          1. \r\n\r\nConsideration of an Ordinance to rezone 4.96 acres from Single-Family Residential (R-\r\n6) and (R-10) to Office-Professional (O-P) as requested by UHS Pruitt Corporation \r\n(File No. VA-2013-12).<\/a> The property is located at 1501 North Lee Street. The Greater \r\nLowndes Planning Commission reviewed this request at their August Regular Meeting \r\nand recommended approval (7-0 vote). \r\n

            \r\nSee\r\n\r\nPlanning Commission videos<\/a> for background.\r\nCity Planner Matt Martin presented.\r\nDaniel Anderson with UHS Pruitt and Matt Phelps with Lovell Engineering\r\noffered to answer questions, but there were none.\r\nNobody else wanted to speak for or against.\r\nCouncil Deidra White moved to approve as presented.\r\nSomebody (Tim Carroll?) seconded.\r\nWith no discussion, unanimously approved.\r\n<\/p>\r\n

          2. \r\n\r\nConsideration of an Ordinance for a Conditional Use Permit to allow a Residential Care \r\nFacility in Office-Professional (O-P) zoning as requested by UHS-Pruitt Corporation \r\n(File No. CU-2013-02).<\/a> The property is located at 1501 North Lee Street. The Greater \r\nLowndes Planning Commission reviewed this request at their August Regular Meeting \r\nand recommended approval with five conditions (7-0 vote). \r\n

            \r\nSee\r\n\r\nPlanning Commission videos<\/a> for background.\r\nCity Planner\r\nMatt Martin presented.\r\nThere was a question about the footbridge,\r\nwhich Martin pointed out can be seen on the site plan crossing Two Mile Branch.\r\n(I thought he said One Mile Branch at the\r\n\r\nPlanning Commission<\/a>; if they put their packets online,\r\nthis sort of confusion wouldn’t arise as much.)\r\n

            \r\nCouncil Robert Yost wanted to know how big the facility was.\r\nAnswer: 20 beds if accepted.\r\n<\/p>\r\n

            \r\nDaniel Anderson with UHS Pruitt answered questions.\r\n

            \r\n\r\n\"Tim<\/a>\r\n

            \r\nCouncil Tim Carroll had several about how many million dollars\r\nand how many additional employees.\r\nMaybe about $1.5 million and some unspecified number of new employees.\r\nCarroll said he appreciated the investment in an area of town that needed it.\r\nNobody else wanted to speak for or against.\r\n

            \r\nCouncil Deidra White moved to approve as presented with the five conditions.\r\nSomebody (Tim Carroll?) seconded.\r\nWith no discussion other than clarification of the recommendations,\r\nunanimously approved.\r\n<\/p>\r\n

          3. \r\nBids, Contracts, Agreements and Expenditures \r\n
              \r\n
            1. \r\n\r\nConsideration of bids for the Sidewalk Installation Project on Lamar Street and North \r\nOak Street.<\/a>\r\n\r\n

              \r\nSomeone, presumably\r\n\r\nCity Engineer Patrick Collins<\/a>,\r\nsaid there were various factors (changing market prices, etc.)\r\nthat caused confusion resulting in bids higher than necessary,\r\nso he recommended rejecting the bids and authorizing rebidding.\r\nCouncil Robert Yost moved to reject.\r\nSombody seconded.\r\nUnanimous approval.\r\n<\/p>\r\n
