{"id":6024,"date":"2013-10-14T10:29:15","date_gmt":"2013-10-14T14:29:15","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=6024"},"modified":"2013-10-14T10:32:41","modified_gmt":"2013-10-14T14:32:41","slug":"fourth-extension-on-vogtle-nuclear-loan-guarantee-deadline","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/fourth-extension-on-vogtle-nuclear-loan-guarantee-deadline.html","title":{"rendered":"Fourth extension on Vogtle nuclear loan guarantee deadline"},"content":{"rendered":"<p>\r\nSouthern Company doesn&#8217;t want to pay $17 to $52 million to get an $8.33 billion\r\nfederal loan guarantee.\r\nThat&#8217;s 0.2% to 0.62%.\r\nWhy should we guarantee SO&#8217;s bad bet for pennies down?\r\nLet&#8217;s just call it off!\r\n<\/p>\r\n<p>\r\nRay Henry wrote for AP yesterday,\r\n<a href=\"http:\/\/www.ajc.com\/ap\/ap\/energy\/talks-continue-over-ga-nuclear-plant-loans\/nbMzR\/\">\r\nTalks continue over Ga. nuclear plant loans<\/a>,\r\n<blockquote>\r\n<p>\r\n<a href=\"http:\/\/www.americanprogress.org\/issues\/green\/report\/2010\/03\/08\/7400\/protecting-taxpayers-from-a-financial-meltdown\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:400px\" src=\"http:\/\/www.americanprogress.org\/wp-content\/uploads\/issues\/2010\/03\/img\/nuclear_graphic.gif\"><\/a>\r\nThree years after the U.S. government promised $8.3 billion in\r\nlending for a nuclear plant in Georgia, Southern Co. and its\r\npartners have not sealed a deal.\r\n<\/p>\r\n<p>\r\nPresident Barack Obama&#8217;s administration recently agreed to a fourth\r\nextension of the deadline for finalizing lending agreements between\r\nSouthern Co. subsidiary Georgia Power and the other owners of the\r\nnuclear plant now under construction. Congress authorized the\r\nfunding in 2005 to revive a nuclear industry that at the time\r\nexpected growth.\r\n<\/p>\r\n<p>\r\nFew utilities secured even a preliminary agreement, mostly because\r\npower companies dropped plans to build nuclear plants. The Great\r\nRecession trimmed the demand for energy, and plummeting natural gas\r\nprices made it cheaper to build gas-fired plants. The slumping\r\neconomy also pushed interest rates to historic lows, reducing\r\nborrowing costs and undercutting the need for subsidized lending.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nAll that and\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/entergy-shutting-down-vermont-yankee-nuke-tenth-down-or-never-to-be-built-in-past-year.html\">\r\nten nukes have been closed or cancelled in the past year<\/a>.\r\nEven France&#8217;s EDF <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/edf-exits-nuclear-focuses-on-solar-and-wind.html\">\r\nhas exited nukes in the U.S. and has already built more U.S. solar and wind power<\/a>\r\nthan SO&#8217;s new Plant Vogtle nukes would produce.\r\n<p>\r\nSouthern Company now claims this federal loan guarantee isn&#8217;t necessary:<!--more-->\r\n<blockquote>\r\n<p>\r\n<a href=\"http:\/\/www.linkedin.com\/profile\/view?id=2855956&#038;authType=NAME_SEARCH&#038;authToken=-Z6J&#038;locale=en_US&#038;srchid=1141201381760223415&#038;srchindex=1&#038;srchtotal=1&#038;trk=vsrp_people_res_name&#038;trkInfo=VSRPsearchId%3A1141201381760223415%2CVSRPtargetId%3A2855956%2CVSRPcmpt%3Aprimary\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/m.c.lnkd.licdn.com\/mpr\/mpr\/shrink_200_200\/p\/3\/000\/0f5\/3c8\/320a288.jpg\"><\/a>\r\nSouthern Co. is still pursuing the loans, though company officials\r\nsay they are not needed to finish the project. The company was able\r\nto privately borrow $4.3 billion last year at an average interest\r\nrate of less than 3 percent, Southern Co. spokesman Tim Leljedal\r\nsaid in a statement.\r\n<\/p>\r\n<p>\r\n&#8220;We are committed to financing options that will serve the best\r\ninterests of our customers, and&mdash;as long as the terms and\r\nconditions of DOE loan guarantees serve those interests&mdash;we\r\nwill continue to pursue that option,&#8221; he said.\r\n<\/p>\r\n<p>\r\nNegotiations to win federal financing for a proposed nuclear plant\r\nin Maryland fell apart. SCANA Corp. and Santee Cooper applied for\r\nloan guarantees to build a nuclear plant in South Carolina, but\r\nneither company views the funding as essential.\r\n<\/p>\r\n<p>\r\n&#8220;Can the company benefit from the program? In our view, yes,&#8221; said\r\nDimitri Nikas, an analyst who studies regulated utilities for the\r\nStandard and Poor&#8217;s credit rating agency. &#8220;Is it absolutely\r\ncritical? Probably not.&#8221;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nIt seems to be Southern Company who&#8217;s dragging out the negotiations,\r\nbecause it doesn&#8217;t want to pay a few million in fees to get the guarantee.\r\nOK, so let&#8217;s stop offering it!\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/pull-out-your-phone-macgyver-and-take-a-picture-of-cars-powered-by-rooftop-solar.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/c1cleantechnicacom.wpengine.netdna-cdn.com\/files\/2011\/06\/solar-power-growing-e1307699928440.png\"><\/a>\r\nAbout the only reason to continue this loan farce is\r\nthat plus\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/09\/ga-psc-abdicates-cost-oversight-for-new-nukes-at-plant-vogtle.html\">\r\nGA PSC&#8217;s irresponsibility in abdicating cost overrun oversight<\/a>\r\nis\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/09\/nuke-overruns-already-causing-distributed-solar-in-south-georgia.html\">\r\nactively pushing people towards distributed solar power<\/a>.\r\nStill, it&#8217;s time to stop\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/nuclear-power-like-burning-20-bills-to-generate-electricity-bill-mckibben.html\">\r\nburning $20 bills to make electricity<\/a>\r\nwhen we can get it\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/pull-out-your-phone-macgyver-and-take-a-picture-of-cars-powered-by-rooftop-solar.html\">\r\nmuch more inexpensively from the sun<\/a>.\r\n<p>\r\nIf you&#8217;re tired of this, you can\r\n<a href=\"http:\/\/org2.salsalabs.com\/o\/5502\/p\/dia\/action\/public\/?action_KEY=9662\">\r\nask DoE Secretary Ernest Moniz to revoke that loan<\/a>.\r\n<\/p>\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"Southern Company doesn&#8217;t want to pay $17 to $52 million to get an $8.33 billion federal loan guarantee.
