\r\n\r\n<\/a>Yesterday morning they discussed a\r\n\r\nturnkey government website service<\/a>.\r\nAnd an\r\n\r\nannexation request by the City of Hahira<\/a>.\r\nAnd they may actually be serious about coming into the 21st century with\r\n\r\nonline county services<\/a>.\r\n

\r\nTurns out the\r\n\r\nroad resurfacing of four roads<\/a>\r\nis actually mostly from a GDOT LMIG grant,\r\nbut the other three,\r\nshoulder paving on\r\n\r\nVal Del Road<\/a>\r\nand\r\n\r\nBoring Pond Road<\/a>\r\nand a\r\n\r\nbridge replacement on Cat Creek Road<\/a>\r\nare all from SPLOST VII funds.\r\nPlus\r\n\r\nsome trucks for Animal Control<\/a> and\r\n\r\ntablets for the Fire Department<\/a>,\r\nan\r\n\r\nalcohol license<\/a>, and some alphabet-soup agreements,\r\none of which turned out to be for\r\n\r\na grant for a victim advocate position<\/a> in the Solicitor General’s office.\r\n

          \r\nVideo.<\/a>\r\nCivicPlus<\/a>\r\nappears to be a turnkey government website service.\r\nThere was some discussion.\r\nApparently $28,000 for each of years 1, 2, and 3.\r\nAfter that apparently it comes down.\r\nCommissioner Crawford Powell wanted to know of the county\r\ncould host the service itself.\r\nCounty Clerk Paige Dukes said the fee probably wouldn’t come down,\r\nand the service had some redundancy features that would be “extremely\r\nexpensive for us to duplicate with our current system”.\r\n

          \r\n\r\n<\/a>\r\nShe said the service would cover “everything that a citizen would currently have\r\nto come in to the county to do business”,\r\nincluding occupational taxes, applying for a job, forms, utility accounts,\r\ncode enforcement complaints, with tracking:\r\n<\/p>\r\n

          \r\nso the County Manager or any supervisors can see where we are in that process.\r\nThe citizens can actually check up on those work orders themselves.\r\n<\/blockquote>\r\n

          \r\nAlso “huge” emergency management functionalities for documenting damages\r\nand “eight points of notification” for choosing how to be notified.\r\n<\/p>\r\n

        2. \r\n\r\nVOCA-Funded VWAP Personnel Application<\/a>\r\n\"VOCA<\/a>\r\n

          \r\nVideo.<\/a>\r\nIt’s for a\r\n\r\nVictim Witness Assistance Program<\/a>\r\nrequested by\r\n\r\nLowndes County Solicitor General<\/a>\r\nJustin Cabral.\r\nHe said they had gotten a four-year grant\r\nthat would fund a victim advocate position,\r\nand that required the Commission’s approval.\r\nHis assistant Karen Hayes gave a presentation,\r\nincluding a requirement for a 20% match in volunteer services.\r\nThere were a few questions.\r\nTheir main concern seemed to be how to fund the position after the grant.\r\nCounty Manager Joe Pritchard’s answer to that was it would cease to exist then.\r\n<\/p>\r\n<\/ol>\r\n

            \r\nVideo.<\/a>\r\nEighteen tablets:\r\none bid, $1374 each, or $24,732 from\r\n\r\nHasty’s Communication of Brunswick, GA<\/a>.\r\nChief Guyton said these would be one for each fire district,\r\nupgrading from the none they had now,\r\nto something like the Sheriff’s Department uses, \r\nexcept tablets instead of laptops.\r\nCounty IT will train.\r\n<\/p>\r\n

          2. \r\n\r\nResurfacing of Four County Roads<\/a>\r\n\"Bids<\/a>\r\n

            \r\nVideo.<\/a>\r\nCounty Engineer Mike Fletcher said the bids were for\r\nCat Creek Road,\r\nOld Valdosta Road (full depth reclamation),\r\nVan Elle Drive (?),\r\nOld Quitman Road.\r\nLMIG grant from GDOT,\r\n$809,752.10.\r\nCounty will be responsible for\r\n$254,378.90 as 30% match.\r\nFour vendors at pre-bid.\r\nTwo bids, low bid from Reames and Son for $1,064,131.\r\nNo clue who the other bid was from or how much it was.\r\n<\/p>\r\n

          3. \r\n\r\nShoulder Paving for Val Del Road<\/a>\r\n\"Bids<\/a>\r\n

            \r\nVideo.<\/a>\r\nCounty Engineer Mike Fletcher said this was the first SPLOST VII project.\r\nIt’s for Val Del Road from GA 122 down to North Valdosta Road\r\nwiden from 10 foot to 11 foot travel lane plus 1 foot paved shoulder.\r\nFour vendors at pre-bid.\r\nTwo bids received.\r\nLow bid from Scruggs Co. for $949,493.85.\r\nAgain no clue who the other bidder was or for how much.\r\n<\/p>\r\n

          4. \r\n\r\nPaving on Boring Pond Road<\/a>\r\n\"Bids<\/a>\r\n

            \r\nVideo.<\/a>\r\nCounty Engineer Mike Fletcher said this was the\r\nCat Creek Road,<\/strike> there were\r\nFour at prebid, two bids received,\r\nlow bid from Reames and Son $756,900.46.\r\nProbably start grubbing and clearing in April, base work in 3-4 months.\r\n80 foot right of way.\r\n

            \r\nNobody seemed to have noticed that: 80 foot right of way,\r\nwider than the county’s previously already too wide 60 foot right of way.\r\nWhy?\r\n

            \r\nThere were some questions about financing but “Harrison”\r\nhad assured them there was no problem.\r\nWe should all just know who “Harrison” is.\r\n<\/p>\r\n

          5. \r\n\r\nReplacement of Beatty Branch Bridge on Cat Creek Road<\/a>\r\n\"Bids<\/a>\r\n

            \r\nVideo.<\/a>\r\nCounty Engineer Mike Fletcher said this\r\non a list that GDOT sent of bridges needing replacement.\r\n120 feet long, 32 feet wide.\r\nOpen by 1 August 2014\r\nto avoid school bus detours.\r\n8 or 9 at prebid, but only one bid received, from\r\nSouthern Concrete, for $536,500.\r\nWill be a prefabricated bridge, delivered, pieces bolted together.\r\n<\/p>\r\n
