\r\nWhat costs\r\n\r\nless than a latte or a slice of pizza<\/a>?\r\n\r\n<\/a>\r\nA day’s electricity from Florida Power and Light, according to\r\n\r\nFPL VP Pam Rauch<\/a> who also is NextEraEnergy VP and President of yet\r\nanother pipeline company shell that wants to pull a 100 foot gas pipeline through\r\nGeorgia for the benefit of Florida.\r\n

\r\nStill more\r\n\r\nnames in the pipeline shell game<\/a>:\r\nPamela Rauch who filed FP14-2 for\r\n\r\nFlorida Southeast Connection LLC (FSC)<\/a>,\r\nis\r\n\r\nVice President, Development and\r\nExternal Affairs for NextEraEnergy<\/a>\r\nand\r\n\r\nVice President of External Affairs for Florida Power & Light\r\nCompany (FPL) in January since 2008<\/a>;\r\non her\r\n\r\n<\/a>\r\n\r\nLinkedIn profile<\/a>\r\nshe has the NextEra logo next to the FPL name.\r\nHere’s a nice picture of her\r\n\r\n\r\nmaking a case for an FPL rate increase<\/a> for, among other things,\r\n

\r\n<\/a>\r\n“our ability to finance the billions of dollars in improvements that keep reliability high and bills low, and that create thousands of jobs for you and your neighbors.”\r\n<\/blockquote>\r\n

\r\nThose would include\r\n\r\n“modernizations” as Spectra rep Andrea Grover put it in Moultrie<\/a> like\r\nclosing coal plants and building\r\nthis\r\n\r\npipeline through Georgia<\/a>\r\nby Spectra Energy, a company with\r\n\r\na corrosive-record of property damage<\/a>\r\nand\r\n\r\nPCB-spilling environmental damaga<\/a>\r\nfor neighbors like hers in Florida.\r\nWe could have more jobs for people right here through rooftop solar, and we’d get energy, reduced bills, and no risk of PCB or other spills.\r\n<\/p>\r\n

\r\nWhat do you think about this,\r\nneighbors in Georgia<\/a>?\r\nMaybe you’d like to get the Lowndes County Commission to get Spectra and maybe FSC to\r\n\r\ncome explain themselves<\/a>?\r\n

\r\nThank you for your letter, filed\r\nOctober 4, 2013, requesting use of the Federal Energy Regulatory\r\nCommission\u2019s (FERC or Commission) pre-filing review process for\r\nFlorida Southeast Connection\u2019s (FSC) planned Florida Southeast\r\nConnection Project. We believe that beginning the Commission\u2019s\r\nreview of this proposal prior to the receipt of your application will\r\ngreatly improve our ability to identify issues early and address them\r\nin our environmental document. <\/FONT>\r\n<\/P>\r\n

\r\n
\r\n<\/P>\r\n

<\/A>\r\n\tAs described in your letter,\r\nFSC plans to construct approximately 77 miles of 36-inch-diameter\r\npipeline and 49 miles of 30-inch-diameter pipeline in Osceola,\r\nOkeechobee, Polk, St. Lucie, and Martin Counties, Florida. The\r\nproject, to be constructed in two phases, would ultimately provide\r\n600,000 dekatherms per day of firm natural gas transportation by May\r\n1, 2017. <\/FONT>\r\n<\/P>\r\n


\r\n<\/P>\r\n

\r\nAs discussed in your letter, the\r\nproject is part of a larger development to be constructed by Sabal\r\nTrail Transmission, LLC (Sabal Trail) and Transcontinental Pipe Line\r\nCompany (Transco). The Sabal Trail- and Transco-sponsored projects\r\nare requesting separate pre-filing reviews. However, you have\r\nindicated that these three projects are connected actions and, as\r\nsuch, my staff will perform a single environmental review of these\r\nprojects and will prepare one environmental impact statement that\r\naddresses all three projects. <\/FONT>\r\n<\/P>\r\n

\r\n<\/P>\r\n

\r\nYour letter also stated that FSC\r\nintends to file an application in August 2014. When FSC files its\r\napplication with the Commission, we will evaluate the progress made\r\nduring the pre-filing process, based in part on our success in\r\nresolving the issues raised during scoping. Once we determine that\r\nyour application is ready for processing, we will establish a\r\nschedule for completion of the environmental impact statement and for\r\nthe issuance of all other federal authorizations. <\/FONT>\r\n<\/P>\r\n

\r\nMy staff has reviewed the\r\nproposals submitted for the selection of one third-party contractor\r\nto assist us in preparing the National Environmental Policy Act\r\ndocumentation required for the Sabal Trail, Transco, and FSC\r\nprojects. We have selected Merjent, Inc. (Merjent) as the\r\nthird-party contractor to work under the direct supervision and\r\ncontrol of the Commission staff for all three projects. I request\r\nthat you, Sabal Trail and Transco proceed with executing a contract\r\nwith Merjent so work may begin as soon as possible. <\/FONT>\r\n<\/P>\r\n
