasters&#8221;\r\n(presumably referring to the Sabal Trail pipeline),\r\nyet the VDT has never covered the group that has\r\nmost consistently followed the watershed-wide\r\nflooding issues that cause Valdosta&#8217;s flooding problems:\r\nWWALS Watershed Coalition.\r\nThe VDT recommends citizens get more involved\r\nin sniffing out Valdosta&#8217;s sewage problems, yet it doesn&#8217;t seem\r\nto cover Citizens Wishing To Be Heard anymore, nor has the VDT called\r\nfor the citizen participation sessions promised by\r\nthe local governments for the Army Corps of Engineers flooding studies.\r\nMaybe the VDT could encourage citizen participation, rather than ignore it.\r\n<p>\r\nVDT editorial today,\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/opinion\/x493460684\/It-just-plain-stinks\">\r\nIt just plain stinks<\/a>,<!--more-->\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nAfter every rain event, the pungent smell of sewage can be detected\r\naround the rivers and streams of south Georgia, and Florida\r\nresidents brace for more to float their way.\r\n<\/p>\r\n<p>\r\nAt 305 million gallons spilled in seven years, by the city and EPD&#8217;s\r\nreckoning, Valdosta has spewed more raw and partially treated sewage\r\ninto the waters of the state than any other municipality ever has.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nIf anybody posting on the LAKE blog made an assertion like that last sentence,\r\nevidence to back it up would be included or linked to, even in an editorial.\r\n<p>\r\nThe VDT continues with some more-documentable assertions, then:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe Times found several manholes leaking sewage this week that the\r\ncity didn&#8217;t know about. It&#8217;s difficult to find spewing manholes if\r\nyou aren&#8217;t even looking. And if you don&#8217;t know about spills, you\r\ndon&#8217;t have to report them.\r\n<\/p>\r\n<\/blockquote>\r\n<p><a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/04\/lowndes-county-sewer-spill-may-contaminate-suwannee-river.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/media.graytvinc.com\/images\/300*225\/Suwanee+River+Flooding.jpg\"><\/a>\r\nI commend the VDT on its investigative reporting!\r\nHere&#8217;s that story,\r\nby Matthew Woody, 13 April 2014,\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/opinion\/x493460684\/It-just-plain-stinks\">\r\nCity sewage woes continue:\r\nMore than 305 million gallons and counting<\/a>.\r\n<p>\r\n\r\nBut maybe I missed any story the VDT did about\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/04\/lowndes-county-sewer-spill-may-contaminate-suwannee-river.html\">\r\nthe Lowndes County sewer main spill into the Withlacoochee River<\/a>\r\nthat the city of Valdosta found and told the county about.\r\nWCTV covered it. Why didn&#8217;t the VDT cover it, and ask the county\r\nwhy the county didn&#8217;t find its own leak?\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/12\/u-s-epa-ga-dnr-ga-health-dept-and-landfill-in-lowndes-county-epa-2013-11-14.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/farm4.staticflickr.com\/3815\/9633071490_84a550ce00_n.jpg\"><\/a>\r\nHowever, the VDT has done zero investigative reporting on\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/12\/u-s-epa-ga-dnr-ga-health-dept-and-landfill-in-lowndes-county-epa-2013-11-14.html\">\r\nthe PCBs, TVA coal ash, and wastewater from a Superfund site in Waycross<\/a>\r\nin the Pecan Row landfill in Lowndes County just uphill from the\r\nWithlacoochee River and in a recharge zone for the Floridan Aquifer,\r\nour source of drinking water.\r\n<p>\r\nHere&#8217;s a good idea in today&#8217;s VDT editorial:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nBetween city employees, citizens and civic groups, surely there are\r\nenough volunteers to &ldquo;adopt&rdquo; manholes to report leaks in\r\norder to expend the millions in resources the city has at its\r\ndisposal to stop the sewage from flowing.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/03\/leon-county-florida-trouble-ticket-system.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:300px\" src=\"http:\/\/www.l-a-k-e.org\/blog\/images\/6a0120a58214e4970b017ee9455c53970d-pi.jpg\"><\/a>\r\nHow about an interactive citizen-input map like\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/03\/leon-county-florida-trouble-ticket-system.html\">\r\nthe city of Dunwoody, GA<\/a> provides online?\r\nMaybe\r\nLowndes County&#8217;s new\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/04\/videos-garbage-falling-off-trucks-lcc-2014-03-25.html#CivicPlus-Service-and-License-Agreement\">\r\nturnkey government website service<\/a>\r\ncan do that;\r\naccording to the County Clerk it can\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/03\/videos-mostly-paving-and-bridges-lcc-2014-03-24.html#CivicPlus-Service-and-License-Agreement\">\r\ndo trouble ticket tracking<\/a>.\r\nWill the VDT ask the county about that?\r\nAnd will the VDT ask the city of Valdosta when it will implement software that can do that?\r\n<p>\r\nGiven the VDT&#8217;s desire for citizen participation,\r\nit&#8217;s unfortunate the VDT doesn&#8217;t seem to be covering citizens any more,\r\nat least when they speak before local elected or appointed bodies.\r\n<p>\r\nThe VDT editorial continues:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nIt&#8217;s a shame that environmental groups are more interested in\r\nstopping theoretical disasters than addressing real ones. It&#8217;s also\r\na shame that those whose lack of oversight and judgment has allowed\r\nwater pollution of this magnitude continue to go unpunished.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/01\/vdt-civics-lesson-on-how-to-stop-a-biomass-plant.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:300px\" src=\"http:\/\/graphics8.nytimes.com\/images\/2010\/05\/21\/us\/JP-HARRISBURG_337-span\/JP-HARRISBURG-articleLarge.jpg\"><\/a>\r\nMany of us fondly remember the VDT&#8217;s positive coverage of resistance to previous\r\n&#8220;theoretical disasters&#8221;, such as:\r\n<ul>\r\n<li>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/01\/vdt-civics-lesson-on-how-to-stop-a-biomass-plant.html\">\r\nWhen the VDT provided a civics lesson on how to stop the biomass plant<\/a>.\r\nThe VDT&#8217;s editorial about\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/08\/when-officials-act-like-they-are-hiding-something-they-usually-are-vdt.html\">\r\n&#8220;When officials act like they are hiding something, they usually are&#8221;<\/a>\r\nwas specifically directed at the Industrial Authority and its refusal\r\nto divulge information about the biomass plant.\r\n<p>\r\n<li>\r\nThe VDT covered\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/03\/vdt-picks-up-private-prison-national-article-the-news-is-not-good-for-cca.html\">\r\nlocal and national news about private prisons<\/a>\r\nthat may have contributed to\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/03\/cca-private-prison-project-shelved-vdt.html\">cancelling of the proposed private prison<\/a>.\r\n<p>\r\n<li>\r\nThe VDT editorialized\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/opinion\/x2118253944\/Garren-leaves-proud-legacy\">3 March 2014<\/a>\r\nabout an earlier &#8220;theoretical disaster&#8221;:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\n&#8230;the entire county commission was voted out of office following the\r\ndecision to bring Sterling Chemical Co. to the community.\r\n<\/p>\r\n<p>\r\nSterling, known today as Erco Worldwide, remains here but the wounds\r\nthe battle over the industry left community-wide were far-reaching\r\nand deep.\r\n<\/p>\r\n<\/blockquote>\r\n<li>\r\nThe VDT has done some pretty good coverage of the Sabal Trail methane pipeline\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/12\/sabal-trail-meeting-leaves-questions-unanswered-vdt.html\">\r\nunanswered questions<\/a>.\r\n<\/ul>\r\n<a href=\"http:\/\/www.wwals.net\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/i2.wp.com\/farm9.staticflickr.com\/8008\/7664100194_87543844c7_m.jpg\"><\/a>\r\nPerhaps the VDT is unaware that\r\nthe City of Valdosta&#8217;s ongoing sewage woes are one of the reasons\r\n<a href=\"http:\/\/www.wwals.net\/\">\r\nWWALS Watershed Coalition<\/a> was formed.\r\nThe first speaker after WWALS incorporation City of Valdosta, 27 June 2013<\/a>.\r\n\r\nValdosta City Council Tim Carroll\r\n<a href=\"http:\/\/www.wwals.net\/2013\/03\/21\/reservoirs-for-control-of-stormwater-tim-carroll\/\">\r\nspoke to WWALS 13 March 2013<\/a>\r\nabout the need for watershed-wide planning to reduce flooding and provide \r\nwater for agriculture with distributed flood containment reservoirs.\r\n<a href=\"http:\/\/www.wwals.net\/2013\/03\/21\/reservoirs-for-control-of-stormwater-tim-carroll\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/i2.wp.com\/farm8.staticflickr.com\/7214\/7000706830_c6090bfdd1_n.jpg\"><\/a>\r\n\r\nHe referred to\r\n<a href=\"http:\/\/www.l-a-k-e.org\/topics\/water\/vldssw\/img0.html\">\r\nValdosta City Manager Larry Hanson\u2019s 2010 presentation<\/a>\r\nto the Suwannee-Satilla Water Council about the 2009 flood \r\nand\r\n<a href=\"http:\/\/www.wwals.net\/2013\/03\/13\/tim-carroll-of-valdosta-at-wwals-board-meeting-tonight\/\">\r\nthe letter Valdosta sent to the U.S. Army Corps of Engineers (USACE)<\/a>\r\nrequesting assistance.\r\n<p>\r\nWWALS also\r\n<a href=\"http:\/\/www.wwals.net\/2013\/11\/15\/wwals-files-intervenor-oppose-sabal-trail-transmission-gas-pipeline\/\">\r\nfiled with FERC as an intervenor<\/a>\r\nagainst the Sabal Trail pipeline and\r\n<a href=\"http:\/\/www.wwals.net\/2014\/03\/29\/paddle-pipeline-withlacoochee-river-19-april-2014\/\">\r\nis co-sponsoring a Paddle Against the Pipeline on the Withlacoochee River<\/a>\r\nthis Saturday, 7:30AM, 19 April 2014, which is also a\r\n<a href=\"http:\/\/action.sierraclub.org\/site\/Calendar?id=171442&#038;view=Detail\">\r\nGeorgia Sierra Club John Muir Outing<\/a>\r\nand in conjunction with\r\n<a href=\"http:\/\/www.spectrabusters.org\/\">\r\nSpectraBusters.org<\/a>,\r\nwhich is another organization the VDT seems never to cover.\r\n<p>\r\nThe VDT&#8217;s last word:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe saying is that &ldquo;fish stink from the head down.&rdquo;\r\nUntil the real problems are addressed, the sewage will continue to\r\nflow.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nYet the VDT editorial did not mention the real underlying problems\r\nof too much clear-cutting, development with impervious surfaces,\r\nand lack of riparian buffers.\r\nIt also did not mention USACE&#8217;s flood control studies and\r\nthe efforts of\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/01\/flood-mapping-and-modeling-vcc-2014-01-09.html\">\r\nValdosta<\/a>,\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/12\/check-your-pipeline-dollar-general-3-special-tax-lighting-districts-and-mosquitos-lcc-2013-11-12.html#Geospatial-Services-NOAA\">Lowndes County<\/a>,\r\nand numerous other cities and counties in Georgia and Florida,\r\nplus an alphabet soup of federal and state agencies.\r\nSure, the VDT has occasionally\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/07\/valdosta-and-army-corps-of-engineers-in-flood-risk-management-study.html\">\r\npicked up city of Valdosta PR about that<\/a>,\r\nbut why no mention in an editorial decrying lack of efforts to fix the problem?\r\n<p>\r\nIf the VDT wants citizen participation, perhaps the VDT could\r\ncall on USACE and the city of Valdosta and the county of Lowndes\r\nto hold the public citizen participation meetings about the watershed\r\nflooding study that have been promised for a year but never held?\r\n<p>\r\nThere are some good ideas in that
