RPS&#8217;s have been established in some form in 30 states and generally require a utility to produce an increasing percentage of the electricity they sell from renewable sources. Wind energy has been a particular beneficiary of state RPS laws and has also helped lower the overall cost of electricity in many of those states.<\/p>\n<p>Groups like the American Legislative Exchange Council (ALEC) are a clear and present threat to state RPS laws. ALEC describes itself as a nonprofit group that \u201cworks to advance the fundamental principles of free-market enterprise, limited government, and federalism at the state level&#8230;.\u201d23 ALEC&#8217;s modus operandi is to provide state lawmakers with \u201cmodel legislation\u201d that will carry out the goals of its corporate members.<\/p>\n<p>They have had significant success with several initiatives. One high-profile example is the \u201cstand your ground\u201d law\u2009\u2014\u2009ALEC-authored legislation that was implemented nearly word-for-word across several states.<\/p>\n<\/blockquote>\n<p>Let&#8217;s not forget <a href=\"\/blog\/2011\/04\/georgia-first-to-copy-arizona-anti-immigrant-bill.html\"> Georgia&#8217;s HB 87 &#8220;anti-immigration&#8221; law,<\/a> based on a model bill that ALEC-affiliated legislators proposed in at least 24 states. <a href=\"http:\/\/www.l-a-k-e.org\/topics\/incarceration\/protest\/\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b0167690206a9970b\" src=\"http:\/\/www.l-a-k-e.org\/topics\/incarceration\/protest\/tiny\/micon.png\"    \/><\/a> A law that actually creates new misdemeanors and felonies <a href=\"\/blog\/2011\/04\/private-prisons-and-az-style-anti-immigrant-bills-in-georgia.html\"> that feed the private prison industry,<\/a> such as Corrections Corporation of America (CCA), which <a href=\"http:\/\/www.l-a-k-e.org\/topics\/incarceration\/protest\/\"> tried to build a private prison in Lowndes County, Georgia.<\/a><\/p>\n<p>ALEC is also pushing a <a href=\"\/blog\/2012\/03\/alec-trayvon-martin-ccas-private-prisons-and-charter-schools.html\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b0167690206ad970b\" src=\"\/blog\/images\/6a0120a58214e4970b0167690206ad970b-pi.jpg\"    \/><\/a> <a href=\"\/blog\/2012\/03\/alec-trayvon-martin-ccas-private-prisons-and-charter-schools.html\"> charter school law<\/a> that the Georgia legislature passed that put a referendum on November&#8217;s ballot to authorize Atlanta overriding local school boards. Privatizing schools would do no more to improve education than privatizing prisons has done to improve incarceration. It&#8217;s all about fiddling laws for the profit of ALEC&#8217;s cronies.<\/p>\n<blockquote>\n<p>Today, ALEC is in the <a href=\"\/blog\/2012\/05\/georgia-power-nuclear-buggy-whip-manufacturer.html\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b016306155d37970d\" src=\"\/blog\/images\/6a0120a58214e4970b016306155d37970d-pi.png\"   width=\"50%\"  \/><\/a> process of approving anti-RPS language to send to willing sponsors in state Houses across the nation.<\/p>\n<\/blockquote>\n<p>Here&#8217;s the gist of the whole thing:<\/p>\n<blockquote>It is a testament to the success and rapid growth of clean-energy resources that they are now regarded as enough of a threat to draw fire from some of the largest, most powerful corporations on the planet.<\/blockquote>\n<p>Those would be the corporations that are making historic record profits by\n\n<!--more-->\nspewing fossil fuel smoke into our air and by fracking pollutants into our groundwater.<a href=\"\/blog\/2012\/04\/alec-bills-to-ditch-renewable-energy-and-the-southern-company.html\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b0167690206b3970b\" src=\"\/blog\/images\/6a0120a58214e4970b0167690206b3970b-pi.jpg\"    \/><\/a> Yes, they are a tad miffed to see Moore&#8217;s Law lofting solar over their heads and wind now competitive on price with nuclear, coal, and gas. And they probably don&#8217;t like their money trail being exposed.<\/p>\n<p>Sierra Club has succeeded in annoying Institute for Energy Research (IER), which issued <a href=\"http:\/\/www.instituteforenergyresearch.org\/2012\/08\/02\/fact-check-sloppy-scholarship-outright-lies-in-sierra-club-report\/\"> a weak three-point rebuttal,<\/a> the first point of which confuses &#8220;vested economic interests that fund their operations and predetermine their conclusions&#8221; with &#8220;government sources&#8221;. Maybe IER has a reading comprehension problem? The point is that regulatory capture by big oil and big gas and big nuclear is not a free market. IER&#8217;s &#8220;rebuttal&#8221; doesn&#8217;t actually rebut any of the main assertions in Sierra Club&#8217;s report, for example, IER doesn&#8217;t deny <a href=\"http:\/\/sourcewatch.org\/index.php?title=Institute_for_Energy_Research\"> its ties to ALEC.<\/a><\/p>\n<p><a href=\"\/blog\/2012\/05\/georgia-power-nuclear-buggy-whip-manufacturer.html\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b01676883fc9c970b\" src=\"\/blog\/images\/6a0120a58214e4970b01676883fc9c970b-pi.gif\"    \/><\/a>  Who else has ties to ALEC? Apparently <a href=\"\/blog\/2012\/04\/alec-bills-to-ditch-renewable-energy-and-the-southern-company.html\"> Southern Company,<\/a> largest electric utility in the country and sixth largest in the world.<\/p>\n<p>Certainly few companies have worked as hard to <em>prevent<\/em> renewable energy throughout the southeast as Southern Company has, while actively promoting <a href=\"\/blog\/2012\/07\/why-energy-matters-to-you-thomas-a-fanning.html\"> bet-the-farm nuclear, &#8220;21st century coal&#8221;, and natural gas through fracking.<\/a> Notice how that big southeast gap in the map of renewable energy standards surrounds Southern Company&#8217;s service territory. That could be coincidence, but continued efforts by Southern Company and its child corporation Georgia Power to stymie renewable energy indicate the lack of REPs hereabouts is not coincidental.<\/p>\n<p><a href=\"\/blog\/2012\/07\/i-want-you-to-dump-alec.html\"> <img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b01676863bacb970b\" src=\"\/blog\/images\/6a0120a58214e4970b01676863bacb970b-pi.jpg\"    \/><\/a> You can help Sierra Club expose ALEC and its cronies. And you can help convince corporations to dump ALEC, <a href=\"salsa.democracyinaction.org\/o\/632\/p\/dia\/action\/public\/?action_KEY=10002\"> by signing one of many petitions,<\/a> or by writing directly to affiliated corporations, <a href=\"\/blog\/2012\/07\/i-want-you-to-dump-alec.html\"> such as Southern Company.<\/a><\/p>\n<p>-jsq<\/p>\n","protected":false},"excerpt":{"rendered":"Sierra Club has dug up the money trail connecting fossil fuel companies funding with current legislative attempts to block renewable energy such as solar and wind.
