\r\nIt’s good they posted the detailed agenda item,\r\nbut since when do tax-funded authorities hold\r\n\r\npublic hearings in a private attorney’s office<\/a>?\r\n

\r\nThe Industrial Authority\r\nposted a meeting notice for their own special called meeting on\r\ntheir facebook page<\/a> (a day in advance)\r\nand\r\n\r\ntheir website<\/a> (at some unknown time).\r\nAnd the\r\n\r\nagenda<\/a> does say what it was for:\r\n

\r\n

\r\nFor the consideration of the adoption of a bond resolution of the\r\nValdosta-Lowndes County Industrial Authority authorizing and\r\n\r\n<\/a>\r\nproviding for (a) the extension of the maturity date of its Economic\r\nDevelopment Revenue Bond (Langdale Hospice House Project), Series\r\n2006, in the original principal amount of $2,800,000, the proceeds\r\nof which were used to finance or reimburse, in whole or in part, the\r\ncost of the acquisition, construction and equipping of a hospice\r\nhouse and related facilities located in Lowndes County, Georgia, and\r\noperated by South Georgia Health Alliance, Inc., a Georgia nonprofit\r\ncorporation, and (b) the execution of certain documents for such\r\npurpose.\r\n<\/p>\r\n<\/blockquote>\r\n

\r\nThat bond was previously discussed at the Lowndes County Commission\r\n\r\nWork Session of 23 October 2006<\/a>:\r\n

\r\n\r\n<\/a>\r\nValdosta-Lowndes County Industrial Authority Economic Development\r\nRevenue Bonds, County Manager, Joe Pritchard, presented that the\r\nrequest had been presented by Attorney Steve Gupton, in an effort\r\nfor the Authority to obtain revenue bonds for the Langdale Hospice\r\nHouse project. Commissioner Lee questioned the financial liability\r\nof Lowndes County to which Mr. Pritchard confirmed there would be\r\nnone.\r\n<\/p>\r\n<\/blockquote>\r\n

\r\nThe Commission voted on it at their\r\n\r\nRegular Session of 24 October 2006<\/a>:\r\n

\r\nValdosta-Lowndes County Industrial Authority Economic Development\r\nRevenue Bonds, County Manager, Joe Pritchard, presented that the\r\nrequest had been presented by Attorney Steve Gupton, in an effort\r\nfor the authority to obtain revenue bonds for the Langdale Hospice\r\nHouse project. Commissioner Lee made a motion to approve the\r\nrequest, Commissioner Carter second. Motion carried.\r\n<\/p>\r\n<\/blockquote>\r\n

\r\nThat same day of the special called VLCIA meeting of 28 Jan 2014,\r\nthis appeared in the VDT:\r\n\r\nNOTICE TO THE PUBLIC YOU ARE HEREBY NOTIFIED<\/a>\r\n

\r\nYOU ARE HEREBY NOTIFIED that there will be heard before the\r\npresiding Judge of the Superior Court of Lowndes County, Georgia, on\r\nthe 11th day of February, 2014, at 9:30 A.M. .at the Lowndes County\r\nCourthouse, Courtroom 5-A the case of the State of Georgia vs.\r\nValdosta-Lowndes County Industrial Authority and South Georgia\r\nHealth Alliance, Inc., Civil Action File Number 2014 CV168, in the\r\nSuperior Court for that County, the same being a proceeding to\r\nconfirm and validate an issue of $2,800,000 in original principal\r\namount of Valdosta-Lowndes County Industrial Authority Economic\r\nDevelopment Revenue Bond (Langdale Hospice House Project), Series\r\n2006 (the “Bond”) and the security therefor. The proceeds of the\r\nBond were used for the purpose of financing or refinancing, in whole\r\nor in part, the costs of acquiring, constructing and equipping a\r\nhospice and related facilities located in Lowndes County, Georgia\r\nand owned and operated by South Georgia Health Alliance, Inc. and\r\npaying certain expenses relating thereto. The Court in such\r\nproceeding will also pass upon the validity and legality of a\r\nProject Financing Agreement, an Assignment, and a Security\r\nAgreement. Any citizen of the State of Georgia residing in Lowndes\r\nCounty, or any other person wherever residing, who has a right to\r\nobject, may intervene and become a party to these proceedings.\r\n<\/p>\r\n
