Martin said the materials he handed out\r\n<a href=\"#HA-2013-01\">\r\nbefore the previous agenda item<\/a> mostly involved an updated\r\nsite plan.\r\nThe new Dollar General is across the street from the existing Dollar General.\r\nIf anybody wants to use the old site, they&#8217;ll have to &#8220;plead their own case&#8221;,\r\nhe said.\r\nThere was a lot more detail that Commissioners could see, but the audience\r\ncould not.\r\n<\/p>\r\n<p style=\"text-align:center;font-size:80%\">\r\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9680414613\/sizes\/z\/\" title=\"Teramore Site Plan\">\r\n<img decoding=\"async\" style=\"border:none;\" src=\"http:\/\/farm3.staticflickr.com\/2887\/9680414613_d165cffaf1_z.jpg\" alt=\"Teramore Site Plan\"><\/a>\r\n<p style=\"font-style:normal\">\r\nHe said the tobacco warehouse currenty was set back three feet from the street,\r\nand applicant proposed 7 feet, but that was less than Hahira standard of 12 feet,\r\nso they were requesting a variance (once again presumably from ZBOA).\r\nSeveral Commissioners had some detail questions.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nMartin discussed parking quite a bit.\r\nHe said nothing about permeable parking surface.\r\nHe did suggest potential landscaping, maybe with a sidewalk.\r\nA Commissioner wanted some clarification on that.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nThere was discussion of Hahira&#8217;s overlays to keep its small town aura\r\n(Hahira <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2009\/10\/hahira-discovers-planning-overlays.html\">discovered overlays back in 2009<\/a>).\r\nMartin noted Dollar General appearance\r\nis not generally like downtown Hahira.\r\nHe was waiting for a drawing, and staff was reluctant to recommend\r\napproval without that drawing and further improvement.\r\nHe said staff did recommend approval anyway.\r\n<p style=\"font-style:normal\">\r\nHe also expressed reservations about the look of the west wall.\r\nPlus blank wall effects on the south wall.\r\nOnce again he said staff recommended approval despite reservations.\r\nAnd so it went.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nCommissioner Franklin Bailey remarked:\r\n<\/p>\r\n<blockquote>\r\n<a name=\"Bailey\"><\/a>\r\nPart of our function is to talk to the community and Council members\r\nand they load you up with stuff and now I&#8217;ve got something different\r\nthan what I came here with, and it&#8217;s tricky.\r\nBut I appreciate the changes and we did talk about that\r\nand I think that will go a long way\r\nBut I would have liked to be a bit more prepared.\r\nI&#8217;m going to have some &#8216;slaining to do when I get back home.\r\nAnd I&#8217;m sure you will, too.\r\n<\/blockquote>\r\n<p style=\"text-align:center;font-size:80%\">\r\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9680415085\/sizes\/m\/\" picture.&#8221;\r\nMaybe, but how are Commissioners to be sure of that?\r\nBy comparing each page line by line?\r\nWhy do staff dump changes on Commissioners at the last minute?\r\nYou know, if staff had to put the board packets online\r\nbefore the meeting, maybe staff would have everything to Commissioners\r\nbefore the meeting, too&#8230;.\r\nLater Matt Martin said staff&#8217;s recommendations on the variances had\r\nalso changed, and he even listed a number of things that still \r\nweren&#8217;t covered.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nHere&#8217;s\r\n<a made him\r\ngive his name.\r\nMulligan said he wasn&#8217;t aware of this sidewalk problem.\r\nHall said well that was new information, then.\r\nMulligan did try to explain the parking question.\r\n<p
