\nFDR had become known in utility circles as a \u201cdangerous
\nman\u201d for advocating state ownership of power projects and
\ndenouncing the \u201csins of wildcat public-utility
\noperators\u201d and the \u201cInsull monstrosity\u201d with
\ninsinuations that all utilities were guilty of betraying the
\npublic's trust. He also proclaimed the rights of any community
\nunhappy with its service to take over private utility operations and
\ndevelop their own power sites\u2014a \u201cbirch rod in the
\ncupboard\u201d to be used when good service was not provided by
\nprivate companies.\n<\/p>\n<\/blockquote>\n
