{"id":6683,"date":"2013-11-14T17:23:01","date_gmt":"2013-11-14T22:23:01","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=6683"},"modified":"2013-11-14T17:24:33","modified_gmt":"2013-11-14T22:24:33","slug":"valdosta-force-main-gefa-loan-awarded","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/11\/valdosta-force-main-gefa-loan-awarded.html","title":{"rendered":"Valdosta force main GEFA loan awarded"},"content":{"rendered":"<p>\r\nValdosta city PR today,\r\n<a href=\"http:\/\/www.valdostacity.com\/Index.aspx?page=270&#038;recordid=2600&#038;returnURL=%2findex.aspx\">\r\nCity Receives $36.7 million GEFA Loan to Move Forward with Force Main Project<\/a>,\r\n<blockquote>\r\n<p>\r\nThe City of Valdosta was awarded a $36.7 million\r\n<a href=\"http:\/\/water.epa.gov\/grants_funding\/cwsrf\/cwsrf_index.cfm\">\r\nClean Water State Revolving Fund (CWSRF)<\/a> loan by the\r\n<a href=\"http:\/\/water.epa.gov\/grants_funding\/cwsrf\/cwsrf_index.cfm\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/water.epa.gov\/grants_funding\/cwsrf\/images\/srf_1.jpg\"><\/a>\r\n<a href=\"http:\/\/www.gefa.org\/Index.aspx?page=80\">\r\nGeorgia Environmental Finance Authority (GEFA)<\/a>, on Nov. 14, 2013.\r\n<\/p>\r\n<p>\r\nThe city will use the low-interest loan to finance the construction\r\nof two major pump stations, two minor pump stations, a 6-mile\r\n32-inch and 40-inch force main, a headworks structure with grit\r\nremoval and bar screens, and a 6-million gallon equalization basin.\r\nWastewater will be gravity fed to the existing site of the\r\nWithlacoochee Wastewater Treatment Plant (WWTP) for final treatment\r\nand discharged utilizing the existing plant outfall, until the\r\nrelocation of the plant is completed in November 2015.\r\n<\/p>\r\n<p style=\"text-align:center;font-size:80%\">\r\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/10860626456\/sizes\/z\/\" title=\"Easement Exhibit Context\">\r\n<img decoding=\"async\" style=\"border:none;\" src=\"http:\/\/farm8.staticflickr.com\/7392\/10860626456_0c840c3fc1_z.jpg\" alt=\"Easement Exhibit Context\"><\/a>\r\n<p>\r\nThis project will<!--more--> replace an existing 54-inch gravity sewer main to\r\nthe current plant, as well as the plant&#8217;s existing influent pump\r\nstation&mdash;both of which are highly prone to severe inflow and\r\nflooding from the Withlacoochee River during heavy rain events. The\r\nproject is also expected to remove over 50 percent of sewer flow\r\nfrom Meadowbrook sewer trunk line.\r\n<\/p>\r\n<p>\r\nThe 1.4 percent, 20-year GEFA loan of $36,781,448 will allow the\r\ncity to pay for and begin the project construction immediately. The\r\ncity will retire the loan with SPLOST VII revenue, which comes in\r\none month at a time over the next six years&mdash;January 2014\r\nthrough December 2019.\r\n<\/p>\r\n<p>\r\n&ldquo;The City of Valdosta proactively accelerated this necessary\r\nwastewater treatment project by timing the application for the GEFA\r\nloan with the SPLOST referendum, shaving several years off the\r\nproject timeline,&rdquo; said Utilities Director Henry Hicks.\r\n&ldquo;We have the project designed and ready to bid as we planned,\r\nand we&#8217;re pleased the timelines all came together.&rdquo;\r\n<\/p>\r\n<p style=\"text-align:center;font-size:80%\">\r\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/10860733884\/sizes\/z\/\" title=\"Easement Exhibit WWTP\">\r\n<img decoding=\"async\" style=\"border:none;\" src=\"http:\/\/farm8.staticflickr.com\/7444\/10860733884_e9a1762d25_z.jpg\" alt=\"Easement Exhibit WWTP\"><\/a>\r\n<p>\r\nOn August 9, 2012, immediately after the city&#8217;s final claims appeal\r\nto the Federal Emergency Management Agency (FEMA) for the relocation\r\nof the Withlacoochee Wastewater Treatment Plant was denied, the\r\nValdosta City Council authorized the contract services for design\r\nwith Parsons and also applied for the GEFA loan for the construction\r\nof this project. Construction is expected to commence in the spring\r\nof 2014.\r\n<\/p>\r\n<p>\r\n&ldquo;We are grateful to the GEFA for providing the City of\r\nValdosta with this loan at a great interest rate for this important\r\nproject,&rdquo; said Mayor John Gayle. &ldquo;Their financial\r\nresources and continued faith in our ability to repay the loan in\r\nfull and on time is the reason that the city will be able to\r\ncomplete this project in a timely manner. We certainly recognize the\r\nimportance of this financing tool and this project.&rdquo;\r\n<\/p>\r\n<p>\r\nGEFA, headquartered in Atlanta, Ga., is the lead agency for state\r\nenergy programs; directs the Georgia Land Conservation Program and\r\nmaintains state-owned fuel storage tanks; and offers financing for\r\nreservoir and water supply, water quality, stormwater and solid\r\nwaste infrastructure.
