Sewer, ~ \r\n12 acres \r\n<p style=\"font-style: normal\">\r\nThere&#8217;s a problem with the fence related to the requirement the Planning\r\nCommission recommended for it.\r\nCounty Planner said County Engineer Mike Fletcher rode out to look at it and\r\n<blockquote>\r\n&#8230;we need to modify the language and the location of that fence because\r\nit&#8217;s not going to work in relation to the detention pond that&#8217;s out there.\r\n<\/blockquote>\r\n<p style=\"font-style: normal\">\r\nNobody from the public spoke for or against.\r\nCommissioner Richard Raines asked if the developer was willing\r\nto do what the Planning Commission recommended about the fence.\r\nCounty Planner Jason Davenport said mostly, and went into some\r\ndetails, including regarding the detention pond.\r\nRaines wanted to know why the Planning Commission made the request.\r\nDavenport noted Planning Commissioner Jody Hall made the motion\r\nand was in the audience.\r\nNobody asked him why he did it.\r\n<p style=\"font-style: normal\">\r\nCommissioner Crawford Powell asked if there was a need for verbiage\r\nin the motion to let staff negotiate about the fence.\r\nPlanner Davenport said staff were flexible since the Planning Commission,\r\nnot staff,\r\nadded that fence condition.\r\n<p style=\"font-style: normal\">\r\nCommissioner John Page made a motion to approve with no conditions.\r\nSeconded by Commissioner Demarcus Marshall.\r\nUnanimous.\r\nSo it seems county staff overruled the Planning Commission.\r\n<p style=\"font-style: normal\">\r\nSee \r\nalso in \r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/videos-splost-vii-open-up-prisoners-water-roads-and-costs-lcc-2013-07-23.html#Barrington\">\r\nthe 23 July 2013 meeting<\/a>.\r\nThis time they&#8217;re making water and sewer changes to its plan,\r\npresumably so in a later meeting they can then accept it into the\r\ncounty&#8217;s road, water, and sewer infrastructure so the county can\r\nstart paying the price of sprawl.\r\n<\/p>\r\n<li>\r\n<a name=\"REZ-2013-13\"><\/a>\r\n<a name=\"Lester\"><\/a>\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=zp0pTpCF0os&#038;list=PLshUv86fYkiHmRoja4vWnv7-UAKFIxXH6&#038;index=6\">\r\nREZ-2013-13 LCBOC on Behalf of the Lester Family Trust<\/a>\r\n-Doug Lester Whitewater Road, I-75, \r\nWilliams Road, and Belotville Road various to E-A (existing C-H to remain C-H), ~868 acres \r\n<p style=\"font-style: normal\">\r\nNobody spoke for or against.\r\nUnanimous approval for a family to rezone back to agricultural.\r\nAnd former Commissioner Richard Lee wasn&#8217;t there to utter his famous\r\ncry of &#8220;you want to go <em>backwards<\/em>?&#8221;\r\n<\/p>\r\n<li>\r\n<a name=\"REZ-2013-14\"><\/a>\r\n<a name=\"Fletcher\"><\/a>\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=_m7P26j0UzQ&#038;list=PLshUv86fYkiHmRoja4vWnv7-UAKFIxXH6\">\r\nREZ-2013-14 Claude G and Kelly H Fletcher<\/a>, New Statenville Hwy. E-A &#038; C-C to R-A, Well &#038; \r\nSeptic, 3.26 acres \r\n<p style=\"font-style: normal\">\r\nNobody spoke for or against.\r\nUnanimous approval.\r\n<\/p>\r\n<\/ol>\r\n<li>\r\nFor Consideration \r\n<ol style=\"list-style-type: lower-alpha\">\r\n<li>\r\n<a name=\"Vice Chairmanship\"><\/a>\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=hGYdMpvjKcc&#038;list=PLshUv86fYkiFC-uoNiaGbJ0PujM27-YNh&#038;index=5\">\r\nVice Chairmanship <\/a>\r\n<p style=\"font-style: normal\">\r\nCommissioner John Page moved to rotate every 8 months\r\nuntil the next election,\r\nstarting with Richard Raines.\r\nFor much more discussion and some legal handwaving\r\nfrom\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/09\/no-contract-and-no-bids-for-county-attorney-yet-20-raise-to-300000.html\">\r\nthe alleged county attorney<\/a>,\r\nsee\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/rotating-vice-chairmanship-lcc-2013-10-07.html#Vice%20Chairmanship\">\r\nthe previous morning&#8217;s Work Session<\/a>.\r\n<\/p>\r\n<li>\r\n<a name=\"Leila Ellis Building\"><\/a>\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=Jn1jRO7Btrw&#038;list=PLshUv86fYkiHmRoja4vWnv7-UAKFIxXH6\">\r\nLeila Ellis Building-Available Space<\/a>\r\n<p style=\"font-style: normal\">\r\nAfter the length discussion\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/rotating-vice-chairmanship-lcc-2013-10-07.html#Leila%20Ellis%20Building\">\r\nat the previous morning&#8217;s Work Session<\/a>,\r\nthis time Chad McCleod had a map of who occupies what part of the main building\r\nand who is in the other buildings,\r\nas well as who wants what space for what price.\r\nThe county&#8217;s going price is 29 cents per square foot per month.\r\nOnly DCA-approved renters can rent.\r\nCounty Manager Joe Pritchard said an eviction clause would be included\r\nin the leases, which implies that there will be leases this time.\r\n<p style=\"font-style: normal\">\r\nCommissioner Demarcus Marshall noted there were actually two more\r\noutfits in there (soup kitchen, shelter)\r\nthan Chad McLeod listed, since the other two were in there under\r\nthe umbrella of some other organizations.\r\nMcLeod said they were cleaning that up.\r\nPritchard said the desire was to have them all consistent as to cost.\r\n<p style=\"font-style: normal\">\r\nCommissioner John Page moved &#8220;to approve the lease as presented by Mr. McCleod\r\nat 29 cents per square foot&#8221;.\r\nCommissioner Crawford Powell then asked\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/09\/no-contract-and-no-bids-for-county-attorney-yet-20-raise-to-300000.html\">\r\nthe alleged county attorney<\/a>\r\nif that was the appropriate motion.\r\nThe alleged said they didn&#8217;t actually have a lease yet.\r\nPage clarified his motion to say that&#8217;s why he&#8217;d only mentioned the price;\r\nby which apparently he meant he only wanted to mention the price.\r\nThey agreed to that change and passed it unanimously, although they\r\nnever read out what the revised motion actually was.\r\nMaybe this is how they start getting into confused accounting:\r\nCommissioners don&#8217;t even know what they&#8217;re voting on.\r\n<li>\r\n<a name=\"GDOT\"><\/a>\r\n<a name=\"Signal\"><\/a>\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=Jn1jRO7Btrw&#038;list=PLshUv86fYkiHmRoja4vWnv7-UAKFIxXH6\">\r\nContract with Georgia Department of Transportation for Traffic Signal at Exit 22<\/a>\r\n<p style=\"font-style: normal\">\r\nIt&#8217;s for a traffic &#8220;stop and go&#8221;
