databases\r\ncompare and contrast those and make decisions.\r\nIt&#8217;s hard to get a part-time person to do that.\r\nAnd that&#8217;s just one example.\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nChairman wanted to know how long this would satisfy\r\nher employment machine.\r\nShe said for the forseeable future, depending on what the state does.\r\n<p style=\"font-style:normal\">\r\nMaybe it&#8217;s for people to get on with letting everyone vote in every precinct,\r\nso they can settle on a final number of precincts and stop\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/01\/lowndes-second-worst-in-georgia-for-voting-access.html\">confusing voters by changing the precincts every year<\/a>.\r\n<\/p>\r\n<li>\r\n<a name=\"Contract-with-Condrey-and-Associates\" href=\"#Contract-with-Condrey-and-Associates\">\r\nContract with Condrey and Associates, Inc<\/a>\r\n<a title=\"video:Contract with Condrey and Associates, Inc\" href=\"http:\/\/youtube.com\/watch?v=6bc-soxUTv8&#038;list=PLshUv86fYkiGiUN1oHTEKJFlsCvAQatnv&#038;index=5\"><img decoding=\"async\" style=\"float:right;border:none\" alt=\"Contract with Condrey and Associates, Inc\" src=\"http:\/\/i1.ytimg.com\/vi\/6bc-soxUTv8\/hqdefault.jpg\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"http:\/\/youtube.com\/watch?v=6bc-soxUTv8&#038;list=PLshUv86fYkiGiUN1oHTEKJFlsCvAQatnv&#038;index=5\">Video.<\/a>\r\nThe agenda doesn&#8217;t say what the contract is about, but\r\n<a href=\"http:\/\/www.condrey-consulting.com\/\">\r\nCondrey &#038; Associates, Inc.<\/a>\r\nbills itself as &#8220;A Human Resources Consulting Firm&#8221;\r\nand its\r\n<a href=\"http:\/\/www.condrey-consulting.com\/clients.html\">\r\nclient list<\/a>\r\nis mostly local governments; here&#8217;s who they list as clients in Georgia:\r\n<\/p>\r\n<blockquote style=\"font-size:100%\">\r\nCity of Cartersville\r\n<br>\r\nColumbus Consolidated Government\r\n<br>\r\nCook County\r\n<br>\r\nCoweta County Water and Sewerage Authority\r\n<br>\r\nCity of Forest Park\r\n<br>\r\nUnited Methodist Church, North Georgia Conference\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nYep, Human Resources Director\r\nKevin L. Beals\r\nsaid it was to conduct a position classification compensation pay\r\nstudy to update the last one done in 2007.\r\n<p style=\"font-style:normal\">\r\nCommissioner Demarcus Marshall wanted to know the difference\r\nbetween Carl Vinson Institute for Government doing vs. Condrey&#8217;s $25,000 fee.\r\nBeals passed to the County Manager, who said Condrey&#8217;s fee was less\r\nthan it cost through Vinson Institute; also City of Valdosta used\r\nCondrey&#8217;s firm extensively; experience and background with our community;\r\nother counties and cities; private sector.\r\n<p style=\"font-style:normal\">\r\nMarshall asked about specificity:\r\n<blockquote>\r\nWill the job descriptions in essence have more specificity?\r\nI know some of them have knowledge commonly associated with\r\nI guess it&#8217;s my opinion that some require a high school diploma\r\nor require a degree or not.\r\nLike a degree in engineering or a degree in so-and-so.\r\nWould that be included in this study?\r\nBeals answered: It would be, based on Condrey&#8217;s knowledge\r\nacross the state, plus he will sit down with each department head\r\nand constitutional officer.\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nMarshall said his third question was would it include the entire\r\ncounty, including the constitutional officers, such as the Sheriff&#8217;s department,\r\nboard of elections, etc.?\r\nAnswer: everybody who receives pay from Lowndes County, which includes\r\nthe constitutional officers.\r\n\r\n<p style=\"font-style:normal\">\r\nWhat about staffs of funded boards such as VLCIA and Parks and Rec?\r\n<p style=\"font-style:normal\">\r\nCommissioner John Page wanted to know the source of funds.\r\nCounty Manager Joe Pritchard said:\r\n<blockquote>\r\nThis will be paid for out of contingency.\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nThey had seven years to see this coming and they didn&#8217;t budget for it?\r\n<\/ol>\r\n<li>\r\n<a name=\"Reports-County-Manager\" href=\"#Reports-County-Manager\">\r\nReports-County Manager<\/a>\r\n<a title=\"video: .
