Tim Golden and House\r\nRepresentatives Amy Carter, Ellis Black, and Jason Shaw to discuss\r\nthe needs of the county in preparation for the next Georgia\r\nLegislative session.\r\n<\/p>\r\n<p>\r\n<a title=\"Jason Shaw (District 176)\" href=\"http:\/\/www.house.ga.gov\/Representatives\/en-US\/member.aspx?Member=787&#038;Session=23\">\r\n<img decoding=\"async\" alt=\"Jason Shaw (District 176)\" style=\"float:right;border:none\" src=\"http:\/\/www.house.ga.gov\/SiteCollectionImages\/ShawJason787.jpg\"><\/a>\r\nThe Local Option Sales Tax (LOST) and the earlier qualifying and\r\nprimary dates for Georgia representatives were among the items\r\ndiscussed.\r\n<\/p>\r\n<p>\r\nCommissioners requested that the representatives help to re-enact\r\nthe original LOST referendum where the revenues would be based upon\r\npopulation and to show the reduction of property taxes on the bill\r\nas a credit against the amount of property taxes owed.\r\n<\/p>\r\n<p>\r\n<a title=\"Ellis Black (District 174)\" href=\"http:\/\/www.house.ga.gov\/Representatives\/en-US\/member.aspx?Member=66&#038;Session=23\">\r\n<img decoding=\"async\" alt=\"Ellis Black (District 174)\" style=\"float:right;border:none\" src=\"http:\/\/www.house.ga.gov\/SiteCollectionImages\/BlackEllis66.jpg\"><\/a>\r\n&ldquo;It&#8217;s a struggle between the Association of County\r\nCommissioners of Georgia (ACCG) and the Georgia Municipal\r\nAssociation (GMA),&rdquo; Ellis Black said. &ldquo;It should be\r\nbased on the value of the property, not the population.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nThat article includes a long list of items &#8220;the Lowndes County Commission wants the representatives to look at&#8221;, including\r\nThe Motor Fuel Excise Tax Exemption,\r\nBridges and Off-system Bridges,\r\nSPLOST VII (buried in the item on bridges),\r\nLibraries,\r\nAnnexation\/De-annexation,\r\nAlcohol Beverage Tax,\r\ntaxing online purchases,\r\nand no less than four items related to incarceration:\r\nInmate Heath[sic] Care,\r\nJuvenile Justice Reform,\r\nMagistrate Court Fees,\r\nand Assume Full Financial Responsibility for State Prisoners.\r\nYet there&#8217;s no publicly-visible agenda.\r\nAnd that list does not include anything about\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/12\/sabal-trail-meeting-leaves-questions-unanswered-vdt.html\">\r\nthe proposed Sabal Trail methane pipeline<\/a>.\r\n<p>\r\nThis one is pretty rich:\r\n<blockquote style=\"font-size:100%\">\r\n<ul>\r\n<li>\r\nLibraries\r\n<br>\r\nLowndes County currently pays one million in operating funds and\r\napproximately $40,000 in legal fee funding, and they are requesting help\r\nfrom the state level due to the cuts made in recent years.\r\n<\/ul>\r\n<\/blockquote>\r\n<p>\r\nYet the county government sees no problem with \r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/12\/dss-in-vdt.html\">\r\nspending money on legal fees\r\nto sue a local business<\/a>, and losing.\r\nLet&#8217;s see a number on how much that cost.\r\n<p>\r\nI do agree with the county about this one, though:\r\n<blockquote style=\"font-size:100%\">\r\n<ul>\r\n<li>\r\nInmate Heath Care\r\n<br>\r\nThe ACCG requested assistance to maximize the Medicaid dollars for\r\ninmates who are eligible because of the increasing cost of inmate medical\r\nneeds. Lowndes County pays $1.2 million for inmate medical costs annually.\r\n<\/ul>\r\n<\/blockquote>\r\n<p>\r\nMaybe the state should stop locking up so many people in the first place.\r\nAnd the state should accept federal Medicare aid.\r\n<p>\r\nAnd I agree with County Chairman Bill Slaughter on this one:\r\n<blockquote style=\"font-size:100%\">\r\n<ul>\r\n<li>\r\nJuvenile Justice Reform\r\n<br>\r\nLowndes County received a $200,000 grant for juvenile\r\nrehabilitation. &ldquo;Juvenile offenders need special attention and\r\nneed to be handled differently,&rdquo; Slaughter said. ACCG is\r\nrequesting more state funding to increase the public defenders and\r\nprosecutors.\r\n<\/ul>\r\n<\/blockquote>\r\n<p>\r\n<a title=\"Bill Slaughter (Lowndes County Chairman)\" href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/transparency-not-a-problem-bill-slaughter-vlmpo-2013-10-23.html\">\r\n<img decoding=\"async\" alt=\"Bill Slaughter (Lowndes County Chairman)\" style=\"float:right;border:none\" src=\"http:\/\/i1.ytimg.com\/vi\/9LrvKHBK8i8\/default.jpg\"><\/a>\r\nLocal citizens might have wanted to see this meeting,\r\nor even have a chance to talk to their state legislators.\r\nBut no worries.\r\nTransparency is not a problem.\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/transparency-not-a-problem-bill-slaughter-vlmpo-2013-10-23.html\">\r\nChairman Bill Slaughter said so<\/a>.\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"The VDT report doesn&#8217;t say when or where, and doesn&#8217;t say whether Dexter Sharper (District 177) wasn&#8217;t invited or chose not to attend.
