\r\n\r\n<\/a>\r\nFourteen (14) minutes.\r\nThe most time was spent on the\r\n\r\nWheeler<\/a> rezoning,\r\non yet another\r\n\r\nDollar General<\/a>,\r\nElections Supervisor Deb Cox personally made her\r\n\r\nBoard of Elections personnel request<\/a>,\r\nwhich is to change five part-time positions for one full-time,\r\nand several Commissioners asked questions about the\r\n\r\n<\/a>\r\n\r\nHuman Resources service contract<\/a>,\r\nwhich might result in educational requirements for positions,\r\nand is supposed to survey everybody paid by the county:\r\nbut does that include employees of boards with their own millage,\r\nnamely the Industrial Authority and Parks and Rec?\r\n

        \r\nVideo.<\/a>\r\nSouthwestern Hahira, Morven Road.\r\nApplicant requested R-1.\r\nCounty Planner Jason Davenport and County Zoning Administrator Carmela Braswell\r\ngave the applicant two options, R-1 or R-A.\r\nTechnical Review Committee (TRC) voted to deny R-1 and approve R-A.\r\nGLPC recommended R-A by 4-1 vote (Tommy Willis dissenting).\r\n

        \r\nCommissioner Richard Raines\r\nnoted applicant wans to subdivide into two lots,\r\nand R-A was not consistent with that.\r\nDavenport concurred that the lot was too small for that.\r\nHowever, applicant is open to either zoning, although he prefers R-1,\r\nbecause right now he can’t use his property.\r\nInteresting definition of “use”: apparently agriculture doesn’t count.\r\n<\/p>\r\n

        \r\nVideo.<\/a>\r\nSupposedly for family development, but applicant went with a zoning\r\nthat would permit sale to non-family.\r\n<\/p>\r\n

        \r\nVideo.<\/a>\r\nApplicant (same as in previous Dollar General applications)\r\nwants to turn three lots into one.\r\nNobody spoke against at Planning Commission.\r\n

        \r\nCommissioner Richard Raines noted previous complaints about\r\nestetics of DG.\r\nDavenport said this one was similar size to the one on Baytree Road.\r\nRaines said he wanted to talk to applicant.\r\nDavenport said he was unaware of any opposition to this application.\r\n<\/p>\r\n<\/ol>\r\n

          \r\nVideo.<\/a>\r\n<\/p>\r\nLowndes County Elections Supervisor\r\nDeb Cox said she wanted\r\nto trade\r\nfive part-time positions\r\nfor \r\none full-time position.\r\nCommissioner John Page wanted to know budget effects.\r\nShe said it would save a little money.\r\n

          \r\nChairman Bill Slaughter asked a question!\r\nHe wanted to know if there was any other reason than the budget savings.\r\nSupervisor Cox said the job has evolved over the last 5-10 years\r\nto where it requires a lot of technical ability, training at state level,\r\ncertification.\r\n

          \r\nSo the jobs part-time people were hired to do…\r\nare not acceptable for what we need done right now\r\nso we’re in a situation where the full-time people are\r\nworking excessive hours, overtime hours, even,\r\nto get the work done because the part-time people can’t do that.\r\nIt’s hard to get at $7.25\/hour person off the street\r\nto do what we need them to do.\r\nWe use systems just like they do over at RDC;\r\nmanipulate multiple simultaneous systems like Department of\r\nMotor Vehicles, criminal databases,\r\nother counties’ databases\r\ncompare and contrast those and make decisions.\r\nIt’s hard to get a part-time person to do that.\r\nAnd that’s just one example.\r\n<\/blockquote>\r\n

          \r\nChairman wanted to know how long this would satisfy\r\nher employment machine.\r\nShe said for the forseeable future, depending on what the state does.\r\n

          \r\nMaybe it’s for people to get on with letting everyone vote in every precinct,\r\nso they can settle on a final number of precincts and stop\r\nconfusing voters by changing the precincts every year<\/a>.\r\n<\/p>\r\n

        2. \r\n\r\nContract with Condrey and Associates, Inc<\/a>\r\n\"Contract<\/a>\r\n

          \r\nVideo.<\/a>\r\nThe agenda doesn’t say what the contract is about, but\r\n\r\nCondrey & Associates, Inc.<\/a>\r\nbills itself as “A Human Resources Consulting Firm”\r\nand its\r\n\r\nclient list<\/a>\r\nis mostly local governments; here’s who they list as clients in Georgia:\r\n<\/p>\r\n

          \r\nYep, Human Resources Director\r\nKevin L. Beals\r\nsaid it was to conduct a position classification compensation pay\r\nstudy to update the last one done in 2007.\r\n

          \r\nCommissioner Demarcus Marshall wanted to know the difference\r\nbetween Carl Vinson Institute for Government doing vs. Condrey’s $25,000 fee.\r\nBeals passed to the County Manager, who said Condrey’s fee was less\r\nthan it cost through Vinson Institute; also City of Valdosta used\r\nCondrey’s firm extensively; experience and background with our community;\r\nother counties and cities; private sector.\r\n

          \r\nMarshall asked about specificity:\r\n

          \r\nWill the job descriptions in essence have more specificity?\r\nI know some of them have knowledge commonly associated with\r\nI guess it’s my opinion that some require a high school diploma\r\nor require a degree or not.\r\nLike a degree in engineering or a degree in so-and-so.\r\nWould that be included in this study?\r\nBeals answered: It would be, based on Condrey’s knowledge\r\nacross the state, plus he will sit down with each department head\r\nand constitutional officer.\r\n<\/blockquote>\r\n

          \r\nMarshall said his third question was would it include the entire\r\ncounty, including the constitutional officers, such as the Sheriff’s department,\r\nboard of elections, etc.?\r\nAnswer: everybody who receives pay from Lowndes County, which includes\r\nthe constitutional officers.\r\n\r\n

          \r\nWhat about staffs of funded boards such as VLCIA and Parks and Rec?\r\n

          \r\nCommissioner John Page wanted to know the source of funds.\r\nCounty Manager Joe Pritchard said:\r\n

          \r\nThis will be paid for out of contingency.\r\n<\/blockquote>\r\n

          \r\nThey had seven years to see this coming and they didn’t budget for it?\r\n<\/ol>\r\n
