{"id":776,"date":"2012-06-10T12:22:59","date_gmt":"2012-06-10T16:22:59","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/2012\/06\/im-really-trying-to-develop-the-property-as-full-as-it-could-be-jason-davenport-glpc-2012-04-30.html"},"modified":"2012-06-10T12:22:59","modified_gmt":"2012-06-10T16:22:59","slug":"im-really-trying-to-develop-the-property-as-full-as-it-could-be-jason-davenport-glpc-2012-04-30","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2012\/06\/im-really-trying-to-develop-the-property-as-full-as-it-could-be-jason-davenport-glpc-2012-04-30.html","title":{"rendered":"I&#8217;m really trying to develop the property as full as it could be. &mdash;Jason Davenport @ GLPC 2012-04-30"},"content":{"rendered":"<p><a href=\"http:\/\/www.youtube.com\/playlist?list=PLC46D77B2C47D08D0&amp;feature=view_all\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017615430317970c\" src=\"\/blog\/images\/6a0120a58214e4970b017615430317970c-pi.jpg\"    \/><\/a> In a rezoning case we heard the de facto motto of the Lowndes County Commission:<\/p>\n<blockquote>\u201cI&#8217;m really trying to develop the property as full as it could be.\u201d<\/blockquote>\n<p>This was in discussion about REZ-2012-07 McNeil Property, 6888 &amp; 6870 McNeil Road, Hahira, on the <a href=\"\/blog\/2012\/04\/planning-commission-agenda-for-monday-2012-04-30.html\"> agenda for<\/a> the Greater Lowndes Planning Commission <a href=\"\/blog\/2012\/06\/video-playlist-glpc-2012-04-30.html\"> meeting of 30 April 2012.<\/a> According to <a href=\"http:\/\/qpublic7.qpublic.net\/qpmap4\/map.php?county=ga_lowndes&amp;parcel=0044%20%20040B&amp;extent=2545200+364409+2546720+370437&amp;layers=parcels+streetnum+roads+parcel_sales\"> the tax assessors&#8217; database<\/a>, <a href=\"http:\/\/www.youtube.com\/watch?v=BloaNpUzVz4&amp;list=PLC46D77B2C47D08D0&amp;index=1&amp;feature=plpp_video\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b01761543031e970c\" src=\"\/blog\/images\/6a0120a58214e4970b01761543031e970c-pi.jpg\"    \/><\/a> they spelled it wrong: it&#8217;s McNeal Road. This rezoning was for lot width, such as would have to happen for <a href=\"\/blog\/2012\/06\/video-playlist-glpc-2012-04-30.html#Gloria_Dave\">the Gloria Dave property<\/a> to be subdivided. <a href=\"http:\/\/www.youtube.com\/watch?v=BloaNpUzVz4&amp;list=PLC46D77B2C47D08D0&amp;index=1&amp;feature=plpp_video\"> Nathan Smith spoke for,<\/a> representing multiple people. There was concern among the GLPC board that the rezoning would permit more houses than were currently being requested.<\/p>\n<p><a href=\"http:\/\/www.youtube.com\/watch?v=em20XttvHnI&amp;feature=autoplay&amp;list=PL7C8F00694A5E708C&amp;playnext=6\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017615430326970c\" src=\"\/blog\/images\/6a0120a58214e4970b017615430326970c-pi.jpg\"    \/><\/a> This was the only case in that meeting with speakers against. <a href=\"http:\/\/www.youtube.com\/watch?v=em20XttvHnI&amp;feature=autoplay&amp;list=PL7C8F00694A5E708C&amp;playnext=6\"> Elizabeth Daniels<\/a>, lives nearby (I think she said across the road), pointed out that four lots on one section would permit 4 lots on another section, and that would be a problem on that narrow road.<\/p>\n<p><a href=\"http:\/\/www.youtube.com\/watch?v=Oc-bulJcByI&amp;feature=autoplay&amp;list=PL7C8F00694A5E708C&amp;playnext=7\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017615430330970c\" src=\"\/blog\/images\/6a0120a58214e4970b017615430330970c-pi.jpg\"    \/><\/a> <a href=\"http:\/\/www.youtube.com\/watch?v=Oc-bulJcByI&amp;feature=autoplay&amp;list=PL7C8F00694A5E708C&amp;playnext=7\"> Donya Rigal, 6840 McNeal Road<\/a>, the property next door, pointed out dust from traffic and other problems. McNeal Road is a county road, 35 feet wide.<\/p>\n<p><a href=\"http:\/\/www.youtube.com\/watch?v=lFqPLkgHv2w&amp;feature=autoplay&amp;list=PL7C8F00694A5E708C&amp;playnext=8\"> County Planner Jason Davenport said:<\/a><\/p>\n<blockquote>\u201cThey did actually reserve 12 and a half feet of each of these properties in anticipation of improvement, but I don&#8217;t know that that&#8217;s on any list for improvement any time soon\u201d<\/blockquote>\n<p>On questioning about whether further subdivision would be possible with the requested rezoning, he pointed out that\n\n<!--more-->\nfamily ties would enable further subdivision without rezoning on the subject property just as it would on the neighboring properties of the people who spoke against. Then he added:<\/p>\n<blockquote><a href=\"http:\/\/www.youtube.com\/watch?v=lFqPLkgHv2w&amp;list=PLC46D77B2C47D08D0&amp;index=4&amp;feature=plpp_video\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017615430317970c\" src=\"\/blog\/images\/6a0120a58214e4970b017615430317970c-pi.jpg\"    \/><\/a> \u201cI&#8217;m really trying to develop the property as full as it could be. If they did do that much development, I don&#8217;t know what the County Engineer would do about road improvement. Because that&#8217;s a healthy amount of lots on that road there.\u201d<\/blockquote>\n<p>Beware the county will probably later try to pave that road and then recommend further subdivision.<\/p>\n<p>Further discussion included that if the current owners sold it off, whatever they said they would do wouldn&#8217;t matter, and the new owners might be able to subdivide every 2.5 acres. Ted Raker, the new City of Hahira GLPC member, noted:<\/p>\n<blockquote>\u201cThe difference on E-A and R-A is space between houses.
