\r\nSo\r\n\r\n“the pipe will be monitored 24\/7”<\/a>?\r\nThat’s not Spectra’s actual practice, according to an employee\r\nand according to a federal fine.\r\n

\r\n\r\n<\/a>\r\nA Spectra Energy employee acknowledged to federal inspectors that\r\nthe company never conducted key tests for corrosion on a natural gas\r\npipeline that was already operating at excess capacity, according to\r\ndocuments recently obtained by NaturalGasWatch.org.\r\n<\/p>\r\n<\/blockquote>\r\n

\r\nAdditionally, according to another May 2, 2013 letter sent under\r\nseparate cover from (PHMSA) to Holeman, Spectra failed to install\r\nequipment to monitor whether or not the natural gas pipeline in\r\nquestion was being affected by corrosion and could not produce any\r\nrecords indicating that the pipeline had, in fact, ever been tested\r\nfor corrosion or that the pipeline was even structurally sound.\r\n<\/p>\r\n<\/blockquote>\r\n

\r\nSo that’s what\r\n“the pipe will be monitored 24\/7” means.\r\nGood to know.\r\n

\r\nSee Item 2 in that\r\n\r\nFinal Order<\/a>\r\nwith fines\r\nfrom the\r\nPipeline Hazardous Materials Safety Administration (PHMSA)\r\nto Spectra Energy CEO Gregory L. Ebel:\r\n

\r\nThe Notice alleged that Respondent violated 49 C.F.R. \u00a719 2.475 (b)\r\nby failing, in two instances, to inspect the internal surface of removed\r\nsections of pipe for evidence of corrosion.\r\nSpecifically, the Notice alleged that inspection reports indicated\r\nRespondent failed to\r\ninspect the internal surface of certain pipe sections for evidence of\r\ncorrosion, even though they had been repaired by welding in two full circumference sections of pipe.\r\n

\r\nRespondent did not contest this allegation of violation.\r\nAccordingly, based upon a review of all of the evidence, I find that Respondent violated\r\n49 C.F.R. \u00a7192.475 (b)\r\nby failing, in two instances, to inspect the internal surface of removed\r\nsections of pipe for evidence of corrosion.\r\n<\/blockquote>\r\n
