Ray City,\nGA 31605<\/strong><\/span><\/span><\/p>\n<p><a name=\"_GoBack\"><\/a>Regarding\nRegular session held Jan 22, 2013;  Agenda 7 B, a request for road\nabandonment, I would like to state my opinion.<\/p>\n<p>The\nroad abandonment was to close a section of County Road 16 Old State\nRoad.  I feel this issue is not a open and shut case.<\/p>\n<p><span style=\"color: #0070c0;\">The\ncounty has determined \u201cthe road has been ceased to be used by the\npublic\u201d, and has no \u201csubstantial public purpose\u201d.<\/span><\/p>\n<p>I\nam aware the law (32-7-2 a) states \u201cThe department must confer with\nthe governing authority of the county\u2019s or municipalities\n(Unincorporated Naylor GA.), and give due consideration to their\nwishes in such abandonment.\u201d<\/p>\n<p>I\nhave not been able to find any public records of\n<\/blockquote>\n\n<!--more-->\n<blockquote>\nroad usage\nmonitoring, and I strongly feel that the local community was not\nasked their opinion on this matter.\n<\/p>\n<ol>\n<li>\n<p>Regarding\n<span style=\"color: #ff0000;\">\u201cUsage\nby Citizens\u201d<\/span><\/p>\n<\/li>\n<\/ol>\n<p>This\nroad <span style=\"text-decoration: underline;\">is<\/span>\nused by numerous citizens of Naylor GA., and citizens of the\nsurrounding communities as it dead ends into the Alapaha River.<\/p>\n<p>A\nlocal petition gathered almost 250 signatures in a matter of days to\nkeep this road open.\n<\/p>\n<p>This\nis the only public road in Lowndes County with Alapaha river access.<\/p>\n<ol>\n<li>\n<p>Regarding\n<span style=\"color: #ff0000;\">\u201cSubstantial\nPublic Purpose\u201d<\/span><\/p>\n<\/li>\n<\/ol>\n<p>I\nhave reviewed the\n<a href=\"\/blog\/2013\/01\/vote-for-a-hearing-to-abandoning-a-road-leading-to-the-alapaha-river-lcc-2013-01-22.html\">\naudio \/ video tape of the Jan 22 meeting<\/a>, and on\nrecord council members were regarding the road as \u201cdead ending into\na stream\u201d.<\/p>\n<p>As\nstated above, the public road leads to the \u201cAlapaha River\u201d.<\/p>\n<p>This\n\u201criver\u201d meets the requirements to be a protected river by GA law\n391-3-16-.04 section (i), as the river annually flows more than the\nrequired 400 cubic feet per second (This fact is documented by  US\nGeological Surveys), and section (m) should have a county maintained\n150 ft. buffer or \u201cprotective corridor\u201d, from the tops of the\nriverbank horizontally on both sides of the river.<\/p>\n<p>This\nroad <em><strong>is<\/strong><\/em>\nused for access to the river by local citizens for family and outdoor\nrecreational purposes in this protected area.<\/p>\n<p>With\nthe amount of concerned citizens having already signing the petition\nonly a matter of days, (and this is the winter, most people who use\nthe road for river access use it in the spring and summer and may not\neven realize it is about to be closed), and the evidence documenting\nthe importance of this \u201cRIVER\u201d, I hope Lowndes County Board of\nCommissioners will reconsider closing this road.<\/p>\n<p>Thank\nYou,<\/p>\n<p>James\nManes<\/p>\n<p>Lowndes\nCounty Tax Payer.<\/p>\n<\/blockquote>\n<p><strong>Update 2013-02-27:<\/strong> Fixed name in headline.<\/p>\n","protected":false},"excerpt":{"rendered":"Received today; he sent it to all the Commissioners. -jsq James Manes 107 Shiloh Rd.
