On Monday, The coastal city\u2019s council retracted its approval of a pair of license plate scanners intended to greet tourists. From\r\n<a href=\"http:\/\/savannahnow.com\/news\/2013-12-02\/tybee-island-abandons-license-plate-scanner-plans\">\r\nthe Savannah Morning News<\/a>:\r\n<blockquote>\r\nCiting mostly negative feedback from the public and concerns over how the information from the scanners would translate to a tourism study being conducted by a local professor, the council instead voted to purchase a higher quality model of the current hose-like vehicle counter the city has stretched over U.S. 80.\r\n<\/blockquote>\r\n<\/blockquote>\r\n<p>\r\nMeanwhile,\r\nthe Lowndes County Sheriff&#8217;s office last year was<!--more-->\r\n<a name=\"citations\" href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/04\/videos-lcc-2012-04-10.html\">\r\nlooking forward to<\/a>\r\ngetting an\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/04\/four-minute-work-session-lcc-2012-04-09.html\">\r\nAutomatic License Plate Reader (ALPR)<\/a>.\r\nTraffic citations coming off of I-75 already cost us <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/11\/sheriff-responds-to-county-commission-about-budget-lcc-2013-11-14.html\">$130,492 to process in the Clerk of Court&#8217;s office<\/a>\r\nplus\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/striping-and-citing-lcc-2013-10-08.html#Citation\">\r\n$60,330 so far<\/a> in software and hardware.\r\n<p>\r\nTybee Island has\r\n<a name=\"packets\" href=\"http:\/\/www.cityoftybee.org\/CityCouncilAgenda.aspx\">\r\nits agendas and council packets online<\/a>\r\nand even already has an online synopsis of yesterday&#8217;s meeting:\r\n<blockquote>\r\n<p>\r\n<strong>\r\nClick here to download Council packet PDF\r\n<\/strong>\r\n<p>\r\nSpecial City Council Synopsis 20131202\r\n<\/p>\r\n<p>\r\nMayor Buelterman called the special city council meeting to order at\r\n3:30PM on December 2, 2013. Those present were Mayor pro tem Wanda\r\nDoyle, Paul Wolff, Tom Groover, Jan Fox, Barry Brown and Bill\r\nGarbett. Also attending were Diane Schleicher, City Manager; Robert\r\nBryson, Chief, Tybee Island Police Department and Janet LeViner,\r\nClerk of Council. Bubba Hughes, City Attorney and Tommy Branch,\r\nCallaway, Braun, Riddle and Hughes, PC were not present.\r\n<\/p>\r\n<p>\r\nI.\r\n<strong>\r\nLicense Plate Readers.\r\nWanda Doyle\r\n<\/strong>\r\nmade a motion to rescind the\r\nvote made by mayor and council on November 14, 2013 to purchase\r\nLicense Plate Readers.\r\n<strong>\r\nPaul Wolff\r\n<\/strong>\r\nseconded. Vote was unanimous.\r\n<\/p>\r\n<p>\r\nII.\r\n<strong>\r\nWanda Doyle\r\n<\/strong>\r\nmade a motion (1) to allow the city manager to\r\nproceed to work with the Department of Transportation regarding the\r\npermitting process for an embedded traffic counter; (2) to issue an\r\nRPF and get three quotes for a more durable traffic counter than\r\nwhat is currently being used; and (3) to check on the financing.\r\n<strong>\r\nPaul Wolff\r\n<\/strong>\r\nseconded the motion. Vote was unanimous.\r\n<\/p>\r\n<p>\r\n<strong>\r\nPaul Wolff\r\n<\/strong>\r\nmade a motion to adjourn.\r\n<strong>\r\nTom Groover\r\n<\/strong>\r\nseconded. Vote was unanimous.\r\n<\/p>\r\n<p>\r\nMeeting adjourned at 3:40PM\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nThat particular meeting doesn&#8217;t seem to have a council packet.\r\nThe meeting of 24 October 2013 has online\r\n<a href=\"http:\/\/www.cityoftybee.org\/Assets\/Files\/CityCouncil\/Packets\/2013\/20131024CityCouncilPacketAmended2.pdf\">\r\na 195 page PDF<\/a>.\r\nOne big PDF lump isn&#8217;t the most accessible way to put an agenda packet online\r\n(<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/03\/valdosta-vimeo.html\">\r\nother cities and counties<\/a> link documents for individual items\r\ninto each item on the agenda, including the\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/04\/agendas-with-board-packet-items-lowndes-county-board-of-education.html\">\r\nLowndes County Board of Education<\/a>),\r\nbut it&#8217;s way better than what Valdosta and Lowndes County currently\r\nput online for board packets, which is nothing.\r\nSo we don&#8217;t know what they didn&#8217;t talk about when they have a\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/04\/four-minute-work-session-lcc-2012-04-09.html\">four minute work session<\/a>.\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/transparency-not-a-problem-bill-slaughter-vlmpo-2013-10-23.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/i1.ytimg.com\/vi\/9LrvKHBK8i8\/default.jpg\"><\/a>\r\nSure, we can file an open records request and know for sure that\r\nwe won&#8217;t get the packet\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/transparency-not-a-problem-bill-slaughter-vlmpo-2013-10-23.html\">\r\nuntil after they vote on it<\/a>.\r\n<p>\r\nHow come tiny little Tybee Island can do this and\r\nmighty Valdosta and Lowndes County can&#8217;t?
