\tThank\r\nyou for your letter, filed October 4, 2013, requesting use of the\r\nFederal Energy Regulatory Commission\u2019s (FERC or Commission)\r\npre-filing review process for Sabal Trail Transmission, LLC\u2019s\r\n(Sabal Trail) planned Sabal Trail Project (Project). We believe that\r\nbeginning the Commission\u2019s review of this proposal prior to the\r\nreceipt of your application will greatly improve our ability to\r\nidentify issues early and address them in our environmental document.\r\n<\/FONT>\r\n<\/P>\r\n

\r\n<\/P>\r\n

\tAs\r\nstated in your letter, Sabal Trail plans to: lease mainline capacity\r\nfrom the Transcontinental Gas Pipe Line Company, LLC (Transco);\r\nconstruct and operate approximately 474 miles of new 36-inch-diameter\r\nnatural gas transmission pipeline and associated facilities in\r\nAlabama, Georgia and Florida; construct and operate five new\r\ncompressor stations; and modify two existing compressor stations. \r\nThese facilities would create a new natural gas transmission pipeline\r\nsystem that would be capable of transporting approximately 1,100,000\r\ndekatherms per day of natural gas to Florida. <\/FONT>\r\n<\/P>\r\n


\r\n<\/P>\r\n

\r\nAs described in your letter, the\r\nProject is part of a larger development to be constructed by Sabal\r\nTrail, Transco, and Florida Southeast Connection, LLC (FSC). The\r\nTransco- and FSC-sponsored projects are requesting separate\r\npre-filing reviews. However, you have indicated that these three\r\nprojects are connected actions and, as such, my staff will perform a\r\nsingle environmental review of these projects and will prepare one\r\nenvironmental impact statement that addresses all three projects. \r\n <\/FONT>\r\n<\/P>\r\n

\r\nYour letter also indicated that\r\nSabal Trail intends to file an application in October 2014. When\r\nSabal Trail files its application with the Commission, we will\r\nevaluate the progress made during the pre-filing process, based in\r\npart on our success in resolving the issues raised during scoping. \r\nOnce we determine that your application is ready for processing, we\r\nwill establish a schedule for completion of the environmental impact\r\nstatement and for the issuance of all other federal authorizations. <\/FONT>\r\n<\/P>\r\n
