The staff is responding to\r\n<a href=\"http:\/\/adamswebsearch2.nrc.gov\/webSearch2\/main.jsp?AccessionNumber=ML13190A268\">\r\nCommission direction<\/a> on assessing\r\nforeign ownership issues and considering if any changes to NRC\r\nguidance or practice would be appropriate.\r\n<\/p>\r\n<p>\r\nThe\r\n<a href=\"https:\/\/www1.gotomeeting.com\/register\/127337097?Portal=www1.gotowebinar.com\">\r\nwebinar<\/a> and associated teleconference will run from 9 a.m. to\r\nnoon. NRC staff will first describe current regulations and then\r\ndiscuss previous stakeholder comments on the issue. Interested\r\ngroups and the public will have the opportunity to ask questions and\r\nprovide additional feedback on the matter. Please contact JoAnn\r\nSimpson at 301-415-8388 or joann.simpson@nrc.gov for teleconference\r\ninformation (to ensure appropriate resources are available) or for\r\nquestions about the meeting.\r\n<\/p>\r\n<p>\r\nThe Atomic Energy Act and NRC regulations disqualify any applicant\r\nfor a nuclear power plant operating license if the applicant is\r\nowned, controlled or dominated by a foreign national, a foreign\r\ncorporation or a foreign government. In recent years, a number of\r\nlicensing actions before the NRC have involved complex issues of\r\nforeign ownership, control and domination. This is likely due to the\r\nincreased globalization of the electric power industry and\r\ncomplexity of corporate structures generally.\r\n<\/p>\r\n<p>\r\nThe Commission directed the staff in March to provide its assessment\r\nand proposals by Dec. 31. As part of this\r\ngeneric review, the staff should obtain stakeholder views and\r\npresent staff&#8217;s conclusions and recommendations in a voting paper\r\nfor Commission review and approval.
