\r\nOne should note that the VDT was absent at\r\n\r\nthe LCBOC meeting on\r\nAugust 13<\/a>, when the\r\n\r\ncounty commissioners approved the rezoning\r\nrequest<\/a>. This approval came after\r\n\r\nwe presented our concerns<\/a> and\r\nbefore\r\n<\/a>\r\n\r\nthe period given by AFCEC for public comments<\/a>\r\nin regard to the\r\n\r\nEnvironmental Assessment (EA)<\/a> expired. No mention in the VDT on\r\nAugust 14 about any of it, since no VDT reporter was present.\r\n<\/p>\r\n

\r\n<\/a>\r\nIn regard to the EA and the possibilities to submit comments, it\r\nshould also be noted that\r\n\r\nthe phone number listed in the public announcement was incorrect<\/a>.\r\nThus, any attempts to contact Mr. Allen\r\nRichmond, the AFCEC representative, with this published phone number\r\nwere unsuccessful. We eventually received the correct phone number\r\nwith the help of Moody AFB personnel. While we were able to speak\r\nonce with Mr. Richmond and establish email contact, his ability (or\r\nwillingness?) to communicate was limited.\r\n<\/p>\r\n

\r\nMoreover, we asked Mr. Allen Richmond on August 12 if we could see a\r\ncopy of the geotechnical report that seems to form the basis for the\r\nconclusions given in the EA. Thus far this request has been\r\nunsuccessful. The same is true for our request to receive a copy of\r\nthat geotechnical report from the developer, Mr. Balfour Beatty.\r\n\r\n<\/a>\r\nAs\r\n\r\nMr. Kurrie, the lawyer representing the developer<\/a>, informed us, his\r\nclient “is not subject to the Georgia Open Records Act”\r\nsince he is with a private company. However, if time is indeed of\r\nthe essence for this project and if this geotechnical report answers\r\nour questions and addresses our concerns, why not share it …\r\n\r\nunless you have something to hide<\/a>?\r\n<\/p>\r\n

\r\n\r\n<\/a>\r\nOne should also note that plans existed to visit the site for this\r\nproposed housing project with representatives from Mood AFB as well\r\nas ERDC. The first attempt was on August 14, and the second attempt\r\nwould have been today (August 28). However, both times the land\r\nowner has denied Moody AFB permission to visit the site. Thus any\r\nattempts by our department to help Moody AFB in the assessment of\r\nthe geotechnical\/geohydrological situation have been unsuccessful.\r\n<\/p>\r\n

\r\n\r\n<\/a>\r\nLastly, while the VDT was present at yesterday’s meeting and\r\nreceived a copy of our comments, you would not be able to tell it\r\nfrom this morning’s edition. The focus is on a proposed soccer\r\ncomplex near Hahira. However, the proposed housing project on Val\r\nDel Road, plus the concerns we have now made public, are not even\r\nmentioned.\r\n<\/p>\r\n

\r\nThe experience of the last couple of weeks has again highlighted the\r\nimportance of transparency, due diligence, and communication\r\n(including reporting).\r\n<\/p>\r\n
