The Sierra Club, which opposes the plant, had asked<br \/>\ncommissioners to reject the spending by the subsidiary of<br \/>\nAtlanta-based Southern Co.\n<\/p>\n<p>\nCommissioners had planned to put off reviewing spending until the<br \/>\nKemper plant was finished, but agreed in a settlement with<br \/>\nMississippi Power to examine some costs earlier. Yesterday&#8217;s action<br \/>\nsets the hearing for May 2014. That was supposed to be the month<br \/>\nwhen the plant goes into commercial operation, but the company<br \/>\nrecently announced it wouldn&#8217;t meet that deadline. If the PSC<br \/>\nrejects some of the spending as imprudent, it could add to the $1<br \/>\nbillion in costs that shareholders have already agreed to absorb.\n<\/p>\n<p>\nTuesday&#8217;s order says the commission will assume spending was wise,<br \/>\nbut said the company must say more about how it managed spending.<br \/>\nRegulators also want information on the differences between original<br \/>\ncost estimates and current forecasts. The project, including a mine<br \/>\nand pipelines, is more than $1.5 billion over budget from original<br \/>\nestimates.\n<\/p>\n<\/blockquote>\n<p>\nWhat does this mean?<\/p>\n<blockquote>\n<p>\n<a href=\"http:\/\/www.psc.state.ms.us\/Commissioners\/northern\/northern.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.psc.state.ms.us\/Commissioners\/northern\/images\/commissioner\/presley.jpg\"><\/a><br \/>\nNorthern District Commissioner Brandon Presley, a Democrat, said the<br \/>\norder raises the burden of proof on Mississippi Power.\n<\/p>\n<p>\n&ldquo;They&#8217;ve got to prove that the decisions they made were<br \/>\ndecisions an economical, efficient, well-managed utility would<br \/>\nmake,&rdquo; said Presley, a Kemper opponent.\n<\/p>\n<\/blockquote>\n<p>\nAnd what does that mean?<\/p>\n<blockquote>\n<p>\n&ldquo;Prudency governs a public utility&#8217;s continuation of an<br \/>\ninvestment as well as its decision to enter into that investment &#8230;<br \/>\nand requires the utility to respond prudently to changing<br \/>\ncircumstance or new challenges that arise as the project<br \/>\nprogresses,&rdquo; the commission wrote, quoting a 1991 order from<br \/>\nLouisiana.\n<\/p>\n<p>\n<a href=\"https:\/\/www.facebook.com\/MSSierraClub\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"https:\/\/fbcdn-profile-a.akamaihd.net\/hprofile-ak-ash3\/601422_396607890437268_712685170_n.jpg\"><\/a><br \/>\nSierra Club lawyer Robert Wiygul said the commission needs to<br \/>\nscrutinize decision-making during construction.\n<\/p>\n<p>\n&ldquo;Prudence is not just in the initial phases and authorization<br \/>\nof the project, but throughout,&rdquo; he said.\n<\/p>\n<\/blockquote>\n<p>Meanwhile, Mississippi Power President Ed Holland<br \/>\njust wrote the epitaph for coal:<\/p>\n<blockquote>\n<p><a href=\"http:\/\/www.mississippipower.com\/about\/leadership.asp\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.mississippipower.com\/about\/images\/ed-holland.jpg\"><\/a><br \/>\n&ldquo;We think that the Kemper technology, what is being done in<br \/>\nMississippi, is the future of coal,&rdquo; Holland said.\n<\/p>\n<\/blockquote>\n<p>\nSo, as we suspected, coal has no future.<br \/>\nJust like Plant Vogtle and nuclear power.<\/p>\n<p>\nAnd if GA PSC can&#8217;t or won&#8217;t hold Spectra Energy accountable<br \/>\nfor that destructive and unnecessary pipeline it wants to gash<br \/>\nthrough Georgia,<br \/>\n<a href=\"http:\/\/spectrabusters.org\/2013\/11\/03\/florida-psc-tentatively-approved-pipeline\/\">FL PSC can<\/a>.<\/p>\n<p>\n -jsq<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Maybe Georgia PSC could do about Georgia Power&#8217;s nuclear Plant Vogtle what Mississippi PSC did about Mississippi Power&#8217;s Kemper Coal: hold their parent Southern Company accountable for cost overruns.
