Open Houses are sponsored by the Company, and\r\nScoping Meetings are sponsored by FERC (see discussion below for\r\ninformation on Scoping Meetings). As part of the Company&#8217;s community\r\noutreach program in Commission&#8217;s pre-filing process, the Company\r\nwill hold Open Houses in the vicinity of the proposed project area\r\nto share information about its project with the public.\r\n<\/p>\r\n<p>\r\nThe Commission frequently sends staff to attend open houses during\r\npre-filing to answer questions, discuss the FERC&#8217;s pre-filing\r\nprocess, and invite stakeholders\/public to participate in the\r\nenvironmental and certificate application proceedings. An important\r\ncomponent of the NEPA review of projects involves public input early\r\nin the process.\r\n<\/p>\r\n<p>\r\nThe goal of the Commission&#8217;s pre-filing process is to notify all\r\nproject stakeholders, including potentially affected property\r\nowners, so that Company and the Commission Staff can provide a forum\r\nto hear the issues relevant to those stakeholders. The Company may\r\nthen incorporate proposed mitigation measures into the project\r\ndesign from comments received from stakeholders.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nAnd here&#8217;s\r\n<a href=\"http:\/\/www.ferc.gov\/help\/faqs\/prefiling.asp\">\r\nFERC&#8217;s definition of Scoping Meetings<\/a>:\r\n<blockquote>\r\n<p>\r\nScoping meetings, which are sponsored by FERC, are utilized by staff\r\nto identify relevant issues of major Certificate projects, pursuant\r\nto NEPA. Scoping is the process of defining and refining the scope\r\nof a environmental impact statement (EIS) or environmental\r\nassessment (EA) and the alternatives to be investigated. The scoping\r\nprocess is one of the opportunities for public involvement. Affected\r\nproperty owners and other stakeholders can provide detailed comments\r\nabout issues pertaining to their properties. For example,\r\nstakeholders can provide information on sensitive environmental\r\nfeatures in the project area; suggest alternatives to be evaluated;\r\nor help identify construction constraints.\r\n<\/p>\r\n<p>\r\nFERC staff may hold public scoping meetings in the project area for\r\nmajor projects that typically require an EIS or EA. The scoping\r\nmeetings are typically held during the Commission&#8217;s pre-filing\r\nprocess, but may be held after the application is officially filed\r\nwith the Commission.\r\n<\/p>\r\n<p>\r\nFERC scoping meetings are open to the general public and are\r\nstructured for people to make statements to the FERC staff about the\r\nproject. FERC staff describes the environmental review process with\r\nmembers of the public, provides relevant information, and answers\r\nprocedural questions. The Company is present and typically gives a\r\nsummary of its project and is available before and after the formal\r\npart of the meeting for questions and answers. One of the main\r\npurposes of a formal scoping meeting is so the members of the public\r\nget an opportunity to speak their concerns. Comments on the proposed\r\nproject may be submitted in written form or made verbally during the\r\ncourse of the scoping meeting. The scoping meetings are recorded by\r\na stenographer and will become part of the formal record of the\r\nCommission proceeding on the project. Scoping meeting transcripts\r\nare accessible and placed in the record through the Commission&#8217;s\r\neLibrary system, in the docket number assigned to the proceeding.\r\n<\/p>\r\n<p>\r\nInformation gathered at scoping meetings during pre-filing help the\r\nCompany prepare environmental mitigation measures to present in its\r\nenvironmental resource reports filed with the Commission in its\r\nCertificate Application. In return, this information provides FERC\r\nstaff with the resources needed to publish a more complete\r\nenvironmental document for public review.
