\r\n\r\n<\/a>\r\nA\r\n\r\nspecial called voting meeting<\/a>\r\nabout Industrial Authority bonds.\r\nfollowed the Work Session.\r\nIn the Work Session,\r\nthe last item was\r\nthe presentation\r\n\r\nby Industrial Authority Executive Director Andrea Schruijer<\/a>,\r\npreceded by a\r\n\r\nsevere weather report<\/a>\r\nFor Nine minutes they discussed a deficit for\r\n\r\nspecial tax lighting districts<\/a> throughout the county:\r\napparently they didn’t take into account that power rates or\r\nlighting times might vary.\r\nLowndes County’s sewer lift station at a subdivision with a private golf club\r\n\r\napparently needs replacement<\/a>.\r\nThis is the subdivision for which the\r\n\r\nNelson Hill Wells<\/a> were drilled as possible replacements.\r\nThe abandonment\r\n\r\nof some unspecified unopened right of way off of US 41 South<\/a>\r\nis apparently resolved now after two years.\r\n

        \r\nVideo.<\/a>\r\nWhere off of US 41 South? No clue in the agenda.\r\nMaybe you can figure it out from the map.\r\nIt’s in the board packet (“agenda book”),\r\nwhich you can only see if you file an open records request,\r\nand you’ll only get it after they vote tomorrow evening.\r\n

        \r\nCounty Engineer Mike Fletcher said they had previously discussed this,\r\nin April 2012 (he didn’t say which meeting of that April).\r\nSince then they had discovered that ten parcels would be landlocked.\r\nHe said he had since worked with the property owners and the\r\nowner of the sliver property left over from 41,\r\nand they had worked something out.\r\nHe also said they had advertised it in the newspaper,\r\nbut how would you know which public notice to look for?\r\n

        \r\nCommissioner Crawford Powell said this had taken about two years\r\nand thanked the Engineer.\r\n

        \r\nCommissioner Richard Raines wanted confirmation that they were ready to take action.\r\nAnswer: yes.\r\n<\/p>\r\n<\/ol>\r\n

          \r\nVideo.<\/a>\r\nCounty Planner Jason Davenport and Finance Director Stephanie Black\r\nwent up front to the podium, which is very unusual.\r\nDavneport said he’d talked to “Harrison”,\r\nwith no indication of who that was.\r\nDavenport said they were short $47,000, apparently for all the\r\nspecial tax lighting districts in the county.\r\nHe indicated even with using less expensive lighting\r\nhe didn’t think they could make the fee structure work.\r\n

          \r\nCommissioner Richard Raines wanted to know if the deficit came from\r\nolder special tax lighting districts or from recent changes.\r\nDavenport detailed the recent changes, which mostly had to do with\r\nno longer taking over lighting like taking over road infrastructure,\r\nrather the county charging fees.\r\nApparently the problem is the fees are fixed but the power rates\r\nare not.\r\nI wonder if they took into account that lights stay on different\r\namounts of time depending on the weather.\r\nDavenport said “we” (presumably he and Black) were recommending\r\napplying rate changes to all 5,000 plus customers.\r\n

          \r\nCommissioner Crawford Powell wanted to know if they could build in\r\na way to vary the fee schedule as conditions changed.\r\n

          \r\nCommissioner Demarcus Marshall\r\nwanted to know if the proposed fees would be usual and customary\r\nin other counties of similar size.\r\nApparently so.\r\n<\/p>\r\n
