(DEF) that\r\nmaintains customer base rates through 2018, terminates plans for\r\nDEF&#8217;s Levy County nuclear units 1 &#038; 2, and promotes community growth\r\nthrough economic development tariffs.\r\n<\/p>\r\n<p>\r\n&ldquo;This Agreement benefits both residential and business\r\ncustomers and will help grow the local economy,&rdquo; said PSC\r\nChairman Ronald A. Bris\u00c3 . &ldquo;I am pleased that Florida&#8217;s Public\r\nCounsel, White Springs Agriculture Chemicals, Inc., Florida\r\nIndustrial Power Users Group, Florida Retail Federation, and DEF\r\nagreed on difficult issues that provide long-term stability in the\r\npublic&#8217;s interest.&rdquo;\r\n<\/p>\r\n<p>\r\nCommissioner Eduardo E. Balbis, who voted against the decision,\r\nstated, &ldquo;We have another viable option that is already in\r\nplace. Additionally, there are several critical unanswered questions\r\nthat warrant additional review.&rdquo;\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.nrc.gov\/info-finder\/reactor\/cr3.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.nrc.gov\/info-finder\/reactor\/cr.jpg\"><\/a>\r\nWhile the revised Agreement supersedes DEF&#8217;s current agreement,\r\napproved last year, customer refunds contained in the 2012 agreement\r\nremain, including $129 million this year, $139 million in 2014, $50\r\nmillion in 2015, and $70 million in 2016. Customers will also\r\nreceive a total refund of $835 million from insurance proceeds for\r\nDEF&#8217;s retired Crystal River 3 (CR3) nuclear plant by the end of\r\n2014.\r\n<\/p>\r\n<p>\r\nWhen an asset (such as a plant) is retired, the company has a right,\r\nby law, to recover the remaining costs from its customers. Under the\r\nrevised Agreement, recoverable costs for CR3 will be capped at $1.4\r\nbillion, with the company&#8217;s stockholders covering the first $295\r\nmillion and long repayment schedules also lowering costs to\r\ncustomers. DEF will continue to collect fixed amounts, with no\r\nincremental bill impact, for costs associated with its discontinued\r\nLevy plant until approximately 2017.\r\n<\/p>\r\n<p>\r\nSince 2010, the PSC has opened several separate dockets to\r\ncontinually analyze and review the company&#8217;s actions; PSC staff has\r\nreviewed hundreds of thousands of pages of filings, from DEF, its\r\ncontractors, and other parties; conducted numerous, extensive\r\ndepositions; requested answers to hundreds of discovery questions;\r\nand Commissioners have presided over eight hearings and status\r\nconferences, where the company and expert witnesses provided\r\ntestimony and evidence.
